1. How Catalan's Independence Leader Failed by Design

Abstract:
Catalonia unilaterally declared independence from Spain on October 27, 2017, and with that, the fate of the European Union was briefly, once again, put in jeopardy. Since then, the international community, including Canada, the US, UK, Germany, and France, have all come forward to call for Spanish unity and quash the separatist tide. The Spanish Constitutional Court has ruled the results of the October 1 secession referendum illegal. In response, the Spanish Senate triggered Article 155 of the Constitution, which effectively gave Madrid direct rule over the region of Catalonia. Spanish Prime Minister Mariano Rajoy then dissolved the Catalan Parliament and installed a caretaker government under the leadership of vice-premier Soraya de Santamaria before calling snap regional elections for December 21.

2. A “Modest Proposal” To End The North Korean Nuclear Crisis: Trump Should Threaten Beijing With A Nuclearized Taiwan

Abstract:
As the North Korean nuclear crisis escalates, the media is filled with an endless rehashing of the old inutile options. Typically articles in Globe and Mail and others will restate all the traditional options from multilateral diplomacy to tougher sanctions to unilateral US military action but then recount the long acknowledged problems with each option. This paper suggests a simple but revolutionary diplomatic move. It agrees with the many commentators who have said that China is the only actor with the leverage to effectively halt or even roll back Pyongyang’s nuclear and missile program (or even to attempt regime change.) But unlike some of these analyses, I will argue that so far China has not had sufficient motivation to fully exercise its leverage on North Korea. Therefore the key is to develop a threat plausible enough to provide that motivation. If the US is to face a nuclear deterrent from North Korea, then China should face a similar deterrent and threat from Taiwan.

Abstract:
Canadian softwood lumber exports to the US have been a perennial trade irritant since at least the 1980s. But recently a “perfect storm” of factors, including a year of increased exports with the ending of the 2006 SLA (Softwood Lumber Agreement) restrictions in October 2015, the recent fall in the Canadian dollar and the unexpected election of the protectionist Donald Trump, all have conspired to make this fifth round of disputation, front-and-centre to the challenged US-Canada bilateral relationship.

Abstract:
Wedged between Southeast Asia, China, and the Indian subcontinent, Myanmar occupies a strategically important space which will ensure its relevance to some of the 21st century’s most significant questions, including those surrounding trade routes, energy security, and the competing geopolitical ambitions of Asia’s great powers. Exciting and important changes are underway in Myanmar. After decades of isolation under military governments, the country is taking convincing steps toward democratization. The junta relinquished much of its power in 2010. In 2011, the unpopular Myitsone hydroelectric project was suspended, suggesting a new sensitivity to public opinion. Beginning that year, a nominally civilian government led by Thein Sein (a former Tatmadaw general) embarked on a series of major political and economic reforms. These culminated in the relatively open 2015 elections, in which the opposition National League for Democracy (NLD)—the party of Nobel Prize winner Aung San Suu Kyi—won overwhelming majorities of both houses of parliament. In March 2016, parliament elected Htin Kyaw as the country’s first civilian president in half a century. What explains Myanmar’s relatively rapid transition from authoritarian pariah to fragile democracy? Perhaps international pressure forced the hand of the regime; then again, the West imposed sanctions on Myanmar for years before the military’s grip on power began to loosen. Lee Jones argues that the junta simply liberalized when its objectives were achieved.

The central contention here is that Russia's outbursts of international hostility are a reflection of the very nature of the Putin regime. They can be explained as the conscious choice of a regime striving to maintain power, decisions conditioned in turn by deep-seated pathologies that limit the Kremlin's room for maneuver. What follows is a discussion of these constraints, as well as consideration how best to deal with them.

Abstract:
The government has set out a unique and ambitious vision for Canada’s international assistance for the next five years, one that is firmly rooted in its commitment to gender equality and women’s empowerment through the active promotion of the rights of women and girls. Most donors, including Canada, have had long-standing gender policies to guide their assistance priorities. But with this Ministerial directive for an exclusive focus on women’s rights in international assistance, Canada is unique among its donor peers in the OECD’s Development Assistance Committee. It sends a critically important global signal that the achievement of Agenda 2030 will not be possible without meaningful and substantial progress on SDG Goal Five – Achieve gender equality and empower all women and girls. Canada is prepared to step up its leadership for this Goal.

7. The Incoming Trump Administration

Abstract:
The election of President Trump provoked considerable disarray. His pre-election warning that states not meeting NATO defence spending targets might be denied US protection has resulted in a member of the Bundestag’s Committee of Foreign Affairs arguing for a non-US nuclear deterrent. Lithuania’s Foreign Minister warned of a Russian provocation against the Baltic states timed to occur prior to the President-elect taking office. Trump's parallel calls for greater Korean and Japanese military contributions, including his readiness to accept their nuclear self-arming, had the Tokyobased Diplomat predicting region-wide mayhem ranging from the greater potential for climatebased conflict to the increased probability of China opening hostilities with Taiwan. That at least one election declaration – a commitment to withdraw from the Trans-Pacific Partnership – may have stemmed from an astonishing lack of understanding was also of concern: in debate with US Senator Paul Ryan, the President-elect seemed to be criticizing the TPP in part because he thought China was included. Closer to home, Trump’s threat to renegotiate the North American Free Trade Agreement provoked calls within Canada to counter this by increasing its own defence spending to the 2% of GDP NATO target and scrapping supply management.

8. Judgement Day for ISIL and What It Would Mean for Canada

Abstract:
Despite the carnage wrought by ISIL around the world, the days appear numbered for its caliphate in Syria and Iraq. We are likely talking the shorter to medium term at most. ISIL faces intense military pressure on all fronts. It continues to lose territory and its leadership figures are being targeted and killed. Increasingly ISIL faces significant challenges in replenishing its losses due to efforts by Turkey and most nations internationally to block the flow of foreign fighters into the caliphate. As leadership figures are eliminated, internal factionalism will create serious stresses and vulnerabilities. The forces aligned against ISIL are powerful, despite conflicting agendas. Add to this reports of financial problems, including a strained ability to pay its militants, and the result is a picture of an entity on a downward trajectory. This in no way means that the caliphate or its extremist message will die easily or that we are nearing an end to the scourge of ISIL inspired terrorism – only that its ability to sustain itself territorially has limits. If one accepts the above assessment, now is the time to consider what this will mean. Now is the time for thinking and planning directed at dealing with the eventual collapse of a self-proclaimed state in which countless thousands have been radicalized, traumatized, received military and terrorists training, let alone the reality of child soldiers and intense psychological scarring caused by ISIL.
