1. Scientific Collaboration of Turkey with the EU Member States: The Case of Nanotechnology

Abstract:
As an emerging technology field, there is an on-going mo-tivation for analysing the trend of research networks of nanotechnol-ogy. This paper attempts to present the evolution of Turkey in nano-technology research by taking into account the academic publications to indicate the overall trend and the leading actors and subject catego-ries in the systems of nanotechnology innovation. The purpose of this paper is twofold: (i) to present the trend of nanotechnology research and (ii) to highlight Turkey’s collaboration patterns in the relevant re-search sub-fields with the EU member states. In this framework, the study aims to show whether Turkey has the capability to collaborate with the advanced group of countries such as the EU in nanotechnol-ogy and to identify the sub-fields of common interests. Finally, the re-sults of collaboration among two parties will be correlated with the Web of Science subject categories. The findings are expected to be useful for developing the future areas of research in nanotechnology domain in collaboration with the EU.

Abstract:
The role of the military in the politics in the developing or socalled “Third World” countries has always been fundamental in order to comprehend the historical process of democratization movements in these countries. To be able to fully grasp the politics, particularly democratic transitions, in the Middle East, it is indispensable to look at the role of the military within the transition process. However, because the democratic transition processes involves different practices, in my research paper, I will focus on the role of military within the constitution-making processes in order to narrow down my research. I have chosen the constitution-making process because, as argued by Özbudun, constitution-making, especially during democratic transitions, is an excellent opportunity to build political institutions that will enjoy broad support from society and its political elites. Both the constitution-making process and its outcome are crucial aspects of the transition to and consolidation of democracy. In this regard, in this study, I have chosen to study Egypt and Turkey comparatively in terms of their military involvement in the constitution making process. It should be noted that in both Turkey and Egypt, previous constitutions were made directly by the military or under military influence through various means, which I will evaluate in my research paper in detailed way. I have chosen these two countries due to two reasons. My initial inspiration is derived from that currently, these two significant countries of the region are in the constitution-making process. When we look at current situation of Turkey, it can be argued that Turkey is in constitution-making process, which is supposed to be totally civilian without the influence of the military. On the other hand, in terms of Egypt, it is argued that following to the Arab Spring, Egypt’s new constitution will be the roadmap to a second republic that most Egyptians hope will be free from the tyranny, corruption, and nepotism, which were the trademarks of Egypt’s political life. The second reason is that despite the fact that Egypt and Turkey differ from each other in terms of longevity of their democratic experiences, the militaries of two countries demonstrate some core similarities, which is noteworthy in terms of comparing the two. Considering all of these, the aim of this study is to see how the military can be a part of the political system, especially in the making of constitution, and to understand the current situation and changing position of the militaries in these countries.

Abstract:
This study deals with the relationship between the current account deficit and the budget deficit in Turkey. Artificial Neural Networks are employed to investigate this relationship. According to the results of the application the twin deficits hypothesis which indicates a positive correlation between the two deficits isn’t valid in Turkey. As this paper tries to analyze the factors accounting for the absence of this kind of correlation, it develops a flexible understanding which doesn’t refuse a hypothesis or a theory (the twin deficits hypothesis) completely, on the contrary, emphasizes the importance of investigating the conditions in which a hypothesis, theory or a model is valid.

Abstract:
By being a country that enhanced its foreign trade volume two times between the years 1990-1999 and four times between the years of 2000-2008, Turkey has enhanced its business connection with EU countries approximately three times and this increase was in favor of volume of imports. After 2001 economic crisis, in foreign trade operations which goods for industry sector distinguish particularly, raw materials and consumer goods have been preferred. However, despite these developments, the share of EU countries in Turkeys total foreign trade has been declining proportionately. It can be said that "the zero-problem policy with neighbors" that Turkey has put into effect is likely to have a considerable role in this decline.

Abstract:
The process of being democratic opposition culture in Turkish political life has begun quite late. As a reflection of the political culture point of view to opposition has been generally negative. First Grand National Assembly was composed of people who have a different way of thinking and living. Because of this heterogeneous structure, important discussions and important decisions were taken in First Grand National Assembly. The Second Group which versus The First Group in the leadership of Mustafa Kemal, basis of these discussions. In the face of charismatic leader as Mustafa Kemal, ought to concerning The Second Group, used adjectives as palace guard and puritanical. Whereas, should be noted that recent history doesn't read without understand and investigate, issues of opposition of Second Group. Therefore, in this article, opposition tradition in Turkey and the Second Group has been studied.

Abstract:
The perception of side towards another is important in Turkish-EU relations. In this study, an evaluation was made regarding the EU's perception towards Turkey. In order to understand well the European perception of Turkey, a short introduction about the European integration was written, then Turkey's meaning for the EU and the European perception of Turkey in dif-ferent issue areas such as history, geography, economy, international system and the EU public opinion was analyzed. Different factors were taken into consideration to conclude the importance of Turkey for the EU.

Abstract:
The Prime Ministry Public Officers Ethics Board, which is serving to develop ethics culture in public administration, to identify ethical behavior principles, and to conduct and research on the contrary actions to these principles, is tried to be investigated in this study. For that purpose, beginning with the 'ethics' concept, the development of 'ethics in administration' in the world and in Turkey are mentioned; later the activities, the applications and the amendment of the Law on the Public Officers Ethics Board are stressed and finally the criticism regarding the Board's structure and functioning are examined.

