Abstract:
In 2008, Congress reauthorized PEPFAR for Fiscal Years 2009–2013. In the first half of 2009, the Obama administration entered office and Dr. Eric Goosby began work as the new U.S. Global AIDS Coordinator. A new openness regarding some of the more difficult HIV-prevention issues emerged within U.S. policy circles. Language within the reauthorization legislation, as well as the repeal of the Mexico City provisions, helped create greater latitude to introduce policies and programs that could increase the effectiveness of critical prevention interventions.

292. Russia-Europe Energy Relations: Implications for U.S. Policy

Abstract:
It is my thesis that the national security risk posed by Russian energy policies are only tangentially related to Europe's dependency on Russian energy imports. The primary energy risk to Europe, and especially to the newer EU members, stems from the corrosive effect this dependency has on governance and on transatlantic cooperation. Moscow's divide-and-conquer tactics have successfully prevented greater inter-European cooperation on both economic and security issues. As we shall see, these factors have added to already existing strains in the U.S.-Europe relationship. Further NATO enlargement has been stopped, in part, due to Moscow's energy ties with the wealthier Western European states. It is in the U.S. interest to assist those Eastern and Central European (ECE) states that are highly dependent on Russian energy imports and are most susceptible to imported corruption. Kremlin officials, supported by 60 percent of Russian public opinion, favor reestablishing Soviet-era control or influence over ECE countries. The threat to the sovereignty of these new democracies cannot be dismissed.

293. Saudi National Security and the Saudi-US Strategic Partnership: Part One: The Civil Economic Aspects of Security

Abstract:
Saudi Arabia posted its first budget deficit in 2009 in eight years as government revenues fell by over 54% to SAR505bn. Despite increased spending, the actual deficit of SAR45bn fell short of the budgeted SAR65bn, thanks to a rebound in crude oil prices. The average YTD OPEC basket oil price was significantly higher than the USD44 assumed in the 2009 budget. Driven by higher government spending, the Kingdom's economy expanded by a real 0.15% in 2009. In the face of a sharp oil sector contraction due to restricted quotas and lower prices, growth was largely driven by the non-oil sector which expanded by 3.0%. The government sector with 4.0% growth was a particularly important source of resilience while the private sector expanded by 2.5%. For 2010, the government projects revenues of SAR470bn, 14.6% higher than the SAR410bn budgeted in 2009. Spending is set to expand by 13.7% to SAR540bn from SAR475bn. The deficit is set to broadly match this year's figure at SAR70bn, or $18.7 billion) as the Arab world's largest economy focuses on development and job creation. The oil price remains the key risk for the Saudi economic outlook in 2010. OPEC now expects a 0.8% increase in total crude oil consumption to 84.93 mb/d in 2010.

294. Iraq: Creating a Strategic Partnership

Abstract:
Iraq is changing rapidly, although the outcomes of many of these changes remain unclear. The country faces major challenges in many areas—ranging from quelling the ongoing violence to achieving political accommodation and economic stability. Each of these challenges is critical to the future security and stability of Iraq: Defeat the threat posed by the remnants of the Sunni insurgency, neo-Ba'athists, and Shi'ite militias. Deal with the risk of new forms of ethnic and sectarian violence——especially ethnic conflict between Arab, Kurd, and other minorities in the North. Create effective Iraqi security forces that can fully replace U.S. forces, defeat or reduce the various insurgent and terrorist groups to acceptable levels of activity, enforce the rule of law, and grow strong enough to ensure Iraq's security from threats or pressure from neighboring states. Restructure the Iraqi government to both reflect the results of the 2010 Parliamentary elections and create a level of effective governance that can bring together all of the nation's major factions. Accelerate the slow pace of political accommodation and meet the need for stable political compromises between each major faction so as to rebuild full national unity over time. Find a new balance between central, provincial, and local governance that effectively serves the needs of the Iraqi people, aids political accommodation, builds capacity, reduces corruption, and shifts the climate from one dominated by counterinsurgency to one focused on the rule of law. Cope with the challenges of poverty, unemployment, and underemployment; poor distribution of income; and key problems in the agricultural, industrial, and service sectors than affect large portions of the population. Move Iraq toward economic development in ways that deal with the complex heritage of nearly 30 years of war and internal conflict; massive population growth; and the need to create a competitive economy. Put Iraq's budget on a stable path toward developing effective Iraqi security forces and government services; helping fund economic reconstruction and development; dealing with the near phaseout of international aid and continuing foreign debt and reparations issues; and reducing the dependence of the government on uncertain levels of oil export earnings for the majority of its revenues.

