11. Building Africa's Airlift Capacity: A Strategy for Enhancing Military Effectiveness

Abstract:
In April 2012, the Economic Community of West African States (ECOWAS) declared its readiness to deploy 3,000 troops to northern Mali in response to seizures of territory by Tuareg separatists and Islamist militias. Left unanswered was the question of how ECOWAS would transport these troops and their equipment to Mali. Only airlift resources would be able to deliver personnel and heavy equipment into the area of operations (AO) in a timely manner, provide operational mobility within the AO against dispersed and heavily armed irregular forces, monitor a geographic area larger than France, and sustain operations for months or years. The inability to respond to these challenges to territorial control, in turn, further emboldens such separatists and other spoilers.

Abstract:
Unprecedented rates of urban migration over the past decade have contributed to a dramatic expansion in the size of urban slums and higher levels of poverty, violence, and instability in Africa's cities. The drivers of violence associated with urban fragility are primarily related to weak and illegitimate governance, inequitable development, limited livelihood opportunities, and legal structures that inhibit land tenure and new business start-up. Solutions to Africa's urban fragility cannot be addressed solely through security structures but must be part of a broader development strategy.

There is much happening in Africa that is positive— economically, socially, and politically. But a large share of the continent remains fragile, putting those gains at risk. The most pressing challenges facing many African states are paramilitary threats— threats that are beyond the ability of most police forces and frequently transcend national borders. Organized crime, rural banditry, piracy, local warlords, guerrillas, ethnic and religious violence, and extremist Islamist groups are just a few of an array of such threats.

Abstract:
Until recently, the Sahel (as-Sahil), literally the “shore” of the Saharan “sea,” rarely made headlines. Nevertheless, the expanding nexus of illicit trafficking and transnational Islamist terrorism—and the increasingly serious risk this poses to stability in the region and to international security—is attracting growing attention. These concerns will likely mount as al Qaeda in the Islamic Maghreb (AQIM) attempts to use the window of opportunity presented by the Arab Spring to reestablish itself in North Africa while transitional governments there devote much of their energy to rebuilding state institutions. In turn, an unstable North Africa, especially Libya, could further exacerbate insecurity in the Sahel as unsecured weapons and trained mercenaries filter their way into the region.

Narrow interests have used politically biased newspapers and radio programming to spread disinformation and champion politically divisive causes. Meanwhile, reasonable opposition voices have been kept silent and shuttered from public life, often by repressive, even violent means. This remains a serious concern across Africa.

19. Enhancing Civilian Protection in Peace Operations: Insights from Africa

Abstract:
The protection of civilians is a critical issue in African security. Nearly 600,000 civilians in 27 African countries have been massacred in the past two decades. Tens of millions more have been killed in battles, displaced, or perished from indirect causes of such attacks and the continent's armed conflicts. Not only are civilians the main victims of Africa's wars, but also an increasing number of United Nations (UN) Security Council resolutions have called upon peacekeepers to protect them. For many, civilian protection is the very essence of peacekeeping. This is a driving rationale behind the unanimously endorsed and UN-mandated “responsibility to protect” principle—the idea that governments have a responsibility to prevent and curtail genocide, crimes against humanity, war crimes, and ethnic cleansing. Civilian protection is also a crucial part of forging durable political settlements because any peace agreement that tolerates continued violence against civilians will not provide a solid foundation on which to build legitimate governance structures.

Abstract:
Africa's senior defense and security officials must adopt higher standards of leadership to reshape Africa's security forces into professional bodies capable of handling contemporary security threats and earning the respect of civilian populations. Politicians' adherence to constitutional limits on power will avoid placing military officers in the untenable position of choosing between respecting civilian authority and upholding democracy. Security cooperation and assistance from international partners should favor African states with a track record of responsible governance within the security sector.
