21. Leaders and Laggards: When and Why do Countries Sign the NPT?

Abstract:
The Nuclear Nonproliferation Treaty (NPT) was concluded at the end of the 1960s, a decade which saw the drama of the Cuban Missile Crisis, the height of the nuclear arms race between the superpowers, and the entry of France and China into the club of countries that had tested nuclear weapons. The basic bargain underlying the NPT allows countries to surrender their right to develop nuclear weapons in return for access to international assistance in civilian nuclear technology. Five countries (the United States, the Soviet Union, the United Kingdom, France, and China) that had tested nuclear devices before 1 January 1967, were conferred the status of Nuclear Weapon State (NWS) by Article IX. All other signatories (Non Nuclear Weapon States or NNWSs) pledged to abjure the development and diffusion of nuclear weapons technology.

22. America Adrift? Myths and Realities About the United States in the New World

Abstract:
The war in Iraq continues; its wisdom and consequences for the United States and the Middle East cannot yet be fully assessed. Still, it may be said that the lead-up to the war largely put to rest the view that an American president can readily respond to external threats with unilateral military force, and need not take into account the views of allies and the United Nations. Presidents, even those with unilateralist inclinations, such as that at present, are constrained to remain committed to the North Atlantic Treaty Organization (NATO) and the UN Security Council because large majorities of the American public want their government to have allies and UN authorization when the United States goes to war. Americans are likely to want allies and international authorization because their possession increases the chances of pre-war coercive diplomatic success and, if war is necessary, success during and after it at lower cost. They may also want allies and international authorization for another reason, namely, to obtain a "second opinion" on the wisdom and the intentions of their leaders in taking them down a path that may end in war.

23. When (And How) Regions Become Peaceful: Explaining Transitions From War To Peace

Abstract:
Three important regions have moved from war to peace during the 20th century: South America in the beginning of the century, Western Europe in the middle while the Middle East has begun the move toward the end of the century. Not only did these moves take place in different periods in this century, but they also resulted in completely different types and levels of peace. How can we best explain these transitions and variations? Western Europe moved from a major war-zone to a zone of peace in the years following World War II. South America started the move to regional peace, even if not perfectly, much earlier in the 20th century. However, since the late 1950s Western Europe has reached a much higher level of peace than South America. A vigorous peace process began in the Middle East, in contrast, only in the early 1990s and the peace there is still much more fragile than in the other regions.

25. The Tale of Two Constructivisms at the Cold War's End

Abstract:
Constructivism as an approach to IR and Soviet “new thinking” as a phenomenon of the final years of the cold war barely crossed paths since constructivism was coming into existence as an approach just as the other, “new thinking”, together with its main author, Mikhail Gorbachev, were about to exit international relations. Soviet “new thinking” is associated with Gorbachev's tenure of office as the General Secretary of the Communist Party of the Soviet Union (CPSU). This ran from the mid 1980s till the disintegration of the Soviet Union in 1991. Nicholas Onuf introduced constructivism in his book World of Our Making in 1989 and it was only in 1992, a year after the formal dissolution of the USSR, that Alexander Wendt referred to “new thinking” in his article “Anarchy is What States Make of it” as “one of the most important phenomena in [recent] world politics” (Wendt 1992, 450). It is in this same article that he also used the term constructivism, a term he borrowed from Onuf. Other, freshly convert- ed constructivists followed in Wendt's footsteps and, as evidence of the strength of their new approach, they often used “the DNA of the deceased”: Soviet “new thinking” and other artifacts and stories related to the cold war, which—with its main protagonist gone—was over. “New thinking” figures prominently again in Wendt's theoretical book on constructivism, where it is probably the empirical case that he handles in a more sustained manner and devotes to it more time than to any other cases or examples (Wendt, 1999).

Abstract:
The importance of norm development in world politics, and the role of non-state actors in their creation, have received increased attention in recent international relations scholarship. Terms such as "global civil society," "transnational social movements," "world civic politics," "transnational civil society," "issue-networks," and "epistemic communities," have all found favour with different groups of scholars as means by which to describe and study norm change and non-state actors. The problematic for these scholars emerges from a (broadly defined) constructivist understanding of world politics, in which shared understandings play a central role in constituting (empowering) the actors of world politics, in endowing them with interests, and in generating the structure within which they operate.

Does offense-defense theory have a future? Its proponents would vigorously answer "yes" and point to the theory's contributions to the field of international relations. In various forms, offense-defense theory has been used to explain many types of international phenomena, ranging from the causes of war and peace to the importance that states attach to relative gains. Proponents also suggest that the theory has much relevance to security policy.

Abstract:
In this paper, I explore the impact of globalization on one of the fundamental functions of nation-states—national security. Contrary to the polar positions of the proponents and the opponents of globalization, I argue that national security still remains a core function of the nation-state, but the extent of security behavior varies depending on the particular situations of states. Largely under the influence of systemic changes propelled by the end of the Cold War, rapid technological changes in both the civilian and military spheres, and the resurgence of the American hegemonic power, the nature of security competition has altered somewhat, but it is premature to bury the nation-state or its role as the key provider of national security.
