The case study applies "PRO-CURE" methodology to analyse performance of expenditures for equipping the traffic police at the local level. The author particularly questions the difference between the proclaimed strategic priorities of the Ministry of Interior and its annual procurement plans, as well as the the distribution of the burden of financing the traffic police between Ministry of Interior and local governments.
Applying the "PRO-CURE" methodology for assessing the procurement expediency, Miroslav Mijatovic of Podrinjski Anti-Corruption Tim Loznica, conducted a study on the procurement of anti-hail rockets in Loznica in 2014 and 2015. In this study the author has also provided an overview of the overall state of hail protection in Serbia, as well as recommendations for improvement of this system.
The existence of a police component in UN peace operations is not a novelty. It goes back half a century ago and was first introduced in the Congo in the 1960’s. Embedding police components in UN missions became more extensive at the end of the 90’s.
Over the years, with the change of the context of conflicts (from interstate to intrastate) peace support operations have evolved and are now very much shaped to reflect political and security developments on the ground.
International policing efforts are an extremely important factor in establishing and maintaining international security today. Although military peace support operations and national military contributions are predominant, not all security problems can have a military solution. Regardless of the security context, police functions and mechanisms are extremely necessary for a successful peace support operation.

Serbia checked most of the boxes that were warranted by its accession process to the EU in 2015, a fact which was recognised on 18 July when negotiations on Judiciary and Fundamental Rights (Chapter 23) and Justice, Freedom and Security (Chapter 24) were opened. The opening of these two chapters was a result of a long process that was characterised by several rounds of consultations regarding drafting of corresponding Action Plans, producing Negotiating Positions, and coordination efforts on the part of line ministries hitherto never seen before. The Belgrade-Pristina dialogue continued, despite the fact that the implementation of the already reached agreements was lagging. Finally, early elections were organised on April 24, when the incumbent Prime Minister’s coalition won by a landslide and formed a new, decidedly pro-European Government. Despite the fact that the new parliamentary convocation now gathers parties sceptical toward or against the EU, there seem to be no obstacles when it comes to either support or legitimacy of the Government’s pro-EU agenda.
While there has been some progress in terms of democratic governance reform, the changes that took place in the government since 2012 affected women’s rights in general. Lack of democratic continuity can negatively influence the implementation of the policies and practices that are currently in place, and which should be strengthened further.
Successful implementation of the National Action Plan (NAP) on United Nations Security Council Resolution (UNSCR) 1325 requires the establishment of an effective mechanism for monitoring and evaluation.
To ensure that monitoring and evaluation mechanisms are effective, it is necessary to include involvement and ideally, oversight, from civil society organizations (CSOs). Unfortunately cooperation between government institutions and CSOs in implementing, monitoring and evaluating the NAP on 1325 is often reduced to a single CSO consultation and only in a formal and limited context. As a consequence, meaningful dialogue and cooperation between state institutions and CSOs in NAP implementation, monitoring and evaluation is either missing altogether or limited to the point of ineffectiveness.
Since its inception the security studies represent the core of the International Relations, predominantly dealing with the issues of war and peace. In the years following the Second World War security studies have become a synonym for Strategic Studies with a distinct focus on the military sector. However, with the growing complexity of the international relations` agenda, namely with the rise of economic and environmental challenges count, emergence of the new security challenges, risks and threats, emergence of the new international relations` actors, the traditional view of the sole concept of security, that is, its essence, has become too narrow.
