Abstract:
Afghanistan faces many hurdles in coping with the COVID-19 pandemic: a prolonged armed conflict, a lack of social protection systems, limited healthcare capacity, and insufficient preparedness and coordination mechanisms. The Afghan government has developed a response plan and secured aid from international donors, but effective implementation remains challenging. This briefing by Said Sabir Ibrahimi and Dr. Naqibullah Safi provides an overview of the current state of the COVID-19 response in Afghanistan against the background of the ongoing conflict. It also details the additional challenges that hamper Afghanistan’s ability to deal with the crisis and provides recommendations for mitigating them.

As Afghanistan approaches the 2014 deadline for assuming responsibility for its own security, and the international community becomes preoccupied with the challenge of reducing its vast entanglement with the country's politics, economy, and society, the critical question is whether NATO's transition will succeed in stabilizing Afghanistan—or whether it will result in further destabilization, as seen following the Soviet withdrawal in 1989, which eventually led to the collapse of the central government, large-scale civil war, and the country's development into a haven for international terrorism.

For much of the international community, relations between the Taliban and al-Qaeda – as well as the Taliban's ties to the wider universe of jihadist groups – pose the core obstacle to including the Islamist movement in a possible political settlement in Afghanistan. Can the Taliban become part of a political process without offering refuge to al-Qaeda, its affiliates, and other groups posing an international threat? Today the Afghan Taliban collaborate in some ways with al- Qaeda and other jihadist groups. Whether such relations result from the context – the need for assistance against a powerful enemy – or are based on principles or ideology affects how possible it is to change this collaboration. Such an assessment requires examining empirical evidence in context. This report represents a summary of our efforts to date.

At the London Conference on Afghanistan held on January 28, 2010, the government of Afghanistan and the international community stated that regionally owned and steered initiatives stood the best chance of success. President Karzai and President Obama echoed that theme during the former's May 2010 visit to Washington – their joint statement “underscored the importance of regional cooperation in promoting regional security and in combating illicit financial, criminal, and terrorist networks.”

They flourish under weak states and sustain that weakness by financing insurgency and warlordism and by intimidating or corrupting the officials of enforcement agencies and security forces. Afghanistan is a primary instance of this complex of social and political pathologies.

In 2005, the Government of Afghanistan initiated a process leading to the formulation of the Afghanistan National Development Strategy (ANDS). The ANDS was formally launched at the International Conference in Support of Afghanistan in Paris on June 12, 2008. According to the Paris Conference Declaration, the strategy will be the “roadmap for joint action [by donors and the Afghan government] over the next five years and sets our shared priorities.”

President George W. Bush declared recently that “the people of Afghanistan are now free.” While the president boasts, Afghanistan's opium industry, which fosters terrorism, violence, debt bondage, and organized crime, has expanded to the point that it could undermine the entire U.S. and international effort. As President Bush's own special envoy and ambassador, Zalmay Khalilzad, recently admitted, ''[r]ather than getting better, it's gotten worse. There is a potential for drugs overwhelming the institutions – a sort of a narco-state."

Abstract:
Since the early 1990s, the UN system, the World Bank Group, and bilateral donors have been involved in a broad array of state-support and peace-building functions in the aftermath of conflicts – many of them protracted – that have either severely weakened or largely decimated the institutions of governance. Designated variably as post-conflict reconstruction or peace-building, these activities have included a wide variety of administrative and public management tasks, ranging from political observation and negotiation in El Salvador, to technical assistance and advisory services in Mozambique, to the “light [but extensive] footprint” in Afghanistan and the full-fledged governing authority assumed by UNTAET in East Timor and UNMIK in Kosovo.
