Abstract:
The territory known as the Fertile Crescent is located at the eastern part of the Mediterranean Basin. This region, where the agriculture was developed, the first human settlements started, arts and culture were shaped, is now called the Middle East. The concept of the “Middle East” had started to be used at the beginning of the 20th century, when imperialist politics had spread worldwide. Due to the common use of the Middle East concept, the region was defined with a Western-centric perspective. This identification has played an essential role in the interpretation of Middle Eastern with Western concepts and on the construction of the cultural hegemony in the region. The stereotypes created by the West and adopted by the regional actors have caused homogenisation of the cultural diversity in the Middle East. Hence, the powerful actors of the international system could expand their zone of influence in the region. This study focuses on the importance of the area called the Middle East in the history of humanity and on the cultural heritage of this region. It is argued that to break the geopolitical interests of great actors in the region; the Middle East should reconcile with its cultural history and a new image of the Middle East based on common cultural heritage. | Tarımın geliştiği, yerleşik hayatın başladığı, yazının ve sanatın şekillendiği, Akdeniz Havzası’nın doğusunda kalan ve Bereketli Hilal olarak anılan topraklar bugün Ortadoğu olarak adlandırılmaktadır. “Ortadoğu” kavramı, 20. yüzyıl başlarında, emperyalist politikaların yaygınlaştığı dönemde kullanılmaya başlamıştır. Ortadoğu kavramının kullanımının yaygınlık kazanması, bölgenin Batı merkezli bakış açısıyla tanımlanması sonucunu da beraberinde getirmiştir. Bu durum Ortadoğu kültürlerinin Batılı tanımlar üzerinden yorumlanması ve bölgede kültürel hegemonyanın inşasında rol oynamıştır. Batı’nın yarattığı Ortadoğulu stereotipinin bölge içinde de kabulü, bölgenin kültürel çeşitliliğini tektipleştirici bir etki yaratmış; bu durum Ortadoğu coğrafyasında, uluslararası sistemin güçlü aktörlerinin etki alanlarını genişletmesini sağlamıştır. Bu çalışma Ortadoğu olarak adlandırılan coğrafyanın insanlık tarihinde üstlendiği rol ile sahip olduğu kültürel birikimin önemine odaklanmaktadır. Çalışmada uluslararası aktörlerin bölgeye ilişkin jeopolitik çıkarlarının kırılması yönünde Ortadoğu’nun kültürel geçmişi ile barışması ve ortak kültürel miras üzerine inşa edilen yeni bir Ortadoğu imgesinin gerekliliğine vurgu yapılmaktadır.

Abstract:
The armies as one of the proponents of the constant progress and transformation of humanity, continue to exist in parallel to the concept of security of which the meaning, the scope and the parameters evolve continuously. From conquests to independence wars and the protection of the states' territorial integrity, the armies have been functioning as guardians against external threats and internal ones stemming from political crises, social unrest, and economic instabilities. Moreover, during the Cold War, the United States used the armies of less developed and developing countries to overthrow elected leaders to establish anti-communist governments that would work in accordance with the US. This article aims to discuss the common and similar points between Turkey and Latin American countries that have experienced coups and military interventions during the Cold War period. In this respect, the similar political, economic and military reasons that led to the armies’ involvement in politics through coups and interventions are argued even though these countries have historical, cultural, administrative and social differences. | İnsanlığın gelişim ve değişim sürecinin bileşenlerinden biri olan ordular, anlam, kapsam ve parametreleri sürekli dönüşen güvenlik kavramına paralel olarak varlıklarını sürdürmektedir. Fetihlerden bağımsızlık mücadelelerine ve ülke topraklarını korumaya kadar farklı görevler üstlenen orduların, dışarıdan gelen tehditlerin yanı sıra, çeşitli siyasi krizler, toplumsal hareketler ve ekonomik istikrarsızlıklar gibi “iç tehditlere” karşı bir mekanizma olarak da kullanılması söz konusu olmuştur. Öte yandan özellikle Soğuk Savaş döneminde az gelişmiş ve gelişmekte olan ülkelerde orduların, seçilmiş yönetimleri devirerek ABD’nin istediği anti-komünist yönetimlerin işbaşına gelmesini sağlamakta kullanılması da oldukça sık görülen bir olgu haline gelmiştir. Kendilerine özgü tarihsel, kültürel, idari ve toplumsal birtakım farklılıklara sahip olmakla birlikte, Soğuk Savaş döneminde ABD’nin de etkisiyle benzer ekonomik, siyasi ve askeri süreçlerden geçen Latin Amerika ülkeleri ve Türkiye arasında orduların siyasetteki rolü, darbelerin arkasında yatan temel faktörler gibi ortak bazı unsurlar bulunmaktadır. Bu çalışmanın amacı, Soğuk Savaş döneminde çok sayıda askeri müdahalenin yaşandığı Latin Amerika ülkeleri ve Türkiye’nin coğrafi uzaklıklarına karşın ortak deneyimlerine yön veren benzer faktörlerin tartışılmasıdır.

