41. Kashmir and the India-Pakistan Composite Dialogue Process

Abstract:
This paper explores how the contentious issue of Kashmir has been framed in the India- Pakistan composite dialogue which aims at building a peace process between the two nuclear armed countries locked in an adversarial relationship for over six decades. Through an item by item analysis of the eight heads of the composite dialogue, it demonstrates that barring one item, the script of Kashmir — its land, resources, livelihoods and security — runs through all of them in some form or another. Yet this top- down composite dialogue conducted by the political leadership of India and Pakistan has yielded no tangible results in resolving any of the issues around Kashmir. It is time for a new imaginative peace-building paradigm to be given a chance where the people of Kashmir, in all their diversity, are recognised as legitimate stakeholders in an inclusive dialogic process. The paper suggests that intra-Kashmir people-to-people dialogues, both within Indian-administered Kashmir and between Indian and Pakistan administered Kashmir, be allowed to acquire a meaning and momentum of their own and advocates consultative mechanisms to allow community voices and narratives to percolate into and inform the official Indo-Pakistan composite dialogue. A more people centric peace process in Kashmir is an idea whose time has come.

42. Soccer vs. Jihad: A Draw

Abstract:
There is much that militant Islamists and jihadists agree on, but when it comes to sports in general and soccer in particular sharp divisions emerge. Men like the late Osama bin Laden, Hamas Gaza leader Ismail Haniyeh and Hezbollah’s Hassan Nasrallah stand on one side of the ideological and theological divide opposite groups like the Taliban, Harakat al-Shabaab al-Mujahideen, Boko Haram, and the jihadists who took control of northern Mali in 2012. The Islamic State, the jihadist group that controls swaths of Syria and Iraq, belongs ideologically and theologically to the camp that views soccer as an infidel invention designed to distract the faithful from their religious obligations but opportunistically employs football in its sophisticated public relations and public diplomacy endeavour. Bin Laden, Haniyeh and Nasrallah employ soccer as a recruitment and bonding tool based on the belief of Salafi and mainstream Islamic scholars who argue that Prophet Muhammad advocated physical exercise to maintain a healthy body. However, the more militant students of Islam seek to re- write the rules of the game to Islamicise it, if not outright ban the sport. The practicality and usefulness of soccer is evident in the fact that perpetrators of attacks, like those by Hamas on civilian targets in Israel in 2003 and the 2004 Madrid train bombings, bonded by playing soccer together.

Abstract:
Indonesia has been increasingly susceptible to recent geopolitical developments. Along with the rapid pace of regional arms modernisation and unresolved territorial disputes, it begins to ponder the impact of emerging great power rivalry to the country’s strategic interests. However, rather than pursuing a robust military build-up, Indonesian policymakers asserts that diplomacy is the country’s first line of defence. This paper argues that Indonesia’s defence diplomacy serves two agenda of hedging strategy — strategic engagement and military modernisation. This way, Indonesian defence and security officials seek to moderate the impact of geopolitical changes whilst maintaining the country’s defensive ability against regional uncertainties.

Abstract:
This paper explores the concept of freedom of speech, as it relates to religion, focusing on recent European examples of tensions that surface secular mores and Islamic sensibilities, primarily the Charlie Hebdo incident. This paper argues that while offence to others does not breech free speech, when considering cartoons of the Prophet Muhammad, we cannot ignore the geopolitical context. Such images may perpetuate stereotypes and be perceived as part of a neo-colonial project to denigrate minorities and the Muslim world. In particular, Islamophobia and the post-colonial context provide a context wherein the Islamic “Other” within Western societies is marginalised and often experiences oppression. Therefore, what appears to be legitimate freedom of speech may actually be a discourse of suppression. The paper also considers possible objections around individual autonomy and the power of religion, and suggests principles when considering the limits of freedom of speech.

Abstract:
An analysis of the Middle Eastern and North African militaries has produced a laundry list of literature, much of which was either valid for a specific post-World War II period or highlighted one of more aspects of military interest in the status quo or attitudes towards political change. Leaving aside the geopolitical differences between Southeast Asia and the Middle East and North Africa, a comparison of the transition in both regions brings into focus the building blocks that are needed for an armed force to embrace change. Southeast Asian nations succeeded whereas the countries in Middle East and North Africa, with the exception of Tunisia, have failed for several reasons.

