1. Decentralisation amidst hybrid governance: The case of northern Mali

Abstract:
The Malian peace agreement of 2015, known as the Algiers Agreement, aimed to improve relations between select representatives of northern Mali and central state authorities through decentralisation. Yet, in contrast to ongoing counterterrorism efforts, governance reform through the decentralisation process has received little attention from either the Malian government or its international partners. As a consequence, effective decentralisation in northern regions remains limited at this point in time. This policy brief contributes to the debate on decentralisation in Mali by illustrating how decentralisation in northern Mali has become an issue of contestation between central state authorities and armed signatories. Decentralisation remains captured in a logic of territorial control, in which the representation of armed signatories takes precedence before the needs and interests of marginalised tribes and communities in northern regions. Central state authorities and signatories have been reinforcing this logic of representation, each trying to hamper the influence of the other over territorial control in northern regions.

2. COVID-19 Impact on West African Value Chains

Abstract:
Countries in West Africa were quick to take strong prevention and mitigation measures to stem the spread of COVID-19. But border closure, curfew, market closure and limited internal movement already impact key value chains in the region and threaten livelihoods. It risks lowering decent working conditions and labour rights and increasing child labour and gender violence. Informal, migrant and female workers are especially at risk and are likely to take the brunt of the economic downturn. Disruptions in the food value chain also endangers food security in the region. Instability in West Africa threatens both European and Dutch economic, security and geopolitical interests. By virtue of being involved in various West African value chains, European and Dutch consumers and companies bear both leverage and responsibilities in regard to secure livelihoods, good working conditions free of gender violence and respect for labour rights in West Africa.

3. Improving decentralised natural resource management in the Sahel: The case of the Sourou river plain in Mali

Abstract:
Over the course of 2019, and despite being located in a region marked by violent conflict, the Inter collectivité du Sourou achieved a unique feat in the West African region. It developed an Integrated and Sustainable Development Programme (ISDP) that defined concrete actions to implement the Sustainable Development Goals (SDGs) in the Sourou river plain in Mali in an adaptive fashion and set itself up as the main coordinator for the implementation of this plan. Both achievements will help the region coordinate natural resource management – thereby addressing one of the region’s root causes of conflict. This policy brief outlines how the effective devolution of power was achieved through an inclusive rather than a ‘rubber stamp’ approach to the planning process and by having a donor that made the improvement of local governance a result of its own intrinsic value. For the long- term implementation of the ISDP, care should be taken to ensure the continued inclusivity and representativeness of local development and resource management while remaining mindful of the interaction of this new governance structure with existing governance and power structures.

4. When pandemic meets poverty: Pandemonium for pastoralists in the Sahel

Abstract:
In the Sahel, market closures, border closures and movement restrictions to stop the spread of COVID-19 have disrupted the structurally weak pastoral sector, already made vulnerable by conflict. There are several signs of the negative impacts of COVID-19, such as difficulties in moving food and people, poor access to markets, rising food prices and loss of livelihoods. In Mali, Burkina Faso, Niger and Chad, the pandemic adds to ongoing problems of conflict and political instability. The threat to pastoralists is to lose their herds through overgrazing, zoo-sanitary diseases or lack of income to feed the animals. If pastoralists go bankrupt, they could be forced to sell their livestock at devastatingly low prices to large landholders or wealthy neo-pastoralists. This scenario would aggravate an already-growing trend in the region – escalating economic inequality and the consolidation of wealth among an elite. This risks fuelling inequality and deepening existing fault lines. The priority for Sahelian governments should be clear: keep food coming and people moving, and develop a post-COVID-19 strategy to tackle the vulnerabilities revealed by the pandemic.

5. Incoherent Agendas: Do European Union migration policies threaten regional integration in West Africa?

European Union (EU) policies towards Africa have in the past years experienced a shift away from forging relations based on trade and development, to cooperation based on and measured by the successes of joint migration management. This shift has been producing often controversial outcomes for the EU, African countries and migrants themselves. Just under four years since the pivotal Valetta Summit on migration, the evidence base of these policies’ poor human rights record is growing, as is the evidence base on their localised adverse economic and societal impact. The impact of EU policies on the regional integration processes in Africa – once a pillar of the EU’s Africa strategy – has, however, not yet been sufficiently documented. But the emerging evidence and policy analysis strongly suggest that the EU policies in West Africa have the power to create incentives and even localised policy outcomes that could in the medium term challenge ECOWAS commitments to freedom of movement, and in that way also likely slow down the processes of regional economic and political integration. Paradoxically, the EU policies aimed at curbing migration may thus also end up slowing down the development processes in West Africa that the EU perceives as one of the key approaches to tackling the root causes of migration.4 It may also lead to a weakening of the existing economic coping mechanisms within these countries, and thereby potentially also to increased migratory pressures. This policy brief, by Ana Uzelac, looks at the emerging patchwork of evidence around the impact of EU migration policies on regional integration in West Africa, with a view to offering initial advice to policy-makers on how to prevent the outcomes that could slow down the economic development of the countries of West Africa, further weaken the EU’s human rights record abroad and undermine the long-term goal of sustainable managing migratory pressures on the continent. 6. The Warning Signs are Flashing Red: The interplay between climate change and violent extremism in the Western Sahel