Abstract:
What is the relationship between religion and empire, and what role do religious ideas play in the empire-formation process? This paper focuses on these questions by analysing the role of Islam in the formation of the Umayyad and the Ottoman Empires. Although the literature about these Islamic empires is extensive enough, they generally provide a rich historical narrative without theorization. To fill this gap, I use constructivist theory in the analysis and point out that religion as a structural force helps states to turn into empires over time. Nevertheless, following the agent-structure debate, I also argue that the individual characteristics of these states are essential to understand how religion affected their policies and how they interpreted the religion. The findings show that as the Umayyad Empire was not recognized as legitimate by various sects in religious terms in the seventh and eighth centuries, religion played less of a regulatory role in imperial policies and its rulers did not hesitate to adopt ruthless stratagems and a divide-and-conquer strategy. On the other hand, the Ottoman Empire benefited from religion in its conquests and its policies were primarily restricted by religious norms and values. As a result of this dependence, ruthless stratagems were adopted less often, and Ottoman policies were heavily shaped by religious norms and values.

Abstract:
The European Union was established after the Second World War by countries that wanted to maintain their presence in the global arena as a whole and reorganise economic structures. The rising powers challenged the European Union with the start of the millennium. In order to counter challenges, the European Union has developed a number of mechanisms for its institutional structure and its relations with other actors. These mechanisms included the concept of strategic partnership and summit diplomacy. The mechanisms started with cooperation frameworks such as trade. The mechanisms were thought to reduce the intensity of the challenges and further the relations between the states. For this reason, in this study, it will be discussed which challenges the rising powers have made against the EU and to what extent the foreign policy tools used by the EU against these challenges have effects will be discussed. | İkinci Dünya Savaşı sonrasında küresel arenadaki varlığını bir bütün halinde sürdürmek isteyen Avrupa devletlerinin iktisadi yapılanmalarını yeniden tanzim etmek için meydana getirdiği Avrupa Birliği, yükselen güçler tarafından kaynaklanan çağdaş meydan okumalara karşı durabilmek için kurumsal yapısına ve diğer aktörlerle yürütmekte olduğu ilişkilerine birtakım yenilikler getirmektedir. Stratejik ortaklık konseptinin ve zirve diplomasilerinin bu (yeni) mekanizmalar arasında yer aldığı düşünülmektedir. Avrupa Birliği özellikle ticaret gibi işbirliği çerçevelerinden başlayan bu mekanizmalar sayesinde meydan okumaların şiddetini azaltacağını ve taraflar arasındaki münasebetleri çok daha ileriye taşıyacağını ümit etmektedir. Bu mucip üzere çalışmada yükselen güçlerin AB’ye yönelik ne tür meydan okumalar gerçekleştirdiği, AB’nin bunlara karşı kullandığı dış politika araçlarının neler olduğu ve bu araçların nasıl optimize edildiği tartışılacaktır.

