221. China-Southeast Asia Relations: China Reassures Neighbors, Deepens Engagement

Abstract:
Following last year's strong Chinese criticisms of US and regional moves seen directed against Chinese policies in Southeast Asia, the reassuring message of good neighborliness and cooperation that Chinese leaders and commentary reverted to at the end of 2010 continued into 2011. The shift was reflected through more positive attention to Southeast Asia and other neighbors, seeking to advance extensive Chinese engagement, especially rapidly growing economic interchange, while endeavoring to play down differences over territorial disputes and other questions. Wariness remained over US policies and practices, but disputes were registered less frequently and in less strident tones than in much of 2010. The treatment was consistent with the improvement in China-US relations registered in Chinese commentary coincident with the prelude and aftermath of President Hu Jintao's January visit to Washington.

Abstract:
In the aftermath of North Korea's artillery shelling of Yeonpyeong Island on Nov. 23, 2010, Chinese officials showed great concern about the possibility of escalation, focusing special concern on the possibility that South Korean military exercises might lead to military escalation. The January summit between Presidents Hu and Obama served to reduce tensions to some degree, especially through a call for resumption of inter-Korean talks in the US-China Joint Statement released at the summit. Following the apparent stabilization of inter-Korean relations, China has stepped up calls for "creating conditions" for the resumption of Six-Party Talks, engaging in diplomatic exchanges with both Koreas, including meetings between Special Representative for Korean Peninsula Affairs Wu Dawei and ROK nuclear envoy Wi Sung-lac on Feb. 10-11 in Beijing and again on April 26 in Seoul, and through DPRK Vice Minister Kim Kye Gwan's meetings in Beijing with Wu Dawei, Foreign Minister Yang Jiechi, and Vice Foreign Minister Zhang Zhijun respectively in mid-April in China. Although South Korea in April agreed to China's proposed "three-step" process toward restarting Six Party Talks – (1) Inter-Korean, (2) US-DPRK, and (3) Six-Party Talks – this plan makes the resumption of multilateral talks depend most critically on reaching consensus on the preconditions for inter-Korean talks, which remain stalled since a preparatory meeting for inter-Korean defense ministers' talks broke down in February.

Abstract:
Prognosticating about China's economic, political, and military rise has become a favorite conversation for Western politicians and policy wonks. But Western observers are not the only strategists debating the impact of increased Chinese power. A parallel conversation has been taking place among al-Qaeda affiliated jihadi thinkers for much of the last decade. That discussion ranges from debate about how best to support rebellion among Muslim Uyghurs in China's Xinjiang province to more abstract disagreements over how a transnational militant network such as al-Qaeda should adapt when a traditional state upends the U.S.-led system that has been its primary boogeyman for nearly 15 years.

In the summer of 2005, Ayman al-Zawahiri, then-Osama bin Laden's Egyptian deputy, began a direct debate with the United States about the nature of reform of the Middle East. With an assault rifle in the background, al-Qaeda's number two argued that reform must be based on Shari'a and was impossible so long as “our countries are occupied by the Crusader forces” and “our governments are controlled by the American embassies.” The only alternative was “fighting for the sake of God.” Zawahiri concluded that “demonstrations and speaking out in the streets” would not be sufficient.

In explaining why the United States was scheming to overthrow the government of Guatemala—democratically elected but allegedly with communist leanings during the Cold War—the U.S. ambassador proposed the “duck test”: “Many times it is impossible to prove legally that a certain individual is a communist; but for cases of this sort I recommend a practical method of detection—the 'duck test'….[If a] bird certainly looks like a duck. Also, he goes to the pond and you notice he swims like a duck. Well, by this time you've probably reached the conclusion that the bird is a duck, whether he's wearing a label or not.”

“We are in an information war...and we are losing” declared U.S. Secretary of State Hillary Clinton, describing U.S. efforts to counter extremists and engage Arab publics during this year's unprecedented and historic change in the Middle East. She is right. In the decade since 9/11, thousands of American lives and more than a trillion dollars have been spent on wars in Iraq and Afghanistan, while millions of dollars have been spent on public diplomacy programs aimed at the Arab world. In 2009, President Barack Obama delivered a landmark speech in Cairo designed to seek “a new beginning between the United States and Muslims around the world.” Two years on, according to the latest polling data in Egypt, unfavorable views of the United States outnumber favorable ones by nearly four to one. With some exceptions, the United States likewise remains unpopular in most majority-Muslim countries from Morocco to Pakistan. Why? And what can be done about it?

227. Afghanistan Win or Lose: Transition and the Coming Resource Crisis

Abstract:
The US confronts a wide range of challenges if it is to win the Afghan conflict in any meaningful sense, and leave a stable Afghanistan and Pakistan: Decide on US strategic objectives in conducting and terminating the war. These objectives not only include the defeat of Al Qaeda, but deciding on what kind of transition the US wishes to make in Afghanistan, what goals the US can achieve in creating a stable Afghanistan, US goals in Pakistan, and the broader strategic goals the US will seek in Central and South Asia. Defeat the insurgency not only in tactical terms, but also by eliminating its control and influence over the population and ability exploit sanctuaries in Pakistan and win a war of political transition. Create a more effective and integrated, operational civil and civil-military transition effort by NATO/ISAF, UN, member countries, NGO, and international community efforts through 2014 and for 5-10 years after the withdrawal of combat forces. Build up a much larger, and more effective, mix of Afghan National Security Forces (ANSF). Give the Afghan government the necessary capacity and legitimacy (and lasting stability) at the national, regional/provincial, district, and local levels by 2014. Dealing with Pakistan in reducing the Taliban-Haqqani network in the NWFP and Baluchistan, and dealing with the broader risk Pakistan will become a failed nuclear weapons state. Shape a balance of post-transition relations with India, Iran, "Stans," Russia, and China that will help sustain posttransition stability. Make effective trade-offs in terms of resources relative to the priorities set by other US domestic and security interests.

Abstract:
The various states that comprise the EU and non-EU Europe collectively and individually influence US-Iranian competition in a number of ways. The EU, and particularly the EU3 (Britain, France, and Germany), are the United States' most consistent allies in seeking to roll back Iran's nuclear efforts. Though the European approach has not always paralleled that of the US, unlike China and Russia, European disagreements with the US serve to moderate rather than to weaken or spoil American efforts.

Abstract:
During the coming months, the US must reshape its strategy and force posture relative to Iraq and the Gulf States. It must take account of its withdrawal of most of its forces from Iraq, and whether or not it can give real meaning to the US­Iraqi Strategic Framework Agreement. It must deal with steadily increasing strategic competition with Iran, it must restructure its post-­Iraq War posture in the Southern Gulf and Turkey, and define new goals for strategic partnerships with the Gulf states and its advisory and arms sales activity. It must decide how to best contain Iran, and to work with regional friends and allies in doing so. In the process, it must also reshape its strategy for dealing with key states like Egypt, Jordan, Turkey and Yemen.

Abstract:
Profound demographic, social, and political transformations are reshaping the U.S.-Israeli relationship. Changes under way in both the United States and Israel have eroded traditional pillars of the relationship, brought new elements to the fore, and contributed to debates in each country about how to defend that country's interests in a rapidly changing strategic environment. Uncertainty is growing about how the United States and Israel can and should cooperate to secure their interests and confront common challenges in a region undergoing dramatic shifts. Even more profoundly, Americans and Israelis increasingly see each other's policy choices as undermining their interests. The trend deepens U.S. doubts of Israel's strategic value and reinforces Israeli fears about U.S. commitments and guarantees to its security.
