Abstract:
Iran's potential acquisition of nuclear weapons or other weapons of mass destruction, and Iran's future ability to arm its missiles and aircraft with such weapons, pose s critical risk s that shape every aspect of US, Arab, Israeli and other military competition with Iran . In the near term, they could trigger a major confrontation or war in the Gulf. In the mid to long - term, they could trigger a nuclear arms race in the region, coupled to the search for missile defenses and an accelerated arms race to improve conventional, asymmetric, and proxy forces as well.

In late 2011, Australia decided to allow uranium exports to India, creating an exception from its long-standing policy of exporting uranium only to countries with full-scope safeguards. Australia was one of a handful of countries that had not moved quickly to cash in on Indian nuclear trade. With its huge uranium resources (it is the third-largest producer of uranium ore and holds 40 percent of known uranium reserves), one would expect Australia to be seriously bullish on nuclear energy and active in export promotion. Yet for decades this significant nuclear supplier has struggled to balance domestic and foreign priorities in the nuclear area. This essay explores Australian nuclear trade policy and the decision to supply India.

The most threatening form of US and Iranian competition takes place in the military and security arena. The areas where this competition now gets primary attention are the nuclear and missile arena, and Iranian threats to “close the Gulf.” US and Iranian tensions over Iran's nuclear program have grown steadily over the years. They now threaten to reach the crisis point as Iran produces highly enriched uranium and develops all of the technology necessary to produce nuclear weapons, and as US, European, and UN sanctions become steadily stronger.

Arms control supporters are impatient with the Obama administration as it completes its third year in office. Neither the strength nor the pace of nuclear policy reform has been to their liking. In retrospect, the credit they gave the administration for the New START treaty with Russia appears somewhat tarnished. Once the U.S. Senate ratified the treaty in December 2010, the obvious next step on the agenda was to push for ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT). But in spite of the promises made by the White House, the prospects for a swift CTBT approval process are grim. The administration traded away all its chips in exchange for New START support, and the political landscape for the rest of President Obama's term appears anything but promising. The road to success requires a new approach.

“The policies of Iran constitute perhaps the single greatest challenge for American security interests in the Middle East, and possibly around the world….” So said Secretary of State Condoleezza Rice in testimony before the House Foreign Affairs Committee on October 24, 2007. What policies did Secretary Rice have in mind? The combination of terrorism, repression at home, and the pursuit of nuclear weapons technology. Opposition comes from former administration officials as well, who are equally convinced that Iran's desire for nuclear weapons is one of the most urgent issues facing the United States today. And in a report released by the U.S. Department of State on April 30, 2009, Iran was characterized as the “most active state sponsor of terrorism” in the world.

Abstract:
US competition with Iran has become the equivalent of a game of three-dimensional chess, in which other states are outside players that can constantly intervene, and one where each side can modify at least some of the rules with each move. It is a game that has been going on for some three decades. It is clearly unlikely to be ended by better dialog and mutual understanding, and that Iran's version of “democracy” is unlikely to change the way it is played in the foreseeable future. This does not make dialogue and negotiation pointless. Dialogue and negotiation do reduce the risk of escalation and misunderstanding. They offer a peaceful means of placing limits on Iran's behavior, of helping to convince Iran's regime that such limits are really in its interest, and establishing “rules of the game” which limit the risks involved to both sides.

Abstract:
The US profile in Asia appears to be on the rise following Secretary of State Clinton‟s highly publicized presentation at the ASEAN Regional Forum (ARF) ministerial in Hanoi in July and President Obama‟s New York meeting with ASEAN leaders at quarter‟s end. Meanwhile Beijing‟s image took a few hits as it tried to bully Japan (successfully), the US and ROK (unsuccessfully), and ASEAN (TBD) on maritime-related issues, while seemingly having nothing but kind thoughts and gestures for the DPRK, essentially serving as its defense attorney during UN Security Council deliberations regarding the attack on the Cheonan. Prospects for a resumption of Six-Party Talks remained low, despite a professed willingness by Pyongyang to return to the table (albeit as a recognized nuclear weapon state). New faces appeared in the North‟s general officer ranks but the (seemingly nonexistent) prospects for Korean Peninsula denuclearization remained unchanged.

It is hard to know what is more disturbing — Iran's continued defiance of UN Security Council Resolutions ordering Tehran to cease its uranium enrichment activities and to cooperate with the International Atomic Energy Agency (IAEA), or the tour that North Korea recently gave to U.S. scientists of its new uranium enrichment plant. Policymakers fear that these programs will enable these states to produce more fissile materials for nuclear weapons.