Abstract:
The main purpose of this study is to understand what motives the Russian Federation, a regional power, uses military force against its neighbor, Ukraine, and annexes Crimea. As a result of the literature review conducted for this purpose, this approach of Russia was generally interpreted from two different theoretical perspectives. Some of the critics evaluated Russia's attitude during the crisis process under the name of defensive realism, while the other group, on the contrary, evaluated Russia's attitude under the name of offensive realism. The work is addressed in the context of these two theories, with a deductive approach. The great powers do not refrain from using hard power when it comes to their security. The answer has been searched to the arguments that the Revisionist movement that Russia displayed in this crisis was caused by international developments rather than domestic political developments and that there is no sanctioning power against the great powers that have become a chronic problem of international law. When the relevant study concluded, and the previous crisis experiences of Russia taking in the consideration, it is observed that Russia has similar characteristic features in this crisis as well. It has been concluded that Russia has not been able to get rid of the sense of the siege it experienced during the Cold War and has pursued aggressive policies when it feels such a threat in its nearby geography. On the other hand, what happened in Crimea has clearly shown that the great powers do not refrain from using force and ignoring international law when it comes to their benefits and security. | Bu çalışmanın temel amacı, bölgesel bir güç olan Rusya Federasyonu’nun, komşusu olan Ukrayna’ya karşı hangi saiklerle askeri güç kullandığı ve Kırım’ı ilhak ettiğidir. Bu amaç doğrultusunda yapılan literatür çalışması sonucunda, Rusya’nın bu yaklaşımı genel olarak iki farklı teorik perspektiften yorumlanmıştır. Düşünürlerin bir kısmı Rusya’nın kriz sürecindeki tutumunu defansif realizm bağlamında değerlendirmekteyken diğer grup ise tam aksine Rusya’nın tutumunu ofansif realizm bağlamında ele almışladır. Çalışma, bu iki teori bağlamında, tümdengelimci bir yaklaşımla ele alınmıştır. Büyük güçler, güvenlikleri söz konusu olduğunda sert güç kullanmaktan kaçınmamaktadırlar. Rusya’nın bu krizde sergilemiş olduğu revizyonist hareketin, iç politik gelişmelerden ziyade uluslararası gelişmelerden kaynaklandığı ve uluslararası hukukun kronik sorunu haline gelen büyük güçlere karşı bir yaptırım gücünün olmadığı argümanlarına cevap aranmıştır. İlgili çalışma sonuçlandığında, Rusya’nın geçmişte yaşadığı krizler de ele alındığında, bu krizle benzer karakteristik özelliklere sahip olduğu gözlemlenmiştir. Rusya’nın, Soğuk Savaş dönemi yaşadığı kuşatılma algısından kurtulamadığı ve yakın coğrafyasında bu şekilde bir tehdit hissettiği zaman saldırgan politikalar izlediği sonucu varılmıştır. Öte yandan Kırım’da yaşananlar, büyük güçlerin kendi menfaatleri ve güvenlikleri söz konusu olduğunda güç kullanmaktan ve uluslararası hukuku hiçe saymaktan kaçınmadıklarının açıkça göstermiştir.

Abstract:
The 20th century has been regulated with a conservative principle due to the fact that states could not be able to solve their national and international problems on their own, and therefore should embrace the concept of global cooperation. That is the reason why state sovereignty has been the subject of many discussions until today. When peace emerged as a human right in the form of solidarity, it was taken into consideration in the literature together with the concept of humanitarian intervention. Furthermore, after that, its validity was discussed in the context of state sovereignty. While all these discussions are taking place, many philosophers/academics, who focus on the problematic of state right or human right and whose ideas evolve to peace studies over the inevitability of wars and reach a stalemate between the subject or state over the right of intervention, bring the old concepts back to the agenda and produce new ideas for the new order. Based on the question of whether peace should be in the system or within the nation, the main problematic in this era is whether a society that includes the entire universe or a system in which the sovereignty principles of states will continue and whether a system, in which wars are also possible, will be accepted as "right" by the subject. | 20. yüzyıl devletler için ulusal ve uluslararası sorunlarını tek başlarına çözemeyecekleri ve bu nedenle küresel işbirliğine yanaşmaları düzleminde muhafazakar ilkeyle düzenlenmiş ve günümüze kadar geçen sürede devlet egemenliği birçok tartışmaya konu olmuştur. Barış, dayanışma türünde bir insan hakkı olarak ortaya çıktığında literatürde insani müdahale kavramı ile birlikte ele alınmış ve sonrasında devlet egemenliği bağlamında geçerliliği tartışılmıştır. Tüm bu tartışmalar yaşanırken devlet hakkı mı insan hakkı mı sorunsalına odaklanan ve savaşların kaçınılmazlığı üzerinden barış çalışmalarına evrilen ve müdahale hakkı üzerine özne mi devlet mi çıkmazında kalan birçok düşünür, eski kavramları yeniden gündeme taşımakta ve yeni düzene yeni düşünceler üretmektedir. Barışın sistemde mi ulusta mı olması gerektiği sorusu üzerinden hareketle ana sorunsal, bu çağda tüm evreni içine alacak bir toplumun mu yoksa devletlerin egemenlik ilkelerinin devam edeceği ve savaşların da olası olduğu bir sistemin mi özne tarafından doğru kabul edileceğidir.

