- The United States and Russia have the biggest responsibility for countering nuclear terrorism because together they account for the overwhelming share of global nuclear materials, expertise and weapons. The two countries also have between them the most substantial capacities in counter-terrorism intelligence and response. There is little to separate the two in their policies against nuclear terrorism. Where there are differences in approach on some aspects of nuclear proliferation, the two countries have accepted an obligation as the pre-eminent nuclear powers to try to narrow their differences. The international community cannot defeat nuclear terrorism or limit it without an active and vigorous alliance between Washington and Moscow.

- Ambassador Ortwin Hennig is the Vice President and the Head of Conflict Prevention Program of the East West Institute at Brussels. His previous assignments include the Commissioner for Civilian Crisis Prevention, Conflict Resolution and Post-Conflict Peace Building in the German Government; diplomatic postings in Afghanistan, Russia, German Representation at the European Commission and the OSCE in Vienna. He has also served the Office of the German Federal President as a Foreign Policy Advisor. Ambassador Hennig is an alumnus of the NATO Defense College in Rome having specialized in arms control and security policy matters.

- Energy security has re-surfaced as a headline issue in the policy councils of Europe and the Americas in a way not seen since the 1970s. On the one hand, some leaders believe that there is a new energy rivalry with ominous geopolitical overtones, and they look at Russia and China with suspicion in this regard. On the other hand, at a more commercial level, there has been rising uncertainty about oil supply and demand, because of political instability in the Persian Gulf and rampant consumption in the major industrial countries and emerging economies. Price volatility, long a feature of the oil market, reached levels not seen for some years, leading to fresh concerns about 'peak oil'.

- In 2005–2006 the EastWest Institute (EWI) and the Association of Municipalities of the Kaliningrad Oblast (AMOKO) realized a joint project, «Reforming Municipal Finance of the Kaliningrad Oblast through Performance Budgeting». Carried out with financial support from the Swedish International Development Cooperation Agency (SIDA), the project was a contribution to the Russian national program of modernization of budget management systems at the regional and municipal level in accordance with the best world and European practices.

6. Defusing Conflict in Tsalka District of Georgia: Migration, International Intervention and the Role of the State

- The Tsalka district of Georgia, situated in the west of the province of Kvemo Kartli, is home to a highly diverse population and has, since Georgia gained independence, been affected by three interconnected and potentially destabilising trends. First, after the collapse of the USSR, the local economy disintegrated. During the Soviet era, Tsalka had been a highly productive agricultural region, but after the Soviet internal market broke down and the roads and railway links fell into disrepair, most inhabitants of Tsalka district were forced to eke out a subsistence living from what they could grow and raise on their own parcels of land. Secondly, the state-society relationship in Tsalka district has changed radically over the last twenty years; from a highly regulating state in the Soviet period, to its virtual withdrawal in the 1990s and early 2000s, to a re-establishment of state authority in the aftermath of the November 2003 'Rose Revolution'. Finally, Tsalka has been the epicentre of successive waves of in-migration and out-migration; from a large-scale exodus of Greeks that began in the immediate aftermath of the collapse of the Soviet Union and continues unabated today to the rapid in-migration of Georgians from Adjara and Svaneti that began to gain pace in the late 1990s and reached its peak during the construction of the Baku-Tbilisi-Ceyhan (BTC) oil pipeline in 2003-2004.

- The political and economic landscape in the Middle East is changing in ways that would have been hard to imagine months ago. With changes in governments, the near cessation of violence, the more active reengagement of the United States in the peace process, and various positive signals from both sides, including direct meetings between Israeli Prime Minister Ariel Sharon and Palestinian President Mahmoud Abbas, the longstanding conflict between Israelis and Palestinians is entering a period of relative optimism. Recent indications are that the Palestinian Authority is ready to work jointly with five parallel working groups being set up by the Government of Israel to address different aspects of the planned disengagement from Gaza, and the Quartet Principals have appointed out- going World Bank President James D. Wolfensohn as Special Envoy for Gaza Disengagement. The Special Envoy is charged with leading, overseeing and coordinating the international community's efforts in support of the disengagement initiative.

- This study has been prepared in conjunction with the Transfrontier Cooperation Do- nor Forum held in St. Petersburg on April 25, 2003 under the EastWest Instituteís Regional and Transfrontier Cooperation (RTFC) Program. EWI has over ten years of experience in transfrontier cooperation in various regions of Europe. Long before issues surrounding the upcoming EU enlargement were a top priority on the EU-Russia agenda, EWIís RTFC Program was researching and assessing the impact of enlargement on the Baltic Sea Region in general, and on the Kaliningrad Region (EWIís priority area in the North-West of Russia) in particular. Today, in view of the upcoming European Union enlargement, transfrontier cooperation (TFC) has assumed an increasing importance for the future of a larger Europe.

- Russia is at a crossroads. Current levels of national economic growth cannot be sustained without significantly restructuring the country's economic system. If economic growth is not sustained, financing for important social reforms will face serious strains, and expectations that have been built up among the Russian population over the past five years will go unrealized. As a result, the political system and the population's long - term well being will be put at risk. To counter this danger, Russia needs to change its national consciousness away from social paternalism and towards competitiveness. This needs to be implemented in a way that Russian citizens, politicians and business people can understand and support. Russia can only meet its expectations of long - term growth and a higher overall standard of living by increasing levels of competitiveness across sectors and delivering tangible and positive results to its citizens.