Abstract:
In the space of just over five decades, Malaysia has transformed from a largely agrarian economy to a manufacturing economy with a sustained high rate of economic growth. While Malaysia‟s achievement in terms of raising the per capita income of its citizens is pretty much universally acclaimed, recent concerns have been expressed that Malaysia is now in a middle-income trap. Moreover, there are a growing number of commentators who are arguing that Malaysia‟s New Economic Policy (NEP) needs an overhaul if Malaysia is to progress to become a high-income country. This paper provides an overview of the evolution of the Malaysian economy and critically evaluates recent strategic reform initiatives, encapsulated in the New Economic Model (NEM) and Economic Transformation Programme (ETP) that are designed to assist Malaysia in its aim to become an innovation-intensive, high-income country by 2020.

Abstract:
This paper focuses on the governance of the security sector in situations of armed conflict and the role of effective governance in conflict management. Specifically, it seeks to examine whether the security sector has helped to advance conflict management objectives in Mindanao, or whether their activities have aggravated the situation. It critically examines the role of the core security sector, namely, the armed forces, the police and the auxiliary forces, the use of which was expanded during the Arroyo administration. Beyond that, it highlights the impact of those elected politicians with authority and oversight over the armed units. The paper uses Maguindanao, a province in Mindanao in the southern Philippines, as a case study.

Abstract:
The itinerant rise of the professionalised class of political pollsters, consultancies and statistic-analytical institutes in the Indonesian electoral scene has, in recent months, been accompanied by an analogous rise of a proto opinion-mining, sentiment-tracking industry in cyber-space, facilitated by an increasingly mediated environment. While newer forms of online media platforms have yet to replace traditional mass-media, the felt effects of individual aggrandisement and vicarious political marketing derived from these platforms proved to be very effective. This paper explores aspects of new media and its nascent influence upon Indonesian politics in the race to 2014. It examines how a more participatory post-Reformasi climate had joined forces with various aspects of new media, providing the electorate with greater leverage over their choice of candidates following the precipitous rise of populist media doyens like Joko Widodo. This paper concludes that aspects of new media are steadily gaining currency as a legitimate mainstream indicator of candidature electability even as voters‟ allegiance gradually shifts away from party to personality in Indonesia.

Abstract:
An outmoded conception of youth in post-Reformasi Indonesia had led to an essentialisation of the demography into a dichotomous characterisation between that of “demographic dividends” and “ticking time-bombs”. In contemporary Indonesia, futurists see youths as fiduciary members of the developmentalist state agenda while pessimists take opprobrium at their volatile and violent track-record. This paper rejects both premises as instances of “Old Society” intrusion into the perceptions of Indonesian youth. Instead it ventures into an in- depth, sober examination of their present state of affairs and predicament. Based heavily upon empirical data from a range of surveys, polls and census, it had been shown that state and institutional attempts at reclaiming/redefining youths as their own fell short of ground realities. Youth emanating particularly from the Y-Generation and beyond have more agency than conventionally felt and it is increasingly imperative that their opinions on democratisation and decentralisation, twin aspects of reform efforts in Indonesia, are urgently taken into account given their potential for growth and influence.

50. Nuclear Deterrence: The Wohlstetter-Blackett Debate Re-visited

Abstract:
The Cold War debate between Albert Wohlstetter and Patrick Blackett over the requirements of effective deterrence is of profound relevance half a century later. The two thinkers offered systematic arguments for their maximalist (Wohlstetter) and minimalist (Blackett) positions. How we conceive of these requirements shapes the kinds of nuclear weapons doctrines, forces and postures we adopt. Whereas the Wohlstetter-Blackett debate was based largely on deductive logic, the opposing arguments can today be assessed on the basis of evidence drawing from nearly seven decades of strategic behaviour between nuclear rivals. An analysis of major confrontations in five nuclear dyads – United States-Soviet Union, United States-China, Soviet Union-China, India-Pakistan, and United States-North Korea – clearly offers much stronger support for Blackett‟s minimalist case than for Wohlstetter‟s maximalist one. Effective deterrence does not require second-strike capability as defined by Wohlstetter and the nuclear balance has no effect on a state‟s capacity to deter. Consequently, the central tenets of orthodox nuclear deterrence theory and doctrine are shown to be without foundation. For policymakers, the optimal forces and postures required for effective deterrence are therefore less demanding and the hurdles in the path of arms control and at least partial disarmament less difficult to cross.
