Abstract:
The international community’s routine call for continuous India-Pakistan dialogue is not only misguided but also counterproductive. This entreaty, which often follows major Pakistani-supported terrorist attacks in India, fails to recognize that the security competition between the two nations is not actually driven by discrete, negotiable differences. Rather, the discord is rooted in long-standing ideological, territorial, and power-political antagonisms that are fueled by Pakistan’s irredentism, its army’s desire to subvert India’s ascendency as a great power and exact revenge for past Indian military victories, and its aspirations to be treated on par with India despite their huge differences in capabilities, achievements, and prospects.

The United States and India have agreed to form a working group to explore the joint development of India's next-generation aircraft carrier. While the Indian Navy has already begun design work, wide-ranging cooperation with the United States has enormous potential and offers India the opportunity to acquire the most capable warship possible. Such collaboration would increase the Indian Navy's combat power and would resonate throughout the Asian continent to India's strategic advantage. The most valuable U.S. contributions are likely to materialize in the fight, possibly in the move, and hopefully in the integrate functions.

Abstract:
The Bharatiya Janata Party’s (BJP’s) historic victory in India’s 2014 general election prompted declarations of a watershed in the behavior of the Indian voter. Upon closer inspection, the reality is more nuanced. On some parameters, such as voting based on economic and ethnic considerations, there were indeed discernible changes. However, the empirical evidence suggests these shifts were well under way before 2014. In other areas—namely, support for regional parties, dynastic politicians, and candidates associated with criminal activity—contemporary voters demonstrated much greater continuity with the past.

India's financial system has long been inadequate. With an economy worth $2 trillion, the country's financial flaws are increasingly serious and outright dangerous. But fundamental change is under way. The government-backed Financial Sector Legislative Reforms Commission drafted the Indian Financial Code (IFC), a single unified law that replaces most existing financial law in India and is an important milestone in the development of state capacity. Now the government must work to adopt and implement the full code.

The image of India as an emerging power is widely held, but there is equal reason to see the European Union as an emerging power, too, even at the risk of raising eyebrows. Like India, the EU seeks to become a global political player on top of being a great economic power. As the global power dynamic shifts, both are trying to define their roles in an emerging multipolar world. The question arises whether closer cooperation can help the EU and India to achieve their ambitions. Though they have committed to a strategic partnership, in its present state the EU-India relationship has been likened to a “loveless arranged marriage.” With each increasingly absorbed by domestic problems, the prospects for closer ties are fading, notwithstanding the opportunities that would be lost.

After the first Indian nuclear explosive test in 1974, seven nuclear supplier governments were convinced that the Nuclear Non-Proliferation Treaty (NPT) alone would not halt the spread of nuclear weapons—a view that developments in Iran, Iraq, North Korea, and elsewhere would later underscore. The seven governments formed the Nuclear Suppliers Group (NSG), and over the course of more than three decades, it has become the world's leading multilateral nuclear export control arrangement, establishing guidelines that govern transfers of nuclear-related materials, equipment, and technology. Yet, as a voluntary and consensus- based organization of 46 participating governments, the NSG today faces a host of challenges ranging from questions about its credibility and future membership to its relationship to the NPT and other multilateral arrangements.
