11. Russia’s exotic nuclear weapons and implications for the United States and NATO

In 2018, Russian President Vladimir Putin announced five new nuclear-capable, strategic weapons systems. These systems include a nuclear-powered, nuclear-armed cruise missile and a nuclear-powered, nuclear-armed submarine drone. What does Russia have to gain from developing these novel and exotic nuclear weapons? And what should the United States and NATO do about it? This new Atlantic Council issue brief, Russia’s Exotic Nuclear Weapons and Implications for the United States and NATO, answers these questions. Informed by a workshop convened by the Scowcroft Center for Strategy and Security and Los Alamos National Laboratory, authors Matthew Kroenig, Mark Massa, and Christian Trotti evaluate the potential utility, motivations, and consequences of these new systems. Among other conclusions, the most significant may be that great-power competition has returned, and with it, the importance of nuclear weapons in international politics.

12. Withdrawal deadlines in war: Vietnam, Iraq, and Afghanistan

At the outset of some of the most impactful wars in history, policymakers have assumed that the duration of conflict would be brief. Unfortunately, their assumptions were often wrong, as may wars like those in Vietnam, Iraq, and Afghanistan only grew more complicated with the passage of time. However, at least in these three cases, the reality of prolonged stalemate did not stop policymakers from setting withdrawal deadlines to assuage public anxieties and improve military performance. The pressures contributing to these consistent decisions across time are still relevant now. Therefore, as the United States currently seeks to deter great-power rivals and rogue regimes while combating terrorism, it is as important as ever to understand the roles and potential outcomes of withdrawal deadlines in war. In this new Atlantic Council report, Withdrawal Deadlines In War: Vietnam, Iraq, and Afghanistan, Dr. Paul D. Miller examines the effect of withdrawal timetables on public opinion, military success, and policymakers’ goals across the three titular case studies. He finds that “Withdrawal timelines do not achieve the political benefits that policymakers desire, but they do incur the risks policymakers rightly fear.” In the face of prolonged and difficult military challenges, withdrawal deadlines can exacerbate outcomes at crucial moments, and thus policymakers must tread carefully.

13. Strategic estrangement between South Korea and Japan as a barrier to trilateral cooperation

Demand for trilateral cooperation between the United States, South Korea, and Japan is on the rise. However, political willingness and capacity for trilateral cooperation are declining, especially given recent diplomatic and economic tensions between South Korea and Japan. “Strategic Estrangement Between South Korea and Japan as a Barrier to Trilateral Cooperation,” a comprehensive report by Dr. Cheol Hee Park, nonresident senior fellow in the Atlantic Council’s Asia Security Initiative, examines shifting perspectives on trilateral cooperation, the layers of conflict between South Korea and Japan, and the role of the United States and concludes by providing concrete policy recommendations for enhancing prospects for trilateral cooperation moving forward.

AI is expected to have a transformational impact on the future of geopolitics, defense, and security. The emerging geopolitical and security context influencing the future of AI technology development has been driven by the erosion of traditional geopolitical frameworks, increased conflict between liberalism and authoritarianism, the pervasiveness of social media use and 4IR-driven digitization of industries, as well as the ability of more actors to affect strategic and operational environments. However, the future of AI will depend on the decisions of great power competitors—the US, China and Russia—global trends development, and the management of uncertainties associated with emerging technologies. In this fluctuating environment, where the US is engaged in a high-stakes competition with is near-peer adversaries, and AI is enabling paradigm-shifting changes in public and private sector operations, how should the US respond? In this new Atlantic Council Strategy Paper, A Candle in the Dark: US National Security Strategy for Artificial Intelligence, Tate Nurkin and Stephen Rodriguez provide an integrated strategy to respond to this key issue. According to Former US Secretary of Defense Dr. Ashton B. Carter, author of the foreword, this paper “effectively articulates the current technological landscape and offers a coherent strategic framework for the United States and its allies to harness AI’s upside potential, while mitigating downside risks and defending against emerging threats.” In a world full of uncertainties, this paper provides a holistic way forward for the US to leverage the full potential of AI while maintaining America’s technological competitiveness.