Abstract:
After 11 September, Iran's nuclear energy program turned into an international crisis. However, Iran did not give up its nuclear energy program despite the pressure on it in the world public opinion. This crisis, which occurred in the early 2000s, did not cause a negative impact on relations between Iran and Russia. Russia continued to help Iran to develop its nuclear program. One of the main points of the Joint Comprehensive Plan of Action (JCPOA) signed between P5+ 1 countries and Iran in 2015 is that Iran limited its nuclear energy development for ten years. However, Iran could be a regional rival for Russia, especially in terms of energy and gas exports, after a decade. In this context, the focus of the study is to analyse whether there was any change in the good relations between the two countries after JCPOA. The study seeks answers to specific questions: How does Russia look at JCPOA? Why does Russia stand for a rival Iran? Are there any changes in the relations between Russia and Iran in the post-2015 period? According to the results, JCPOA did not have any negative effect on Russia-Iran relations. | 11 Eylül sonrası İran’ın nükleer enerji programı uluslararası bir krize dönüşmüştür. Ancak İran, uluslararası kamuoyunda kendisine yönelik baskılara rağmen nükleer enerji programından vazgeçmemiştir. 2000’li yılların başlarından itibaren ortaya çıkan bu kriz Rusya İran ilişkilerinde olumsuz bir etkiye neden olmamıştır. Rusya İran’a nükleer programını geliştirmesi için yaptığı yardımlara devam etmiştir. 2015 yılında P5+1 ülkeleri ve İran arasında imzalanan Kapsamlı Ortak Eylem Planı’nın (KOEP) temel noktalarından biri İran’ın nükleer enerji gelişimini on yıllık bir süre için sınırlandırmış olmasıdır. Ancak İran on yılın sonunda kendisine yönelik yaptırım ve ambargolardan kurtulmuş bir ülke olarak Rusya’ya özellikle enerji ve gaz ihracı noktasında bölgesel bir rakip olabilecektir. Bu bağlamda çalışmanın odak noktası, bütün bunlar göz önünde bulundurularak iki ülkenin KOEP sonrası iyi ilişkilerinde değişme olup olmayacağını analiz etmektir. Çalışma belli sorulara cevap aramaktadır: Rusya KOEP’e nasıl bakmaktadır? Rusya neden kendisine rakip olabilecek bir İran’ı göze almaktadır? 2015 sonrası dönemde Rusya-İran ilişkilerinde değişiklik olmuş mudur? Ortaya çıkan sonuçlara göre KOEP'in Rusya-İran ilişkilerine herhangi bir olumsuz etkisi olmamıştır.

8. The Collapse of Multilateral Trade Negotiations in Cancún

Abstract:
The Doha Round or the Doha Development Agenda (DDA), which was officially launched in 2001, is the very first trade round of the World Trade Organisation (WTO). Since developed and developing countries have different priorities and interests, the Doha Round has witnessed a series of deadlocks over ten years until the Bali Ministerial Conference in 2013. The first deadlock occurred at the Cancún Ministerial Conference in 2003. The primary points of dispute between developed and developing countries were agriculture and the so-called Singapore issues. This study investigates the Cancún Ministerial Conference as it is a remarkable example of how participant countries strive to secure their interests even at the expense of the collapse of the multilateral trade negotiations. In that regard, this study aims to examine the opposing negotiation behaviour has witnessed and determine how their insistence on different proposals lead to the failure of trade negotiations in Cancún. The primary argument of this study is that developing countries’ common stance and the creation of so-called G-20under the leadership of Brazil, along with India and China, prove the triumph of these countries as they succeeded to block any agreement that disrupts their interests at the Cancún Ministerial Conference. Although the Cancún failure damages the Doha Round of multilateral trade negotiations, developing countries appreciate their coherent coalition strategies, which trigger the shift in the balance of power within the WTO in their favour.

Abstract:
The studies in the base of international relations and security have revealed a different research subject with the developments of technology. Cybersecurity that is in the focus of the technical area has also been argued in the political base. The cyber dimension of security with discussing concepts like cyber politics, cyber deterrence or cyberwar has succeeded to remain on the agenda of states. As a central actor of the international system, states’ interest in cybersecurity has carried this subject to the international law research area. In this study, the historical process and theoretical approach have been evaluated in the base of international relations discipline and it is practised to detail problems about international law. Different data have also supported the approach to the core of this study. | Uluslararası ilişkiler ve güvenlik temelindeki çalışmalar teknolojik gelişmelerle birlikte farklı bir araştırma konusunu karşımıza çıkarmıştır. Teknik bir alanın ilgi odağında olan siber güvenlik politik bir temelde de tartışılmaya başlanmıştır. Siber politikalar, siber caydırıcılık ya da siber savaş gibi isimlerle tartışılmaya başlanan güvenliğin siber boyutu devletlerin de siyasi ajandalarına girmeyi başarmıştır. Uluslararası aktörlerin merkezinde olan devletlerin ilgisi siber güvenliği uluslararası hukukun inceleme alanına taşımıştır. Bu çalışma dahilinde siber güvenliğe ilişkin tarihsel süreç ve teorik yaklaşım uluslararası ilişkiler disiplini temelinde ele alınmış ve uluslararası hukuka dair sorunlar detaylandırılmaya çalışılmıştır. Çalışmanın özüne dair yaklaşım farklı verilerle de desteklenmiştir.

