The year 2020 marks the turning of a page for the Western Hemisphere, a region that in 2019 saw uncertainty dominate headlines as new governments came in and out of office, trade tensions grew, and citizens took to the streets to voice their concerns with the status quo. For years, the opportunities that could come with a stronger bilateral relationship between the United States and Brazil have been underestimated. Significant potential exists to produce sizeable benefits for both societies. That potential must be maximized. While US and Brazilian governments and businesses have begun to seize the benefits of the synergies the two countries share, hurdles remain that prevent a full and successful commercial reality. The United States and Brazil would benefit from a closer and stronger trade and foreign-direct-investment-relationship that would amplify growth and prosperity, in both the short and long terms. Deepening the economic relationship would pay dividends in other areas as well, translating into greater opportunities for strategic bilateral cooperation. This paper recognizes that the moment is now and that 2020 is a pivotal year to substantively advance bilateral economic ties. Building upon the successes and progress made over the years, this paper incorporates the input and expertise of the US and Brazilian private sectors and policymakers to offer a renewed vision and new momentum for strengthening US-Brazil trade and foreign direct investment (FDI), supporting concrete steps toward deepening the commercial relationship, and laying the foundation for a potential free trade agreement (FTA) between the United States and Brazil. As the global balance of power shifts, as the world faces new hurdles that could slow growth, and as Latin America must contend with more uncertainty amid new external shocks, the two countries strategically and economically have countless reasons to deepen commercial relations. Stronger ties will ultimately provide additional certainty at this critical time.

With US-Iraq ties strained and a Strategic Dialogue between the two countries set to begin in June 2020, this Atlantic Council Iraq Initiative report by Nonresident Senior Fellow and former White House National Security Council Iraq Director Dr. C. Anthony Pfaff analyzes the current challenges in the relationship and presents policy recommendations. Dr. Pfaff argues in the report that the United States should: Avoid dragging Iraq into its broader campaign against Iran; Play to its comparative advantage: The United States can be a better security partner for Iraq than other countries and can also assist with integrating it into the international community and developing the economic and financial capabilities necessary to participate in the global economy; Continue to insist on the integration of Iran-backed militias into Iraq’s security forces; Highlight US aid to Iraq and while acknowledging US mistakes, push back against politicized narratives that explain Iraq’s lack of recovery; Emphasize military interoperability, so that in the event of an ISIS resurgence – or the emergence of a like-minded group – US forces can quickly fill in the Iraqi armed forces’ capability gaps; Promote reconciliation and provide an alternative to Iranian mediation while at the same time avoiding advocacy for a particular outcome; Provide economic assistance to set conditions for foreign investment by US companies and like-minded partners; Focus additional COVID-19 related assistance on economic recovery;.

Abstract:
Iraq has a long and complicated history with the United States, and security and military engagements have been the primary driver of the relationship. Iraq’s relations with Russia, on the other hand, have been more transactional and economically-oriented. At a time when there are signs of US disengagement from the Middle East and North Africa while Russian and Chinese activities in the region are increasing, it is useful to trace the past US and Russian strategies in Iraq and assess how the United States could better tailor its strategy toward Iraq in the future in order to achieve durable outcomes that would bring benefits to both sides such as a responsive government, a thriving economy, and security. This chapter is part of an edited volume that gathers analysis on the policy choices pursued by Washington and Moscow in the MENA region and develops case studies of the two powers’ policies in the countries beset by major crises.

Weeks before Chinese President Xi Jinping meets with President Barack Obama in Washington, the Atlantic Council's Latin America Center launched a new report that unravels the complexities of the Latin America-China relationship. Titled China's Evolving Role in Latin America: Can it Be a Win-Win?, the report provides five recommendations to help both China and Latin America usher in a mutually beneficial post-commodity-boom relationship. The key to long-term success will be to insure that the relationship promotes—rather than delays—economic growth and social progress in the hemisphere. In the report, renowned Mexico-based China Expert Enrique Dussel Peters, an Atlantic Coucil author and Professor at the Graduate School of Economics at the National Autonomous University of Mexico (UNAM), calls for a ratcheting up of strategic planning and multilateral support so the relation¬ship is a win-win for all parties, including the United States. A deep dive of the state of play is provided for five countries: Argentina, Brazil, Cuba, Mexico, and Venezuela. These countries illustrate the spectrum of ties with China, ranging from those with long and complex historical relation¬ships to those almost entirely structured around recent opportunities for economic cooperation.

As the conflict in Syria enters its fourth year, US policy has consistently failed to achieve its stated object: a negotiated political transition based on the mutual consent of the regime and opposition. The United States and its Western allies have focused on summits and high-level diplomacy as the most effective means to that laudable end. This approach ignores an essential missing ingredient: an opposition able to coordinate different anti-regime forces, exercise agency on their behalf, and provide decent local governance, without which Syrians will continue to suffer and fight irrespective of whether the regime is overthrown.

Three years into Egypt's post-Mubarak transition, the near-term prospects for democratization are bleak. The military-security alliance that ousted the Muslim Brotherhood's Mohamed Morsi, Egypt's first freely elected president, in July 2013 is consolidating power. In President Barack Obama's first term, his administration withdrew US forces from Iraq, ratcheted up pressure to thwart Iran's nuclear ambitions, began the adjustment to relations with post-authoritarian governments in Arab countries including Egypt, struggled with how best to handle an increasingly bloody rebellion in Syria, and attempted to restart diplomacy on the Israeli/Palestinian problem. At the beginning of his second term, US interests are at significant risk as the region continues to undergo profound changes, and Arab and European allies are asking for greater US engagement. The region also presents the United States with unanticipated opportunities, such as the development of Arab democracies and a reduction in Iranian influence. The challenge facing the United States is how to lead without dominating, and how to protect and promote US interests without absolving other actors of responsibility. Thus, the task for this administration is to develop a strategy: to match the president's positive rhetoric with meaningful follow-up in terms of diplomacy, assistance, and security cooperation.
