1. “We Have Captured Your Women”: Explaining Jihadist Norm Change

Abstract:
In recent years, jihadists across the world have transformed their gendered violence, shocking the world by breaking from prior taboos and even celebrating abuses that they had previously prohibited. This behavior is surprising because jihadists represent a class of insurgents that are deeply bound by rules and norms. For jihadists, deviating from established Islamist doctrines is no easy feat. What then explains these sudden transformations in the rules and norms governing jihadist violence? An inductive investigation of contemporary jihadist violence in Pakistan and Nigeria reveals a new theory of jihadist normative evolution. Data from these cases show that dramatic changes in jihadist violence occur when an external trigger creates an expanded political space for jihadist entrepreneurs to do away with normative constraints on socially prohibited types of violence. As these jihadist leaders capitalize on the triggers, they are able to encourage a re-socialization process within their ranks, resulting in the erosion of previously held taboos, the adoption of proscribed behaviors, and the emergence of toxic new norms.

Abstract:
Although it may seem that the Muslim Brotherhood has weakened since the onset of the "Arab Winter" in 2013 and onward, organizations with their origins in the Brotherhood still have access to power in countries as diverse as Somalia, Bahrain, Morocco, and Yemen, and might regain power in other countries as well. Most Brotherhood-affiliated movements are committed to some form of democracy, unlike many of their rivals in the Middle East. Even the United Arab Emirates and Saudi Arabia have sought allies among Brotherhood affiliates, despite banning a majority of affiliated organizations.

This report has been produced in the interest of contributing to informed Congressional review and public discourse on a comprehensive nuclear agreement with Iran—the Joint Comprehensive Plan of Action (JCPOA). It provides a concise description of the agreement and the accompanying UN Security Council Resolution 2231. It also includes a balanced assessment of the agreement's strengths and weaknesses with respect to its central objective to prevent Iran from acquiring nuclear weapons. The team of experts who prepared the report includes Democrats, Republications, independents, and internationals. Noting areas of disagreement among themselves, they agreed that this report provides an accurate description and balanced assessment of the agreement.

Abstract:
Is there an oil weapon? Concern about the use of oil as an instrument of coercion has been central to state intervention in oil markets. Historically, the U.S. government sought to ensure access for domestic firms in the Middle East on national security grounds. Current U.S. national security strategy identifies the importance of Middle Eastern oil production to the global oil market as justification for retaining a military presence in the region. Conversely, rising U.S. oil production in the 2000s leads some analysts to propose that the United States should reduce its military presence in the Persian Gulf.

Abstract:
The Syrian refugee crisis represents one of the greatest humanitarian challenges the international community has faced over the recent years, prompting record-high levels of international aid. In view of the complexity of the political and social environment in which these challenges arise and the historical scale of the population affected, innovative and creative programmatic responses are essential to address the short and middle-term needs of refugees and reducing instability in the Middle East region. Over 20 students from Harvard Kennedy School and Harvard School of Public Health participated in "Assessment of the Syrian Refugee Crisis in Jordan and Critical Review of the National and International Responses," a winter field study course in Jordan supported by the Middle East Initiative and led by Professor Claude Bruderlein. 6. Assessing Future Water Availability in Arid Regions Using Composition and Salience of Decision Criteria

Abstract:
Water resources development options are usually selected on a least-cost basis. While economic considerations are dominant in choosing projects, there are also a mix of other factors including social demands, political expediency, social equity, and environmental considerations that impact final decisions and development of water supply systems. Understanding local priorities in water resource management decisions can allow for forming expectations of future regional water availability. In this research, we propose that future water availability in arid regions may be assessed by considering key projects that have been identified or planned by regional experts. Using Multi-Criteria Decision Analysis methods as a framework to organize set of decision criteria and their relative salience, the likelihood of selection (and development) of a project can be determined and used to form expectations of future regional water availability. We use this approach in a case study for Jordan, and find that large-scale desalination projects–that have been in the planning books for decades-are now most likely to be pursued and implemented in the country. Finally, we discuss strengths, limitations, and the general applicability of this method for assessing future water availability in other arid regions.

In the last decade, the world has watched as regime changes, revolutions, and sectarian strife transformed the Middle East into an unrecognizable political arena plagued by instability, inefficiency, and failing states. The Kingdom of Saudi Arabia (KSA)—the Arab world's central power and last remaining major Arab heavyweight on the international scene—has emerged as the ipso facto leader responsible for regional stability and development.

Abstract:
The Resolution on the Middle East adopted without vote at the 1995 Nuclear Non- Proliferation Treaty (NPT) Review and Extension Conference calling for the establishment of a zone in the Middle East free of nuclear weapons, and all other weapons of mass destruction (WMD) and their delivery vehicles (DVs), was reaffirmed by the 2000 and 2010 NPT Review Conferences. The 2010 Conference mandated the Secretary- General of the United Nations and the co-sponsors of the 1995 Resolution, in consultation with the states of the region, to convene a conference in 2012, to be attended by all states of the Middle East. The mandate was the establishment of a Middle East zone free of nuclear and all other weapons of mass destruction, on the basis of arrangements freely arrived at by the states of the region, and with the full support and engagement of the nuclear-weapon states. The anticipated 2012 Conference was mandated to take the 1995 Resolution as its terms of reference.

In Winning the War on War, for example, Joshua Goldstein lauds the recent successes of the peacemaking community in countries such as Sierra Leone, Liberia, and Ivory Coast. In The Better Angels of Our Nature, Steven Pinker writes that not only war but violence in general has become much less common, as the civilizing forces of literacy and modern government have tempered our baser instincts and allowed our "better angels" to prevail.