Abstract:
One of the most promising ways forward for the U.S. and NATO in Afgha-nistan is to focus on removing the impediments to continental transport and trade across Afghanistan's territory. Many existing international initiatives from the Mediterranean to the Indian sub-continent and Southeast Asia are already bringing parts of this network into being. Absent is the overall priori-tization, coordination, and risk management that will enable Afghanistan to emerge as a natural hub and transit point for roads, railroads, pipelines, and electric lines. America and its coalition partners can provide these missing ingredients.

296. A Growing Terrorist Threat? Assessing "Homegrown" Extremism in the United States

Five events during the fall of 2009 thrust concerns over “homegrown” terrorism—or extremist violence perpetrated by U.S. legal residents and citizens —into public view: September 19: Najibullah Zazi, an Afghan citizen and U.S. legal resident, was arrested on charges of conspiracy to use weapons of mass destruction. Zazi later admitted to traveling to Pakistan to receive explosives and weapons training and to planning an attack in the United States. October 27: Federal authorities charged U.S. citizen David Coleman Headley with planning to attack a Danish newspaper. In December, revelations surfaced that Headley may have conspired with operatives of Lashkar-e-Taiba, a Pakistani terrorist group, in the 2008 Mumbai attacks. November 5: Major Nidal Malik Hasan, U.S. Army, allegedly killed 13 and wounded 30 at Fort Hood Army Base, outside Killeen, Texas. Early reports revealed that Hasan had previously communicated with a radical Yemeni cleric connected to al Qaeda. November 23: Federal officials unsealed indictments against eight people charged in connection with the alleged recruitment of approximately two dozen Somali Americans to fight with an insurgent group in Somalia. December 9: Five young Northern Virginia men were arrested in Sargodha, Pakistan. U.S. and Pakistani authorities claim that the group traveled there to fight alongside Taliban militants in Afghanistan.

299. Strategic Competition With Iran: The Military Dimension

Abstract:
US competition with Iran has become the equivalent of a game of three-dimensional chess, in which other states are outside players that can constantly intervene, and one where each side can modify at least some of the rules with each move. It is a game that has been going on for some three decades. It is clearly unlikely to be ended by better dialog and mutual understanding, and that Iran's version of “democracy” is unlikely to change the way it is played in the foreseeable future. This does not make dialogue and negotiation pointless. Dialogue and negotiation do reduce the risk of escalation and misunderstanding. They offer a peaceful means of placing limits on Iran's behavior, of helping to convince Iran's regime that such limits are really in its interest, and establishing “rules of the game” which limit the risks involved to both sides.

Abstract:
President Obama's first-ever trip to China was the main attraction of the fourth quarter. In addition to meeting Chinese leaders, Obama held a town hall-style assembly with Chinese students in Shanghai. The two sides signed a joint statement, the first in 12 years, which highlighted the depth and breadth of the relationship and promised greater cooperation. Nevertheless, the US media mostly faulted the president for not making sufficiently concrete progress on a number of problems. The Copenhagen climate talks garnered much attention in December. As the two largest emitters of CO2, negotiations between China and the US not only occupied the meeting's spotlight, but also ultimately decided its outcome. Trade friction continued to intensify with both countries launching new investigations and imposing duties on several products. The bilateral military relationship took a step forward with the visit to the US by Xu Caihou, vice chairman of China's powerful Central Military Commission.
