The paper critically analyses the emerging international norm of subsidiarity according to which "Africa are responsible for African conflicts", which is found to be a possible justification for "buck-passing" on the part of the West, leaving the continent with the fewest military means to deal with the largest number of the most destructive armed conflicts. The paper then provides an overview of the various regional and subregional organisations in Africa, including the African Union (AU), the Economic Community of West African States (ECOWAS), the Southern African Development Community (SADC), the Intergovernmental Authority on Development (IGAD) as well as a host of less important organisations. It concludes with a survey of the various forms of support promised to these organisations by the West.

This paper investigates the debate leading up to the joint Danish-Greenlandic decision to allow the US to upgrade its radar at Thule Air Base, ensuring its integration in the American missile defense. By analyzing how this debate is structured in the Danish Realm, the paper argues that the contentious history of the Air Base strengthens the moral position of the Greenlanders and provides them with valuable argumentative assets in the debate. This debate, the paper concludes, presents the Greenlanders with a window of opportunity facilitating negotiations with the Danish Government, the effect of which is further Greenlandic independence and increasing Greenlandic influence on security policy.
The key challenge in the Afghan post-war situation has been how to re-establish a sovereign and effective state structure in a country affected by more than two decades of conflict and war. Since the fall of the Taliban, Afghanistan has been facing one of the most comprehensive state-building exercises in recent years. Many of the state institutions were formally in place for the Karzai government, but the capacity was limited and they were competing with various parallel command structures. The re-establishment of a state can be analysed along many different dimensions, but three overall categories have been chosen to structure this paper: (i) the authority and control over the use of force throughout the entire territory of the state; (ii) the establishment of a legitimate government with executive powers at central and local level, and an independent judicial system; and (iii) the authority to regulate the economic resources of the country.
Over the last decade, water scarcity has increasingly been coupled with international security. Due to the nature of water – a fluid life-necessity and a key ingredient in economic development, driven by gravity across boundaries – it has been anticipated that water may trigger international conflicts – the so-called water wars – in the future.

This paper argues that the EU's strategy towards the Southern Mediterranean states has been marked by a simultaneous presence of two conflicting and mutually incompatible security discourses. Each of these discourses entail different conceptualisations of how security is to be achieved, who is the referent object of security, and which type of relationship exists between Self/the EU and Other/the Southern Mediterranean. This, the paper suggests, has resulted in an uneasy and contradictory EU policy toward the region, while at the same time causing suspicion and mistrust on part of the Mediterranean states.

The present anthology offers a comprehensive and balanced analysis of the challenges facing the European Union and the EU member states in their efforts to strengthen the European Security and Defence Policy (ESDP). The following chapters have been selected to provide the reader with a broader understanding of the central issues affecting the further development of the ESDP. Taken as a whole, the anthology offers an overview of the emerging ESDP and the central challenges facing it. Considered as a reader, the anthology comprises nine chapters offering updated and detailed analytical treatment of subjects ranging from security strategy, via military capabilities and intelligence cooperation, to the challenge of thinking about 'homeland security' in a European context.
For the second time, the Algerian president, Bouteflika has been elected president. He has now another five years for restoring the economy and for demonstrating that the army and the security forces no longer will be the hidden puppeteers of politics. The Algerians are asking themselves whether Algeria is on the way to further democratization after the sacking of the influential army Chief, Lamari. This Brief discusses whether there is a possibility of withdrawal of the army to the barracs due both to Bouteflika\'s and the army\'s wish to getting closer to the EU and to the US.
In preparation for the expected Danish membership of the UN Security Council in 2005 DIIS organised a conference to discuss how to strengthen African conflict prevention and management capacities and make the most of Denmark's Africa Programme for Peace. This brief sums up some of the main ideas which were presented at the conference. The discussion bore witness to the complexity of the issue and the tremendous tasks ahead facing the African regional organisations, and made it clear to this author that Denmark has to prioritise its efforts to a few areas where it can make a difference in the two years of its expected UN Security Council membership.
Over the last decade, water scarcity has increasingly been coupled with international security. Hitherto, the focus of concern has been transboundary water resources and international efforts have been devoted towards establishing institutions for cooperation on the management of such transboundary water resources. Such efforts appear to be successful in mitigating potential conflicts and therefore need to be sustained. At the same time, however, several observers point to the risk that local water conflicts will increase in numbers and intensity. This calls for improved understanding of the nature, extent and social, economic and political implications of such local water conflicts as well as better understanding of how to achieve effective water governance, i.e. a legislative, institutional and regulatory framework which promotes equitable access to and environmentally and economically sound management of water. These are some of the conclusions emerging from a Danida-funded study carried out by DIIS on Conflict Prevention and Mitigation in Water Resources Management, which are further expanded in this DIIS brief.
