21. Exploiting Europe's Strong Potential: Governance, Institutions and Policies

Abstract:
With the euro approaching the tenth anniversary of its establishment, this is a timely as well as critical moment to review policies and performance. Enough experience of the convergence and adjustment processes has been gained to better understand how they work and what problems have been created rather than solved. As the strengths – and the success – of the euro become more visible, so too do its weaknesses and the conflicts it creates. Are the appropriate mechanisms and governance in place to help manage Europe's economy so that it can realize its potential? Governance is critical because of the institutional complexity of the monetary union. Independent policy targets and policy instruments not only have to be consistent with each other, but also need to be integrated in a nonconflicting framework. There are two threads to this debate: convergence and adjustments across the euro area, and how the region as a whole is performing with regard to the rest of the world. Both imply a new approach to governance. When EMU was established, the euro area comprised 11 founding members. Now it comprises 15 and is slowly expanding. Ten years ago the emergence of China was more a possibility than a reality, while the 'Asian Tigers' were coming to terms with a devastating financial crisis. Now the rise of the emerging market economies and the enlargement of the global economy's playing field pose significant challenges to the competitiveness of the euro area. With the euro now becoming the second pillar of the international monetary system, EMU's external dimension has become very relevant. The way forward needs to blend the traditional concerns for macroeconomic stability and competitiveness with the more recent concern about the role of Europe in the global economy. All these dimensions need to be organized into a coherent agenda. The right policy should be implemented at the right time.

22. The Coming Oil Supply Crunch

Abstract:
This report argues that unless there is a collapse in oil demand within the next five to ten years, there will be serious oil 'supply crunch'–not because of below-ground resource constraints but because of inadequate investment by international oil companies (IOCs) and national oil companies (NOCs). An oil supply crunch is where excess crude producing capacity falls to low levels and is followed by a crude 'outage' leading to a price spike. If this happens then the resulting price spike will carry serious policy implications with long-lasting effects on the global energy picture.

23. After the Doha Débâcle: What Next for the Global Trade System?

Abstract:
The troubled history of the Doha trade talks, which suffered their latest breakdown in July 2008, is due to more than differences between members' negotiating positions. It is a symptom of deeper institutional problems in the WTO, as it struggles to adjust to global economic change. At stake are not only prospects for a further push to open world markets, but the primacy of the WTO as the maker and enforcer of the multilateral rules that underpin the international economic order. Although reforms of WTO procedures may be desirable, they will not be enough to restore momentum. WTO members need also to develop a new model of leadership, define a clearer mission for the organization and pursue domestic policies that buttress its role. It is unclear whether governments possess the political energy or commitment required to undertake that effort. But continued drift risks weakening the organization and could, in the longer term, undermine the integrity of the rules-based trade system.

The global financial system has suffered a once-in-a-century meltdown that almost brought the world economy to a halt in late September. Confidence and trust have been shattered. In spite of concerted and extraordinary efforts on the part of central banks and political leaders, including recapitalizing the banks, it is not yet certain that the waves of panic and destruction have been halted. Many of the repercussions have yet to emerge, including possible legal action as well as economic damage. Even before this latest explosion, the leading OECD economies were plunging into an unusually synchronized recession, driven by the simultaneous collapse in consumer and business spending. This will now get worse.

According to the UN Fish Stocks Agreement, the management of straddling and highly migratory fish stocks is to be carried out through Regional Fisheries Management Organizations (RFMOs), composed of relevant coastal states and distant water fishing nations with a 'real interest' in the fishery. An important objective in the management of such fish stocks under the governance of RFMOs is that the resources should provide through time the maximum flow of economic rents to the members of the RFMO. The purpose of this report is to provide a survey, and an assessment, of bioeconomic modelling exercises pertaining to straddling fish stocks and highly migratory fish stocks.

27. Advancing Economic Growth: Investing in Health

Abstract:
The traditional view of the relationship between economic growth and health had emphasized the impact of economic growth on improved health. However, from the beginning of the 'human capital' revolution in economics, there was a conceptual base that health is a core contributor to an individual's human capital, while health care is clearly a desired consumption good. Now, there is strong empirical evidence from both developing and developed countries which demonstrates the two-way relationship: that economic growth improves health but improved health also significantly enhances economic productivity and growth. In fact, it is not an exaggeration to say that no society has seen sustained economic progress when it has neglected investment in its people's education and health.

28. Gas For Oil Markets

Public projections by the International Energy Agency, the US Energy Information Administration and the European Commission suggest that, with present policies, world consumption of gas will roughly double by 2020, taking about 5% of the primary energy market from other fuels. About half this gain will be at the expense of more carbon-intensive fossil fuels, mainly coal, but the other half will replace carbon-free nuclear energy. The net effect on the growth of greenhouse gas emissions will therefore be small. For comparison, gas consumption increased in the past 20 years by almost 80%, at the expense of other fossil fuels. Half the increased gas demand is projected for developing countries, compared with 45% of the increase over the past 20 years and their present share of about a quarter of total world gas consumption.

Recent years have seen increasing liberalization of trade in financial services associated with the GATT / WTO negotiations. The Agreement concluded on 13 December 1997 by 70 WTO members will result in a significant impact on the financial services sector for these members. Although China has not yet been admitted to membership of the WTO, it has come under pressure to open its financial services market. Market access in this sector has been not only one of the major issues in its WTO accession talks, but also intrinsically linked to China's ongoing domestic financial system reforms, consistent with the gradualist scheme for its overall economic reform. China has been liberalizing its financial services sector, but only gradually. This paper outlines the reforms in its financial sector since 1979, and then offers an explanation for the slow speed of reform .

Shortly before he became President of the 'new South Africa' in May 1994, Nelson Mandela stressed that his country's relations with the region's poorer and weaker neighbours would be characterized by 'sensitivity and restraint'. This declaration of intent was welcome given South Africa's traditional dominance as the hegemonic power during the apartheid era and the resulting crude and at times violent exploitation of its neighbours' dependence, in varying degree, on the Republic's economy for a wide range of goods and services, for transport links and a market for employment. Indeed, South Africa's accession to the Southern African Development Community (SADC) in 1994 offered the promise of a new deal in regional relations, with the new member acting as an 'engine of growth' and as a cooperative and enthusiastic supporter of purposeful and sustained regional integration.