Abstract:
This study elaborates change in Turkish foreign policy since the end of the Cold War. This change was explained with interdependence and diversification concepts. Four main factors play a significant role in change of Turkish foreign policy orientation. After a brief introduction, these four factors (historical heritage and cultural factors, geographical location, politi-cal preferences, economic needs) were analyzed. In the second section of the study, interdependence and diversification in Turkish foreign policy are ana-lyzed based on these factors. Due to economic needs and political prefe-rences, Turkey entered into an integration process with the West. As a result of historical and cultural factors, it has been pursuing an active policy to-wards the Muslim world. Similarly, it initiated cooperation in many issue areas with the Turkic world due to strong ethnic and cultural connections. Finally, it developed close relations with regional countries due to historical heritage and geographical connections.

Abstract:
Kuveyt'in Osmanlı İmparatorluğu dönemindeki idari statüsü ve sınırları Irak-Kuveyt ilişkilerinde sürekli sorun olarak gündeme gelmiştir. Irak'ın kurulduğu günden itibaren üzerinde hak iddia ettiği ve 1990 Ağustosunda da işgal ettiği Kuveyt'in bir Irak toprağı olduğu sorunsalı Soğuk Savaş sonrası dönemde ilk önce Kuveyt ve ardından da Irak işgaline giden sürecin nedenini oluşturmaktadır. 1990 öncesi dönemde Türkiye, Irak ve Kuveyt arasındaki tarihsel hak iddialarına doğrudan müdahil olmak istememiştir. Ancak Irak'ın Kuveyt'i işgal girişimi Kuveyt politikasında bir kırılma yaratmış ve Türkiye, Kuveyt'in bağımsızlığının korunmasında doğrudan taraf olmuştur. Cumhurbaşkanı Özal'ın işgal karşıtı politikaları, Türkiye-Kuveyt ilişkilerinin olumsuz tarihsel önyargıların etkisinden kurtulmasına yol açmıştır. Ancak, Irak işgali sonrası ortaya çıkan yeni koşullar Türkiye ile Kuveyt arasında çatışan çıkarlar ve yeni işbirliği olanakları ortaya çıkarmıştır. İşgale destek veren Kuveyt'in temel dış politika önceliği Irak'ın tehdit unsuru olmaktan çıkartılmasıdır. Dolayısıyla Kuveyt, Irak'ın etnik ve mezhep temelinde federe devletlere bölünmesinden, Iraklı Kürtlerin siyasal ve askeri olarak Bağdat'ı kontrol etmesine kadar birçok alternatifi gündemde tutmaktadır. Türkiye ise Irak'ın bağımsızlığının, siyasi birliğinin ve toprak bütünlüğünün korunması taraftarıdır. Kuveyt'in kısa ve uzun dönemli Irak politikalarının Türkiye-Kuveyt ilişkilerine etkisini analiz etmeyi amaçlayan bu çalışma aynı zamanda tarihsel geri planı göz ardı etmeden Türkiye-Kuveyt ilişkilerinin geleceğine dönük bir projeksiyon sunmayı da hedeflemektedir.

Küreselleşme yazınında ulus devletin sosyoekonomik kalkınma ve sınaî-teknolojik dönüşüm süreçlerinde oynayabileceği rol üzerinde yapılan temel tartışmalardan yola çıkılan bu çalışmada DTÖ rejimi bağlamında küresel yönetişim mimarisinin kamusal stratejik aktivizm girişimlerine etkisi incelenmiştir. “Bilgi ekonomisi” ya da yeni ekonominin başlıca sektörleri bağlamında OECD hükümetlerinin sanayi-teknoloji yönetişimi, risk sermayesi sağlanması, kamu alımları ve proje takipçiliği ile stratejik ihracat politikaları aracılığıyla ulusal girişimcilerini destekleyebilmek adına attıkları adımlara dikkat çekilmiştir. İncelenen tekno-ticaret politikalarının küreselleşme yazınında neoliberal eğilimli yazarlarca vurgulanan “marjinalleşme” süreçlerinden ziyade ulusal otoritelerin belli politika önceliklerine yoğunlaşarak daha dar kapsamlı, seçici, rafine ve sonuç alıcı müdahale formlarını tercih ettikleri vurgulanmıştır. Ardından gelişmekte olan ülkelerin bilgi ekonomisine geçiş noktasında tecrübe ettikleri sıkıntılara dikkat çekilmiş ve bu ülkelerin çok daha proaktif girişimlere ihtiyaçları olduğuna işaret edilmiştir. Bu bağlamda Türkiye gibi belli bir sanayi-teknoloji altyapısına sahip gelişmekte olan ülkeler için “stratejik-aktif devlet” kavramsallaştırması geliştirilerek ekonomik diplomasi, geleneksel uluslararası ilişkiler, yerel eksenli sosyoekonomik kalkınma politikaları ve tekno-ticaret politikaları merkezinde stratejik aktivizme odaklanacak böyle bir siyasi tipolojinin taşıması gereken özellikler ortaya konulmuştur.
