The Obama administration spent nearly a year reviewing the situation in Afghanistan and vetting war options amid protracted interagency deliberation and partisan debate. By the end of 2009, President Obama affirmed his administration's commitment to degrading the capabilities of terrorist groups ensconced in Afghanistan and Pakistan and announced that, by the end of July 2011, the US would begin a conditions-based transfer of responsibility to the Afghan government and security forces, enabling the United States to diminish its kinetic military activities in favour of a more "typical" presence with Washington continuing to providing development and economic assistance, plus training for military and civilian personnel. Thus the counter-insurgency mantra of "clear, hold and build" became, under Obama, "clear, hold, build and transfer." This paper evaluates the viability of the "clear, hold, build and transfer" approach in light of the structural challenges to each element and the pressure to deliver results in a short time-frame amid difficult security conditions.

Abstract:
Many analysts believe that developed countries will recover very slowly from the global economic crisis. Consequently, they have looked to the emerging economies of the developing world to help stabilize the world economy and generate a stronger recovery. Indeed, when the financial crisis first engulfed the rich countries in 2008 and early 2009, growth in developing economies was not affected as their banks and financial systems faced neither credit problems nor a more serious meltdown. It is true that some foreign investors, particularly institutional investors, withdrew their money from developing countries with large stock exchanges, setting off stock price declines and some currency devaluations. But this did not affect the “real” economy of production and employment. There was a wide belief that many developing economies were “decoupled” from the rich economies and could continue to grow and this growth would buoy the world economy. Even when output declined dramatically in the developed economies, reducing the demand for developing countries' exports, it was expected that growth in the larger emerging economies would not be significantly affected. This has been borne out by subsequent events. Growth in China has been 8-9 percent and in India about 6 percent in the first three quarters of 2009.

Abstract:
The presidency of Barack Obama ushered in a welcome honeymoon period in US-Latin American relations following eight years of the Bush administration's polarizing policies towards the region. Early optimism has been tempered by the reappearance of tensions in hemispheric relations. They include the rise of Brazil as a regional power, the role of Venezuela and the continued strain in US-Cuban relations. Regional relations are further complicated by China's growing economic presence in Latin America, increased ties with Iran and Russia, different US and Latin reactions to the June 2009 coup in Honduras, and the crisis response to the January 2010 earthquake in Haiti. Still, the US has potential to advance a strategy of substantive, issue oriented engagement designed to rekindle the early goodwill that resulted from Obama's election to the White House.

Abstract:
Although the Taliban remain a largely Pashtun movement in terms of their composition, they have started making significant inroads among other ethnic groups. In many cases, the Taliban have co-opted, in addition to bandits, disgruntled militia commanders previously linked to other organizations, and the relationship between them is far from solid. There is also, however, emerging evidence of grassroots recruitment of small groups of ideologically committed Uzbek, Turkmen and Tajik Taliban. While even in northern Afghanistan the bulk of the insurgency is still Pashtun, the emerging trend should not be underestimated.

365. The G20 Framework for Strong, Sustainable And Balanced Growth: A Study in Credible Cooperation

Abstract:
The G20 has launched far-ranging reforms of economic governance institutions and the manner in which key economies should cooperate in the future. Its ambitious aim is not only to stabilize the world economy following the economic crisis of 2007-09, but also to anticipate and, as far as possible, prevent future crises and foster sustainable growth going forward. A central element of the promised reform is the “Framework for Strong, Sustainable and Balanced Growth,” introduced at the 2009 summit in Pittsburgh, in which the G20 agreed to accept joint and individual responsibility for the health of the global economy. By specifying the key elements of growth, agreeing to assess their policies mutually with the help of the International Monetary Fund (IMF) and other institutions and agreeing to discuss actions required in light of these assessments, the G20 leaders have launched a potentially effective vehicle for delivering on their promises.

