AMID THE ONGOING FINANCIAL AND ECONOMIC CRISIS, the status of the export sector of the Russian economy is acquiring a special significance. The country's leadership considers military exports to be an important source of hard currency revenues, coming second after the export of oil and hydrocarbons, but unlike the last mentioned – mineral resources – this involves high-tech products.

Abstract:
Following the August events in the Caucasus, the entire Western system of strategic alliances, comprising not only NATO, but also an array of other structures - at first glance, not at all military - has finally acquired a new "raison d'étre." That "raison d'étre" manifested itself in an old - centuries, not years old - formula, namely, search for an enemy in Russia (no matter whether it is the USSR or Russia today). It has turned out that the genes of animosity toward Russia are still part of the DNA of many Western politicians.

Abstract:
The evolution of the independent states that emerged following the disintegration of the Soviet Union has predictably prioritized the issue of the national-political identification of the former Union republics. However, the trend toward building national history concepts by radically revising the common experience at the expense of the former "big brother," which has been gaining momentum in a number of post-Soviet states, was less predictable - taking into account the proactive role played by Russia under Boris Yeltsin in dissolving the Soviet Empire, as well as the pledges that were made in 1991 in Belovezhskaia Pushcha.

OUR LINE IN INTERNATIONAL AFFAIRS is coming under strong pressure for several reasons at once. Number one reason is Russia's comeback to the world arena that Vladimir V. Putin declared in a most easy-to-understand way in Munich. Number two reason is that Russia, as seen by the West, is containing the creation of a new world order where international law will be subordinated to expedience (some countries can have nuclear programs, others not, etc.) and ideological criteria (countries acknowledged as democratic enjoy more extensive rights than the rest, including the right for violations of democracy itself), or, in effect, to the arbitrary division into "friends" and "foes." Russia clearly stands in the way, in the first place over Kosovo, but also Iran, Middle East, U.S. antimissile defenses in Europe, and much else.

Abstract:
Raising living standards for all citizens of Russia is the highest priority of the Russian Government's policies. Over the past few years we've achieved considerable progress in reaching this goal. Recent decisions in the social sphere will ensure that this policy is implemented consistently and on a long-term basis. This policy is based on steady high economic growth which is mostly due to the dynamic development of real sector, i.e. industry, construction and trade, rather than oil and gas prices. Major infrastructure projects are being carried out. Development institutions have been established to ensure a transition to an entirely new innovation-based economy. Foreign direct investments grow at a record pace. Russia is now among the world's leading economies. From 2000 to 2006 alone, the total volume of our foreign trade more than tripled, the volume of trade with the European Union grew fivefold.

A Russian state flag has been placed on the Arctic Ocean floor. That is a truly landmark event. As part of the Arctic 2007 expedition, the Akademik Fyodorov research vessel made the first voyage to a high latitude part of the Arctic. On August 2, 2007, for the first time in history, a unique experiment was carried out: Two submersibles with daring explorers on board dived to a record depth of 4,261 meters. Over the course of almost two hours, they performed a preplanned research and exploration mission. One of the main goals of that unprecedented deed was to obtain a sample of seabed rock sediment that was to serve as conclusive evidence of the fact that the Lomonosov Ridge is an extension of the Siberian Continental Platform and therefore, the mineral deposits there belong to our state.
