Abstract:
This paper examines three aspects of the nature of the Internet: the Internet's technology, general properties that make the Internet successful and current pressures for change. Current policy choices can, literally, make or break the Internet's future. By understanding the Internet — primarily in terms of its key properties for success, which have been unchanged since its inception — policy makers will be empowered to make thoughtful choices in response to the pressures outlined here, as well as new matters arising.

22. Internationalization of the Renminbi: Developments, Problems and Influences

Abstract:
Due to the 2008-2009 global financial crisis, the Chinese government began to promote renminbi (RMB) internationalization in order to raise its international status, decrease reliance on the US dollar (USD) and advance domestic structural reform. RMB internationalization has achieved progress not only in cross-border trade settlement, but also in the offshore RMB markets. However, the rampant cross-border arbitrage and the relatively slow development of RMB invoicing compared to RMB settlement are becoming increasingly problematic. RMB internationalization has exerted significant influence on not only the Chinese economy but also other emerging market economies. RMB internationalization complicates domestic monetary policy, exacerbates the currency mismatch on China's international balance sheet and increases both the scale and volatility of short-term capital flows. It offers emerging economies another alternative for pricing domestic currency and investing foreign exchange reserves. Its overall impact on the international monetary system's stability will depend on how the capital account is liberalized and the consistency and transparency of Chinese monetary policy. This paper concludes with five recommendations for Chinese policy makers to promote RMB internationalization in a sustainable way that is conducive to international stability.

23. The China (Shanghai) Pilot Free Trade Zone: Backgrounds, Developments and Preliminary Assessment of Initial Impacts

Abstract:
The China (Shanghai) Pilot Free Trade Zone (SPFTZ) founded in September 2013, is a trial for China's new round of “reform and opening up” (China.org.cn 2008). The SPFTZ has promised liberalization on capital account and trade facilitation as its main objectives. This paper discusses reasons why China needs such a pilot zone after three decades of economic development, examines the differences between the SPFTZ and other free trade zones (FTZs) and highlights the developments of the SPFTZ since its inception. The SPFTZ's initial impressions are assessed, especially its impact on the opening of China's capital account and financial liberalization. The hope is that the success of the SPFTZ, and more pilot policies replicated in China, will give rise to a more balanced Chinese economy in the following decade.

24. More Inclusive Decision-making Processes in Foreign Land Leasing: Policy Insights from Kenya

Abstract:
Foreign land leases could help developing countries to acquire foreign direct investments (FDIs), including technical expertise and income necessary for economic transformation. A lack of local stakeholder consultation and involvement in the design of land leases leads to the rejection or disruption of such leases by local communities and wastes investors' resources due to disruptions. Local public stakeholders in Kenya are willing to accept and participate in leases, provided they include certain provisions: that leases do not exceed 15 years; are renewable subject to mutual negotiations; offer formal employment to landowners' household members; and provide adequate monetary compensation for the leased land. Effective and transparent management of land leases requires the formation of management committees comprising local stakeholders such as youth, women and land experts. To enhance lease transparency, regular consultative meetings should be held, negotiation records must be shared with local community members and landowners should receive direct payment, rather than being paid through intermediaries.

Abstract:
Securing CBI has become best practice in global governance. Both the political and economic literatures suggest that CBI facilitates price stability, promotes transparency to citizens and provides accountability toward the public good. CBI is also credited with protecting the economic and financial system from the trappings of regulatory capture. In addition, a number of scholars have argued that CBI is correlated with positive policy outcomes, including balanced long- term economic growth, stable financial markets and a reduced likelihood of publicly funded financial institution bailouts. Moreover, some have suggested that CBI is important for fostering a healthy liberal democracy. As global markets have become increasingly integrated and interdependent, securing CBI is also considered a domestic, regional and global public good.

The familiar world of international organizations principally devoted to development has been upended by two phenomena. First is the emergence of sustained economic success in the developing world (mostly in Asia, but increasingly also in Africa and, in a less spectacular way, Latin America) amid compelling, continuing need among the world's poor. Second, the slow-moving, serious financial and economic crisis of the industrialized world since 2008 has reordered priorities in many of their capitals toward domestic spending and away from costly international projects.

Abstract:
African countries are currently engaged at the United Nations (UN) to determine the post-2015 framework to succeed the Millennium Development Goals (MDGs). The post-2015 goals matter because they will guide the priorities of UN agencies, the multilateral development banks, bilateral development assistance and civil society organizations. It is in Africa's interests to ensure the post-2015 framework is congruent with African priorities. African Union negotiators must take a strategic approach in the current process to select the post-2015 development goals.

The BRICS countries held their annual meeting in Fortaleza, Brazil on July 15-17, 2014. While there, they formally launched their NDB, answering some of the many lingering questions about its function (BRICS 2014). The Shanghai based bank will have at least US$50 billion in initial capital, making it a significant new entrant into the sphere of global development finance. India will hold its first rotating presidency, but all five of the countries have particular roles to play. The lengthy presidential declaration gave little new information about the kinds of projects that will receive funding; however, simply repeating earlier statements that it will finance infrastructure and sustainable development projects. This policy brief examines how the NDB is likely to approach those two policy objectives, and notes a potential clash of these goals. There is already abundant evidence on this issue in the 2013 agreements and in the current financing patterns of the various national development banks of the BRICS member countries.

Abstract:
Between 1991 and 2009, more than 2.5 million Somali citizens fled their homeland to Ethiopia, Djibouti and, most notably, Kenya, following the collapse of the Somalian government of Siad Barre. This led to violent clashes between various factional clan groups, and fighting to control land and resources ensued. This resulted in the displacement, starvation and slaughter of thousands of civilians, leading to a crisis that prompted international intervention during the 1990s.

Abstract:
On August 7 and 8, 2014, CIGI's Global Economy Program co-hosted a conference with Uganda Debt Network to discuss African perspectives on sovereign debt restructuring. The proceedings, opened by the vice president of Uganda, took place in Kampala, and featured several distinguished participants — including current and former finance ministers and central bank governors, academics and practitioners, and civil society representatives — from Uganda, Liberia, Cameroon, Ghana, Nigeria, Zambia and Zimbabwe. Participants also came from civil society organizations and intergovernmental institutions representing broader groups of African countries or the continent as a whole.