Abstract:
Productivity growth is a significant contributor to GDP growth, particularly to increases in per capita income. However, there is considerable ambiguity regarding how to measure the concept of technical progress, and consequently on policies that would foster productivity growth. Brazil, China and India, three important emerging economies, are seeking to foster productivity growth through encouraging innovation and technology transfers from the more developed economies. But given the ambiguities about how to encourage innovation and technology transfers, governments in these countries adopted a plethora of policies in the hope that the combination will be effective. This ambiguity can also be seen in the much slower growth of productivity in Brazil than China, even though Brazil has scored higher on the World Bank's Knowledge Assessment Methodology.

367. Bridging the North-South Divide on Climate Post Copenhagen

Abstract:
The United Nations climate change negotiations currently underway and now seemingly likely to conclude only six to 12 months after the UN Framework Convention on Climate Change (UNFCCC) hosted meeting at Copenhagen in December 2009, are beset by a series of obstacles, the most fundamental of which reflect the North-South divide, largely between the Organisation of Economic Co-operation and Development (OECD) and non-OECD economies. In this brief we argue that movement across this divide is the single most important element in a successful conclusion to the negotiation. Current obstacles reflect asymmetries between developing and developed countries both in terms of growth in carbon emissions — and hence the costs of reducing emissions proportionately relative to some base date level, but also in terms of historical emissions as a source of damage. These are compounded by the imprecision of the negotiating mandate — a lack of a clear definition of the basic principles involved, particularly in the case of the original UNFCCC principle of common yet differentiated responsibilities, which accepts but does not clearly delineate differentiated responsibilities for developing and developed countries on climate change. Significant movement in the negotiating position of either side (or both) is likely a necessity for a climate deal to be reached even in post-Copenhagen negotiations. However, the recent unilateral commitment by China to reduce emissions by 40-45 percent per unit of GDP from a 2005 base year by 2020 is a positive first step.

Abstract:
Global environmental governance is undergoing significant change. There is a growing recognition that the traditional state-centric intergovernmental model of addressing global environmental problems is insufficient in the face of increasingly complex and overlapping environmental issues. There are serious questions about the ability or willingness of states, individually and collectively, to respond to the most pressing environmental challenges. The erosion of confidence in and the dominance of a state-centric governance model has simultaneously resulted from and provoked significant innovation. While there is growing discussion of institutional reform at the international level including reform to the United Nations Environment Programme and the creation of a new global organization to address these problems, there is also a fragmentation of governance processes to other jurisdictional levels and actors. Corporations, social and environmental organizations, private-public partnerships, substate governments, and even local communities have already begun to conceive and implement governance initiatives to address global environmental problems. This paper reflects upon these innovative institutional dynamics and assesses their prospects to produce effective, legitimate, and equitable outcomes. It concludes with a series of questions to guide future analysis and to better understand the prospects for improving the practice of global environmental governance.

370. From London to L'Aquila: Building a Bridge between the G20 and the G8

Abstract:
From many perspectives, the London Summit of the G20 leaders at the beginning of April 2009 was a success – and a hard act to follow. The discussion was framed around crisis resolution and the strengthening of the international financial architecture. Beyond any concrete achievement, the success of the London Summit is that it morphed into an ongoing process with a rolling agenda, rather than remaining a one-off event. Undoubtedly the Italian Presidency of the G8 has a hard task, being caught between the success of London and the decreasing relevance of the G8. But there is also scope for building a meaningful bridge between London and the G8 meeting in L'Aquila in July 2009, and continuing and strengthening the economic governance reform process. There is an urgent need to continue to push for progress on a number of key items that were not adequately addressed at the London Summit and where progress can be made in L'Aquila – fostering clarity for the G20 agenda for the next meeting in Pittsburgh in September 2009. With regard, in particular, to the reform of the International Monetary Fund, the Italian Presidency should use its G8 chair to initiate a dialogue on reform of the European representation, taking advantage of having all the key players gathered together in L'Aquila.