15. Managed competition: Meeting China’s challenge in a multi-vector world

The world is now witnessing the rise of China, which has a global reach and real implications for the transatlantic community. As new challenges and opportunities unfold, the United States is seeking to formulate an adapted approach to China in cooperation with its closest allies and partners in Europe. In his latest report, Managed Competition: Meeting China’s challenge in a multi-vector world, Atlantic Council distinguished fellow Franklin D. Kramer suggests a strategic approach of “managed competition” to meet the full spectrum of challenges posed by China, including economic and innovation, diplomatic and influence, and security, both hybrid and conventional military. Kramer argues that a successful economics and innovation strategy will require substantially enhanced efforts to support innovation. It will also demand a multi-tier economic approach differentiating strategic sectors and those sectors affected by market distortions from those sectors that would benefit from reciprocal access of commercial products and services to commercial entities allowing for generally free trade in those arenas. In the diplomatic and influence arenas, key elements include multilateral efforts with close US allies and coordination of activities to counter disinformation and subversion. In the security arena, undertaking assurance, resilience, and deterrence measures will be necessary when responding to both hybrid and conventional challenges. Resolution of “one world” challenges, such as climate change, requires the involvement of so significant a factor as China presents. This report is the first publication in a new body of work led by the Scowcroft Center’s Transatlantic Security Initiative focused on understanding and managing the implications of China’s rise for the transatlantic community.

Iraq has a long and complicated history with the United States, and security and military engagements have been the primary driver of the relationship. Iraq’s relations with Russia, on the other hand, have been more transactional and economically-oriented. At a time when there are signs of US disengagement from the Middle East and North Africa while Russian and Chinese activities in the region are increasing, it is useful to trace the past US and Russian strategies in Iraq and assess how the United States could better tailor its strategy toward Iraq in the future in order to achieve durable outcomes that would bring benefits to both sides such as a responsive government, a thriving economy, and security. This chapter is part of an edited volume that gathers analysis on the policy choices pursued by Washington and Moscow in the MENA region and develops case studies of the two powers’ policies in the countries beset by major crises.

President Barack Obama's summit meeting with Gulf leaders at Camp David on May 14 will end in failure if the administration does not propose a substantial upgrade in US-Gulf security relations that is as bold and strategically significant as the nuclear agreement–and likely formal deal–with Iran. While the summit will not suddenly eliminate mistrust and resolve all differences, it presents an historic opportunity to put back on track a decades-old US-Gulf partnership that has served both sides and the region well, yet lately has experienced deep turbulence. Failure to strengthen these ties will have consequences, the most dramatic of which could be the acceleration of the regional order's collapse. In a March 2015 Atlantic Council report entitled Artful Balance: Future US Defense Strategy and Force Posture in the Gulf, we made the case for a mutual defense treaty between the United States and willing Arab Gulf partners. In this issue in focus, we offer a more comprehensive and detailed assessment of the risks, concerns, benefits, and opportunities that would be inherent in such a treaty. We recommend a gradualist approach for significantly upgrading US-Gulf security relations that effectively reduces the risks and maximizes the benefits of more formal US security commitments to willing Arab Gulf states.

19. NATO's New Strategy: Stability Generation

Abstract:
The new threat landscape the transatlantic community faces means that NATO must adapt its strategy to remain relevant. While many transatlantic policymakers and thought leaders have called for a new strategy for NATO, few have outlined what that strategy should actually entail. This report proposes that NATO adopt a new strategy called "Stability Generation," built on the concept of ensuring stability in the NATO region and reducing the threat of significant conflicts in NATO's neighborhood. To accomplish this, NATO must add resilience as a core task to its existing tasks of collective defense, crisis management, and cooperative security. NATO must also enhance capabilities in the East against conventional and hybrid conflicts, in the South against instability arising from conflicts and extremism in neighboring countries, and across the Alliance to decrease vulnerabilities and enhance resilience, particularly with respect to cybersecurity.

Abstract:
Cyber has become the new conflict arena. It ranks as one of the greatest national security challenges facing the United States for three reasons. First, as the revelations about the National Security Agency's (NSA's) activities suggest, cyber offense has far outpaced cyber defense. Second, cyber capabilities are prevalent worldwide and increasingly are being used to achieve the strategic goals of nations and actors adverse to the United States. Third, it is highly unlikely that cyber espionage and other cyber intrusions will soon cease. While the NSA disclosures focus on the United States and the United Kingdom, there is little doubt that China, Russia, Iran, North Korea and others are engaged in significant cyber activities. The fundamental question is whether the cyber realm can, consistent with the national interest, be made more stable and secure.