Development and security cannot do without the other. It is not enough to counter violent extremism by addressing the symptoms; understanding and focusing on root causes, in regions such as the Western Sahel, is essential to countering violent extremism. Countries in the Western Sahel suffer from the consequences of climate change: increasing droughts and water shortages make it harder for 50 million people – who depend on agriculture and livestock for their survival – to support their families. Joining a non-state armed group, for income and food, becomes ‘a tempting, or sometimes even the only, alternative.’ To address these challenges, the authors propose five recommendations: 1. Routinise and institutionalise attention to climate change in security institutions 2. Factor in (counter)violent extremism and counterterrorism into climate change efforts 3. Create a comprehensive early warning mechanism 4. Ensure comprehensive engagements: terrorist threats are not only a military issue, addressing economic and financial sources, online recruitment, supply chains, and climate change is essential for strong stabilisation efforts 5. 7. The Status Quo Defied: The legitimacy of traditional authorities in areas of limited statehood in Mali, Niger and Libya

Abstract:
The legitimacy of traditional authorities in areas of limited statehood in Mali, Niger and Libya In many countries in the Sahel and northern Africa, the state lacks an effective presence in border regions. This has dire consequences for communities that reside there, as the state is generally unable or unwilling to provide them with basic security and services. State absence has become a particularly pressing concern since the 2011 fall of Gaddafi in Libya, which set in motion a chain reaction of armed group formation and the spread of violent extremist organisations that now threaten the stability of the region. By capitalising on both the absence of state security and local populations’ grievances about central state neglect, these groups have been able to cement their presence throughout the Sahel, in Mali and Niger for example. This report explores whether traditional authorities in Mali, Niger and Libya could play a role in addressing these dynamics. Since pre-colonial times, traditional authorities such as tribal chiefs and religious leaders have performed governance tasks, such as the administration of justice and conflict mediation. They also play ‘an important symbolic role as representatives of community identity, unity, continuity, and stability. This has earned them a high degree of legitimacy among the public. In areas of state absence, traditional authorities could therefore provide pivotal entry points for local dispute resolution and mediation initiatives. Yet, as this report shows, traditional authorities have always been part of the political context, and are thus liable to be drawn into political – and sometimes violent – conflict. To assess whether traditional authorities can contribute to governance and stability, this report aims to provide a better understanding of how traditional authorities come to power, the extent to which their communities regard them as legitimate authorities, and the extent to which communities feel that traditional leaders are best-placed to address their concerns. The application of this multidimensional perspective to legitimacy, as advanced by Beetham (2013), leads to the following central research questions: How do the traditional authorities engaged in local governance in fragile settings, such as areas of limited statehood, build and maintain legitimacy? And what consequences does this have for (inter)national interventions that aim to foster (formal) local government and stability?

8. Under the gun: Resource conflicts and embattled traditional authorities in Central Mali

In the Mopti region of Mali, the livelihoods of most people depend on agriculture and pastoralism. Here, a variety of socio-professional groups - such as herders, farmers and fishers - coexist amidst the great natural richness of the inner Delta of the river Niger. Over recent years, poor resource management and subsequent conflict over access to these resources has threatened the livelihoods of virtually every community in central Mali. Formal and traditional justice mechanisms have each often proven incapable of mediating conflicts effectively and bringing justice to the victims and disputants. Moreover, the increase in communal conflicts in central Mali has created a fertile breeding ground for radical, armed groups. These groups have become actively involved in the regulation of access to natural resources, as well as in the mediation of related conflicts, to help create local legitimacy for their rule. That these groups could exploit conflicts to consolidate their power demonstrates that fighting them will not be enough to stop destabilisation in the Mopti region. Only solutions that address the underlying drivers of instability will enable sustainable peace to emerge. This report explores the lack of governance as a structural driver of resource conflict in the region and identifies a mix of short- and long-term measures to increase the legitimacy of the Malian state.

9. Multilateral Damage: The impact of EU migration policies on central Saharan routes

This online report studies the effects of EU migration policies and the externalisation of EU border control on Saharan migration routes and on practices in the border regions connecting Niger, Chad, Sudan and Libya. Authors Jérôme Tubiana, Clotilde Warin and Gaffar Mohammud Saeneen find that, in response to the obstacles and opportunities that border externalisation policies present for migrants, migration routes diversify and move to other countries. Beyond the fact that migration is a transnational phenomenon not linked to one particular route or itinerary, this continuous moving of routes is made possible by cross-border Saharan trade and trafficking networks that have put in place the necessary logistics to facilitate migration and which often fall outside government control. Pushed by EU efforts to curtail migration, states such as Niger, Chad and Sudan have shored up border patrols and anti-smuggling operations in the border regions under study here. The report shows that this has been done in a manner that is often not conducive to stability in the region and which contributes to the ‘militia-isation’ – the growing power of militias whose presence undermines the state – of the countries at issue.

10. Innovation in EU migration policy: towards a truly comprehensive approach to migration

Abstract:
The increased arrival of refugees and migrants in Italy in 2015 revealed that the EU was not prepared to cope with an increased inflow of refugees and migrants into its territory. In 2015, the year that saw an unprecedented number of irregular migrants and refugees crossing the Mediterranean, a comprehensive approach to migration was adopted in the Valletta Action Plan, acknowledging that the management of irregular migration is a responsibility for both African and EU leaders. This report holds that, three years after Valletta, serious challenges remain in implementing the building blocks of the EU’s migration approach. Whereas political positions among Member States are converging towards a mode of securitising borders, authors Willemijn Tiekstra and Wouter Zweers argue in their report that a more sustainable and comprehensive approach is needed, taking into account the interests and stability of countries of origin and transit. Based on field research in Senegal, Italy,and Poland, as well as complementary desk research, it seeks to identify best practices from national experiences and bilateral agreements that are feasible within the current European political landscape. Delivering on promised commitments is crucial for all actors involved to make the system work. A failure to implement the comprehensive approach to migration directly affects the EU’s external credibility, endangering the EU’s negotiating position with third countries. Similarly, a failure to resolve deadlock on the internal dimension negatively affects popular support for the EU, putting at risk the European project as a whole.
