Abstract:: In 2003, the Danish government launched the Partnership for Dialogue and Reform (PDR) with the dual objective of 1) establishing a basis for improved dialogue, understanding and cooperation between Denmark and the Arab region; and 2) supporting existing local reform processes in the Middle East and North Africa. With the first objective, which is the focus of this study, PDR was intended to demonstrate the trivialization of Huntington's thesis of a clash of civilizations that Al Qaeda, only few years before, had brought back to the limelight of international politics and endeavoured to prove. PDR was to show populations in Europe and the Arab world that there was indeed a strong, shared agenda between the so-called West and the mother-region of the Islamic world and that mutual misconceptions and prejudice could be overcome through the joined pursuit of this agenda of progress.

Abstract:: The particularly polarizing environment in prisons creates an increased risk of religious radicalisation, especially among young people with a newly formed religious identity. Prison inmates iare used to dividing the world into separate groups and cementing their identity by rhetorically dissociating themselves from other groups of inmates. The risk of radicalisation is increased when this world view is applied to religious identity formation. Therefore, it is important that there is a good and stabile representation of imams in prisons who can convey an inclusive understanding of religion to the inmates so that they do not use their religion to dissociate themselves from the surrounding society. A noticeable presence of an imam in a prison also makes it harder for other inmates with a radical religious world view to assume an authoritative role in relation to the young converts. This requires an increased focus on the issue as well as a co-ordinated effort. This brief looks at radicalisation in prisons and how it can be dealt with.

Abstract:: The proliferation of missiles is commonly viewed as one of the most pressing international security issues and has been a key concern in the arms control and proliferation debate s over the past decade. This has occurred at the same time that apprehension about the horizontal spread of weapons of mass destruction (WMD) has risen, and the two issues have become closely related in formulations of potential threats, as well as in existing attempts to regulate the spread of missile technology and parts.

Abstract:: Media have contributed significantly to the escalation of violent conflicts, but also have a strong potential for contributing to peace building and conflict transformation. The sooner the first steps are taken towards changing the existing media the cheaper and more efficient this process will become. The need for boosting the rapid deployment is evident.

Abstract:: Over the last decade, water scarcity has increasingly been coupled with international security. Hitherto, the focus of concern has been transboundary water resources and international efforts have been devoted towards establishing institutions for cooperation on the management of such transboundary water resources. Such efforts appear to be successful in mitigating potential conflicts and therefore need to be sustained. At the same time, however, several observers point to the risk that local water conflicts will increase in numbers and intensity. This calls for improved understanding of the nature, extent and social, economic and political implications of such local water conflicts as well as better understanding of how to achieve effective water governance, i.e. a legislative, institutional and regulatory framework which promotes equitable access to and environmentally and economically sound management of water. These are some of the conclusions emerging from a Danida-funded study carried out by DIIS on Conflict Prevention and Mitigation in Water Resources Management, which are further expanded in this DIIS brief.
