Abstract:
On March 2-4, the EastWest Institute (EWI) and Konrad-Adenauer-Stiftung (KAS), in concert with the Institute of National Security Studies Sri Lanka (INSSSL) and Consortium of South Asian Think Tanks (COSATT), convened a high-level dialogue entitled: “Water Security and Disaster Management in Asia” in Colombo, Sri Lanka. The dialogue, second in the project series, brought together experts from both the public and private sectors in India, Pakistan, Bangladesh, Nepal, Sri Lanka and the Maldives to jointly analyze threats to water security in Asia in the face of worsening hydro-meteorological disasters due to climate change. The two-day dialogue consisted of six panel discussions on varied topics related to the politicization of water security, including the economic vulnerabilities of the water crisis and stakeholder engagement, among others.

Abstract:
eathering TechNationalism provides policymakers, regulators, and corporate executives a five-part framework for mitigating supply chain risk in a holistic way. The framework lays out measures of assurance, transparency, and accountability that ICT buyers, operators, and vendors can implement jointly. Supplementing this framework, the report recommends several balanced, risk-informed policy measures—in accordance with national and industry-specific policy goals—that may further ICT and supply chain security and avoid the negative consequences of TechNationalism he action roadmap provides a whole-of-society approach and recommends that policymakers: Enable threat and vulnerability information sharing, Require diverse sources of supply, Make strategic science and technology investments, Consider narrow national security exceptions, and Review and adapt national supply chain security goals and policies.

Terrorism in Afghanistan: A Joint Threat Assessment is intended to serve as an analytical tool for policymakers and an impetus for joint U.S.-Russia action. The report provides an overview of the security situation and peace process in Afghanistan, taking into account U.S. and Russian policies, priorities and interests; surveys the militant terrorist groups in and connected to Afghanistan and explores the security interests of various regional stakeholders vis-à-vis Afghanistan. Challenges relating to border management, arms trafficking and terrorist financing in Afghanistan are also briefly addressed.

On October 21, 2019, the EastWest Institute (EWI), together with the Multinational Development Policy Dialogue of the Konrad-Adenauer-Stiftung (KAS), convened a high-level roundtable dialogue in Brussels, concerning international water security. The dialogue, the first in the project series, brought together distinguished experts representing both the public and private sectors in China, India, Pakistan, Bangladesh, Nepal and the European Union to assess the risks and threats to water security and gauge opportunities for future cooperation between co-riparian states in the Himalayan region. The roundtable dialogue consisted of two panels: “Rethinking Hydrodiplomacy in an Uncertain Geopolitical Future,” moderated by Ms. Kitty Pilgrim, international journalist and former CNN correspondent, and “Effective Water Resource Governance through Multi-Stakeholder Partnerships,” moderated by Dr. Peter Hefele, head of the Asia and Pacific team of the Konrad-Adenauer-Stiftung (KAS).

The United Nations Security Council passed resolution 1325 on Women, Peace and Security (WPS) in 2000, which is considered to be the back - bone of efforts to include women in peace negotiations, post-conflict reconstruction and disarmament, demobilization and re - integration initiatives around the world. Ten years after this landmark resolution was passed, the East West Institute's Parliamentarians Network for Conflict Prevention started its work on the Women, Peace and Security agenda upon the request of women members of parliament from Afghanistan and Pakistan, who felt marginalized, sidelined and excluded from their national security processes as well as from international dialogues on this issue.

6. Afghan Narcotrafficking: A Joint Threat Assessment

Abstract:
More than a decade after the United States and allied troops began military operations in Afghanistan, the country remains a major conflict zone. Afghanistan's continuing instability constitutes the largest security issue in the region. The country's role as the center of global opiate production contributes heavily to this instability. The grave social, economic, political, and security implications of the trafficking of the Afghan opiates extend beyond the regions of South, Southwest, and Central Asia. The opium economy in Afghanistan has become deeply entrenched and shows no signs of declining. Inside Afghanistan, narcotrafficking contributes to insecurity and feeds corruption, warlords, and insurgents. All this vastly complicates the prospects of the Afghan central government consolidating its power and effectively governing. Compounding these issues is the scheduled withdrawal of NATO forces from Afghanistan in 2014 and the ongoing drawdown of U.S. troops.

Abstract:
A gap continues to exist between the international community's rhetoric about conflict prevention and its responsibility to protect people from severe human rights violations. The record of human misery caused by violent conflict is testimony to the chronic lack of political will to respond collectively to new and emerging threats to peace. The ineffectiveness of many global efforts at preventive diplomacy is evidence that traditional diplomatic approaches, including the use of force, simply may not work.

Russia and the United States have been unable to establish a common understanding in their bilateral diplomacy on most aspects of cyber security. In spite of a 1998 declaration of their interest in joint leadership of global responses to cyber security challenges, the two countries have acted more often than not like enemies guarding sensitive national security secrets rather than as allies committed to protecting common interests in the global digital economy and the socially networked world.

Cyber war has become the drumbeat of the day. Nation-states are developing national strategies, creating offensive and defensive cyber war capabilities, conduct-ing cyber reconnaissance missions, and engaging in cyber attacks, all with alarming frequency. What is blatantly apparent is that far more financial resources and intel-lectual capital are being spent figuring out how to conduct cyber warfare than are being spent figuring out how to prevent it. The lack of international dialogue and activity with respect to the containment of cyber warfare is simply stunning. As Winston Churchill famously noted, “It is bet-ter to jaw-jaw than to war-war.” It is time for governments to begin discussions aimed at assuring an agreed-upon level of geo-cyber stability through mutual cooperation and international law.
