Abstract:
Three opposition groups within Yemen are undermining that country's stability. The newest, called the Southern Movement, has been less militant than al-Qaeda or the al-Huthi rebels on the northern border with Saudi Arabia. It began in 2007 and used peaceful means to seek redress of problems rooted in the troubled unification of North and South Yemen in 1990. The creation of the new state has meant problems for residents of the South: issues of national identity, economic grievances, and concerns over access to political power.

Abstract:
News that the failed Christmas Day attack on a U.S. passenger jet was tied to al-Qaeda elements in Yemen prompted questions of whether the fractious Arab state might give rise to a Taliban-style regime. For its part, al-Qaeda in the Arabian Peninsula (AQAP) has stated its intent to achieve “our great Islamic project: establishing an Islamic Caliphate” but it is vulnerable to the threat that Yemen's tribes may ultimately find its presence a liability.

Abstract:
Morocco has made remarkable progress reducing poverty over the last decade. Today, less than 9 percent of its population is considered poor, compared with 162 percent a decade ago—a notable achievement for a country of 32 million people that lacks significant natural resources. This trend deserves closer examination to understand the reasons for the drop in poverty and identify policy lessons for other countries both in and outside the region.

Abstract:
Since the Middle East peace conferences in Madrid (1991) and Washington (1991–1993), Europeans have gradually stepped up their political involvement in the Middle East. While Europeans have had strong trade and cultural relations with their neighboring region for decades, they have, in parallel with the Middle East peace process and the development of European Union (EU) foreign policy instruments, moved to assert their political interests more forcefully. These policies have largely been motivated by geographic proximity and geopolitical considerations—chiefly, the fear of security threats emanating from Europe's neighborhood (a spillover of conflict in the form of terrorism, organized crime, migration, and the proliferation of weapons of mass destruction), Israel's security, and access to energy resources. The implicit assumption has been that these different European interests can best be reconciled in an environment where there is peace between Israel and its neighbors (and therefore no contradiction between good relations between the EU and Israel and good relations between the EU and the wider, resource-rich region) and where the people of the Mediterranean and the Middle East find decent living conditions in their countries. As a consequence, Europeans have first focused their efforts on the realization of a two-state solution to the Israeli–Palestinian confl ict, which they consider to be the core of the region's instability. They have, second, aimed at supporting comprehensive peace between Israel and its neighbors. And they have, third, sought to provide an environment conducive to peace in the region as well as to deflect what were (and still are) perceived as security risks emanating from the region.

The international effort to achieve a two-state solution to the Israeli–Palestinian conflict has come to a dead end, at least for the present. Things can—and might well—get worse unless the United States and other outside actors couple a realistic view of the present with a serious effort to push for a more promising future. The first step in a new diplomatic approach must be to establish a cease-fire that builds on the common interest of both Israel and Hamas to avoid fighting in the short term. A new cease-fire should be clear and perhaps even written; mediators (whether Arab or European) must be willing to make an agreement more attractive to both sides to sustain (Hamas can be enticed by some opening of the border with Egypt; Israel will demand serious efforts against the supply of arms to Hamas). The second step must be an armistice that would offer each side what they crave for the present—Israel would get quiet and a limit on arms to Hamas; Palestinians would get open borders, a freeze on settlements, and an opportunity to rebuild their shattered institutions. Such an armistice must go beyond a one-year cease-fire to become something sustainable for at least five to ten years. Finally, the calm provided by the armistice must be used to rebuild Palestinian institutions and force Palestinians and Israelis to confront rather than avoid the choices before them.

Abstract:
As they emerge from conflict, states can rarely commence the arduous task of reconstruction and consolidate their governments until they undertake extensive restructuring of their security forces. Palestine, Lebanon, and Yemen are all fractured, quasi-democratic states with divided societies, and deep disagreement over what constitutes the national interest. Successful reform in each will require security institutions that answer to democratically-elected civilian leaders, but the U.S. and European approach has thus far focused largely on providing military training and equipment, targeted toward counterterrorist capabilities.

Yemen faces a great and growing number of challenges that endanger its political future and threaten its neighbors on the Arabian Peninsula. War, terror- ism, a deepening secessionist movement, and interconnected economic and demographic trends have the potential to overwhelm the Yemeni government, jeopardizing domestic stability and security across the region. Yemen's oil—the source of over 75 percent of its income—is quickly running out, and the country has no apparent way to transition to a post-oil economy. The dire economic situation makes it increasingly difficult for the government to deliver the funds needed to hold the country together.

Abstract:
Any effective diplomatic approach to Iran must involve a regional strategy. While Iran's nuclear program is presently the most urgent dimension for the United States and the international community to confront, unless the country can be reintegrated into a normal web of international relations, any progress made on that front is likely to be short-lived. Iran's neighbors — particularly the members of the Gulf Cooperation Council, which share a concern for Gulf security — can be important players in that process of reintegration. These six states, Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman, are afraid of Iranian hegemony in the Gulf, but are too small or too timid to challenge their northern neighbor, so they seek to develop normal relations with Tehran while protecting their interests.
