321. Forging a New Strategic Partnership between Canada and Mexico

Abstract:
Both Canada and Mexico are recovering well from the global economic recession of 2008-2009, but must work harder to make their bilateral relationship work to their mutual benefit. Bilateral trade and investment have grown steadily from very low pre-North American Free Trade Agreement (NAFTA) levels, but there remains enormous, untapped potential, particularly in Mexico. Student, tourist, investor and temporary worker exchanges are enhancing familiarity with each other, but unhelpful stereotypes remain common. New investment and trade opportunities should flow from the new Mexican administration's commitment to open up the energy sector to foreign participation. The assessment and recommendations contained in this special report point to the benefit of efforts that will intensify bilateral partnerships, not only in their own right, but also in strengthening the two countries' ability to deal more effectively with the United States in pursuing matters of mutual concern.

322. A Policy Mismatch: Canada and the United States in the Asia-Pacific Region

Abstract:
The United States and Canada have simultaneously re- invigorated their diplomatic and military postures toward the Asia-Pacific region. As two of the world's closest allies, it is worth exploring the possible synergies and tensions between their efforts to identify areas of possible policy coordination. Canada has considerable assets that could support US diplomacy in the region, including the legacy of its good offices and its close ties with the US military; however, these assets are outweighed by three liabilities. First, Canada's diplomacy to the Asia-Pacific is driven by its desire to diversify away from the US market. Although relatively innocuous in isolation, the politics of this shift, driven by growing concern in Canada about whether the United States remains a reliable market for energy exports, adds a layer of complexity. Second, Canada's closer economic ties with China could undermine its willingness to support the United States on tough regional security issues in the Asia-Pacific. Third, and related, Canadian silence about navigational freedoms, the primary security issue between the United States and China in East Asia, has not gone unnoticed. This paper argues that, on balance, Canada may not be an ideal Pacific partner for the United States.

Abstract:
The shrinking Arctic ice cap is creating unprecedented geophysical change in the circumpolar region, a trend that is very likely to continue. Together, this “great melt” and the delineation of extended national economic zones afford increased access to economic resources in the Arctic Ocean. Intense activities in commercial, investment, diplomatic, legal, scientific and academic sectors abound in the new Arctic, but the region's long-term significance is only gradually penetrating North American public consciousness. Media reports such as the recent, virtually ice-free trans-polar transit of a Chinese icebreaker through the Russian Northern Sea Route, or the transit of the Northwest Passage by a large cruise ship, are only the tip of the proverbial economic iceberg. In preparing for the commercialization of the Arctic Ocean, Canada and the United States, as major nations bordering the Arctic, face enormous opportunities in protecting economic and environmental interests; however, a number of challenges impede the fulfillment of this vision.

Major aid donors and international organizations have become increasingly more involved in efforts to reform the security and justice institutions in developing countries over the past 20 years. Emerging doctrines on security sector/system reform (SSR) have attempted to systematize these efforts. The goal of international support for SSR has been defined as helping countries meet their security and justice challenges in a manner consistent with democratic governance. There have been difficulties, however, in putting these principles into action.

The port structure of the Caribbean has been heavily influenced by global change over the last 200 years. The historical context — colonialism, piracy and slavery — meant that ports were originally designed to serve colonial interests. The advent of containerization and globalization have dramatically changed cargo shipping, while at the same time, cruise tourism has increased significantly — the Caribbean accounts for 50 percent of the global market — which means that cargo and cruise ships now compete for limited berth space.

International efforts for security sector reform (SSR) and state building more broadly, have faced major challenges in the Palestinian Territories. Donor countries struggled to overcome an unwillingness at home to use aid funding for police reform purposes, while managing Israeli obstructionism and security concerns, rivalries between Palestinian police generals and a lack of Palestinian preparedness for the technical and practical aspects of police reform. In this context, the European Union Coordinating Office for Palestinian Police Support (EU COPPS) was established in 2005 as an EU Common Security and Defense Policy (CSDP) mission; the European Union Police Coordinating Office for Palestinian Police Support (EUPOL COPPS), the followup EU police mission, began in 2006. The role of EUPOL COPPS was to provide support to the Palestinian Civil Police (PCP) for immediate operational priorities and longer-term transformational change.

Abstract:
This paper argues that security sector reform (SSR) in Afghanistan suffers from a lack of strategic direction and political agreement. It focuses on disarmament, demobilization and reintegration (DDR), and police and army reform in two case studies — Baghlan province and Nahr-I Sarraj district in Helmand province — in order to demonstrate the pitfalls of an SSR process driven by operational activities in the absence of an overarching strategy. The paper then examines the role of the Office of the National Security Council (ONSC) within the Afghan government in order to account for the lack of strategic direction in SSR before providing recommendations on how to avoid such problems in the future.

The utility of the Pakistani army's domination over nearly all aspects of the state in Pakistan was brought into question following the US Navy SEAL raid on Osama bin Ladens hideout on May 2, 2011. Pakistanis wondered how these events could have occurred right under the military's nose. This issue paper examines the prospects for security sector governance in Pakistan and identifies the reforms that are necessary for Pakistan's government to make meaningful strides in this area. It begins by explaining the hegemonic role of the armed forces in the history of the state of Pakistan and the unique challenges of its contemporary security terrain before surveying security sector governance in several key areas: the security of Pakistan's growing nuclear arsenal; the all powerful intelligence agencies; disaster management; law enforcement; the criminal justice system and support to jihadist groups. While the report elucidates persistent shortcomings of security governance in all areas, it also highlights key areas of recent improvement, including disaster management and control of nuclear arms.

329. This Time Is Not Different: Blaming Short Sellers

Abstract:
Reinhart and Rogoff's timely volume, This Time Is Different: Eight Centuries of Financial Folly (2009), makes it abundantly clear that financial crises are protracted affairs. The title of this policy brief highlights the irony of lessons never learned. History, in the form of recurring economic crises, does indeed repeat itself. Nevertheless, a closer look at Reinhart and Rogoff's often-publicized conclusion reveals that there are remarkable variations across individual countries' experiences, as well as across time. For example, the actual severity of crises can be exacerbated when a banking crisis is accompanied by a currency crisis. Most importantly, the severity of the recession that typically accompanies all types of financial crises is often determined by the response of policy makers.

Abstract:
Brazil has always focused on development strategies, but it has recently shifted more attention, on balance, from thinking of its own development to offering assistance to other countries in their national efforts. Former President Lula da Silva has argued that Brazil's own experience with solving problems in inauspicious conditions makes it a particularly good partner for other developing countries (Instituto de Pesquisa Econômica Aplicada [IPEA] and Agência Brasileira de Cooperação [ABC], 2010: 7). Brazil self-consciously approaches its external development assistance from the perspective of a recipient, endorsing an egalitarian “solidarity diplomacy” that stresses holistic development in its partners. The ultimate aim is “sustainable growth,” which includes “social inclusion and respect for the environment” (IPEA and ABC, 2010: 32-33).