Abstract:
Language is one of the essential tools in politics. In this context, as for people, the importance of language is very high for states to express themselves politically. The language that states use to carry out their foreign policies has original qualities or at least is believed it should have. For this reason, the language used by the state in its foreign policy is different from the others. If it is not different, it is sometimes differentiated, or new meanings are assigned to the words in line with this purpose. It is a common practice that states produce and implement foreign policy by utilising the language and especially words. However, this can sometimes lead to various problems in foreign policy. Similar practices and problems exist in Turkish foreign policy as well. Naming, changing the name, naming it differently, labelling it in a negative manner, pronouncing the name differently, not-to-mention the name are of the tactics in this regard. In this study, two main topics on Turkish foreign policy are discussed. The first is the debate in Turkey on the last name of Syrian President "Bashar al-Assad" within the framework of what it is or how to pronounce it. Once the relationship between Turkey and Syria began to deteriorate, "Esed" instead of "Esad" has chosen to be used by some politicians, particularly Recep Tayyip Erdoğan. The second one is the name of the terrorist organisation "ISIS“(Islamic State of Iraq and al-Sham). The terrorist organisation formerly known as ISIS started to be named "DEAŞ", "DAİŞ", "DAEŞ" by a great number of people, especially Recep Tayyip Erdoğan. The main reason for this is that the word of Islam takes place in the name of this terrorist organisation. Two inferences can be made on the subject. First, the language debates that took place inside Turkey are more frequent than the debates done between Turkey and its counterparts in the international arena and made by the outside world without Turkey's involvement. Secondly, the interventions in language and playing with words did not give the desired results. | Dil, siyasetin en önemli araçlarından biridir. Bu bağlamda kişilerin olduğu gibi, devletlerin de kendilerini siyaseten ifade etmelerinde dilin önemi çok yüksektir. Devletlerin dış politikalarını gerçekleştirmek için kullandıkları dil, özgün niteliklere sahiptir ya da en azından öyle olması gerektiğine inanılır. Bu nedenle de, devletin dış politikada kullandığı dil başkalarınınkinden farklıdır, değilse bazen farklılaştırılır ya da kelimelere farklı anlamlar yüklenir. Dili ve özelde de kelimeleri kullanarak dış politika üretmeye ve uygulamaya çalışmak, rastlanılan bir durumdur. Ancak, bu durum, bazen çeşitli dış politika sorunlarına da neden olabilmektedir. Türk dış politikasında da benzer uygulamalar ve sorunların varlığı, zaman zaman söz konusudur. Adlandırma, ad değiştirme, farklı adlandırma, olumsuz adlandırma, adını farklı telaffuz etme, adını anmama, bu konuda taktiklere örnektirler. Bu çalışmada, esas olarak, Türk dış politikasında yakın zamanda gündemde yer almış iki tartışma konusu ele alınmıştır. Bunlardan birincisi Suriye Devlet Başkanı “Beşir Esad”ın soyadının ne olduğu ya da nasıl telaffuz edileceği konusunda Türkiye’de yaşanan çok ciddi tartışmadır. Türkiye ile Suriye arasındaki ilişkiler bozulmaya başladıktan sonra, Recep Tayyip Erdoğan başta olmak üzere bir kesim, “Esad” yerine “Esed” kelimesini kullanmayı tercih etmiştir. İkincisi ise, terör örgütü “IŞİD”in (Irak Şam İslam Devleti) adı konusunda olmuştur. Daha önce IŞİD adıyla anılan örgüt, sonraları Recep Tayyip Erdoğan başta olmak üzere, büyük bir kesim tarafından DEAŞ, DAİŞ, DAEŞ gibi adlarla ifade edilmeye başlanmıştır. Bu yaklaşımın temel nedeni, terör örgütünün adında yer alan “İslam” kelimesinin kullanılmak istenmemesi olmuştur. Konu hakkında, iki saptama yapılabilir. Birinci olarak, Türkiye’de yapılan tartışmalar, Türkiye dışında yapılanlardan ve Türkiye’nin dışarıyla yaptıklarından daha fazladır. İkinci olarak ise, dile yapılan müdahaleler, kelimelerle oynamalar, istenilen sonuçları vermemiştir.
