Abstract:
In recent years, Russia’s active and highly vigorous foreign policy in many conflict zones has become an important international factor in the hottest points (Syria being one of them). Russia achieved spectacular diplomatic results. there are, however, problem zones much closer to home. We have in mind the Korean Peninsula, the scene of the oldest and dangerous conflict. Many times in the past, the “soft underbelly” of Russia’s far east left the expert community and the public puzzled and bewildered. Throughout the decades which separate the peninsula from the “hot war” (still very much in evidence de jure and de facto), it has been living amid sluggish confrontation and dramatic developments at the domestic stage of the north and the south, two irreconcilable opponents, and between them.

Abstract:
Twenty years ago, the issue of nuclear weapons on the territory of Ukraine and, accordingly, of security assurances to Ukraine in the case of its achieving a non-nuclear status was the focus of attention for policymakers, diplomats and the international expert community. It was also then that it was seemingly resolved once and for all – first through the Trilateral statement by the presidents of Russia, the U.S. and Ukraine (Moscow, January 14, 1994), then through a Memorandum on security assurances in connection with Ukraine’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) (Budapest, December 5, 1994), signed by the Russian Federation, Ukraine, the United Kingdom, and the United States.

Abstract:
Today, we are watching how the present stage of world history is coming to an end amid great or even fundamental changes of the geopolitical picture of the world. The twenty-five-year-long partnership between Russia and the West (never easy and never straightforward), which began back in the last years of Soviet perestroika, has ended. It will be probably replaced with a new structure of international cooperation much more pragmatic and devoid of illusions and exaggerated expectations nurtured by Russia rather than the West. It is wrong to expect that when the situation in Ukraine has been stabilized (it will be stabilized sooner or later) the world (or at least the part which stretches from Vladivostok in the east to Vancouver in the west) will go back to its pre-crisis state. There is no way back. The old bridges were burned while new bridges have not yet been built. The paradigm of world development geared at the prospects of long-term partnership (which, for a long time, had looked the only option) was destroyed.

On February 12 OF this year, Russian President V.V. Putin approved a new Foreign Policy Concept of the Russian Federation. the guidelines for the document, work on which lasted several months, were set by a presidential decree that was signed the day the head of state was inaugurated. the draft concept was discussed with the government agencies that are most actively involved in international activity, and considered in various departments of the Russian presidential administration. the Russian expert community was involved in its preparation, including members of the Foreign Ministry's scientific Council. We are grateful to all those who have put forward their proposals and considerations, including in the pages of International Affairs.

TODAY, the peoples of the Middle East are living through one of the brightest and critical periods in their history known in the world as "Arab Spring." for two years now, the forces which emerged as a new political element have been fighting desperately in the name of subjugated peoples to restore their violated rights. They call on the world to support their ardent desire to free themselves from the shackles of "injustice" which have been restricting their freedom for a long time. In some cases, these efforts cause relatively little pain, in others, they run across fierce resistance of the ruling elites; they develop into street protest rallies, waves of violence and revolutionary upheavals.

IN THE 15TH CENTURY, Russian merchant Afanasy Nikitin driven by business interests traveled to the arab east, Iran and India, a highly risky enterprise at that time. he went to “bring goods to the Russian land” but after three years of wandering had to admit with a great deal of bitterness: “There is no way from the hormuz to horasan; no way to Chagatai; no way to baghdad; no way to bahrain, no way to yezd, no way to arabia – everywhere the princes are fighting.” This was written five centuries ago; the intrepid traveler is nearly forgotten, probably because of continued instability and the consistently failing attempts to bring peace to the region (instability was responsible for the failure of the first Russian commercial project in the near and Middle east).
