Abstract:: President Barack Obama publicly unveiled his administration's so-called AfPak (Afghanistan-Pakistan) strategy on March 27, 2009. Over the subsequent weeks, the White House has also briefed relevant congressional leaders and committees, the media, NATO allies, and other regional and international partners. The U.S. House of Representatives has moved ahead with its own legislative debate (the PEACE bill), and the administration recently submitted a 2009 supplemental budget request consistent with its new strategy.

Abstract:: For more than sixty years, the United States and the world have benefited immeasurably from a de facto taboo on the use of nuclear weapons. Today, however, this period of nonuse may come to an end, given the rise of a new type of terrorist who seeks to acquire and would not hesitate to detonate nuclear weapons. Moreover, the emergence of more states with nuclear weapons capabilities has raised the likelihood of the use or loss of control of nuclear weapons or the materials used to make them. The imperative before the Obama administration, therefore, is to use all available tools to prevent the use and further acquisition of nuclear weapons. This Task Force report identifies how to leverage U.S. nuclear weapons posture and policy to achieve that objective. It focuses on near-term steps, primarily over the next four years.

Abstract:: Successive Israeli governments have held that a nuclear weapons capability in the region, other than Israel's own, would pose an intolerable threat to Israel's survival as a state and society. Iran's nuclear program—widely regarded as an effort to obtain a nuclear weapon, or put Tehran a “turn of a screw” away from it—has triggered serious concern in Israel. Within the coming year, the Israeli government could decide, much as it did twenty-eight years ago with respect to Iraq and two years ago with respect to Syria, to attack Iran's nuclear installations in order to delay its acquisition of a weapons capability.

Abstract:: Although the war in Congo officially ended in 2003, two million people have died since. One of the reasons is that the international community's peacekeeping efforts there have not focused on the local grievances in eastern Congo, especially those over land, that are fueling much of the broader tensions. Until they do, the nation's security and that of the wider Great Lakes region will remain uncertain.

Abstract:: Today, few places on earth are as important to U.S. national security as the tribal belt along Pakistan's border with Afghanistan. The region serves as a safe haven for a core group of nationally and internationally networked terrorists, a training and recruiting ground for Afghan Taliban, and, increasingly, a hotbed of indigenous militancy that threatens the stability of Pakistan's own state and society. Should another 9/11-type attack take place in the United States, it will likely have its origins in this region. As long as Pakistan's tribal areas are in turmoil, the mission of building a new, democratic, and stable Afghanistan cannot succeed.
