32. Islamic Movements and Democracy in Central Asia: Integration or Isolation?

- The Central Asian republics of the former Soviet Union have been independent for nearly seventeen years following seven long decades of communist rule in which their identities and traditions were altered through Sovietization and the Russification that preceded it. The region was divided into Khanates and Great Hordes, which had their first experience with Islam dating back to the 8th century, consolidated through successive invasions by Persians and Arabs from the fifteenth century onward, and formed the northernmost expanse of the Islamic world. The gradual encroachment of Imperial Russian influence, first eastward into Siberia, southward into the North Caucasus and later into the steppe of Central Asia and beyond, came about as a shock to the traditional lifestyles and power structures of the region. The establishment of Tsarist military outposts was accompanied by often brutal suppression of local populations including seizure of land and imposition of alien social values. No strangers to outside invasions, the people of Central Asia adapted as best they could under the circumstances, struggling to maintain their cultures and history but capitalizing on the positive elements that contact with the Russians brought, namely trade and infrastructure modernization. Acceptance of the Tsar's rule was not universal, and as of the late 19th century much of the region was not under the Tsar's control.

- In this report, the International Foundation for Electoral Systems (IFES), an international, nonpartisan democracy development organization, presents its review of the Kenyan electoral process and makes recommendations for reform. The intent of this report is to have its findings presented to the Independent Review Committee (IREC) to consider in its examination of the electoral process, and the development of its recommendations for comprehensive measures to be taken to improve the conduct of future elections.

President-elect Obama spoke eloquently about the need to engage America's allies and friends to address global challenges. To continue promoting democracy in the future, the United States must engage other democracies and tap multilateral resources such as the Community of Democracies.

- This is a hard book to tackle. It is not as clearly organized as it might have been, and (especially in the opening theoretical chapters) its thread often gets lost in difficult, repetitive, jargon-laden prose. Yet for anyone interested in insurgency and counterinsurgency, Afghanistan and Pakistan, or late-period Soviet military history, the book is worth the effort. Abdulkader H. Sinno sheds new light on the organizational politics and sociology of Afghanistanʼs morphing militia groups, and on the 30 years of warfare engulfing the country from the Soviet invasion of 1979 to todayʼs NATO-led peace enforcement operations.

- The legal-judicial transformation taking place behind China's Great Wall outpaces most other developing and transitional countries, but is reaching a critical crossroads. If the pace of judicial reform is maintained and implemented, it has the potential to impact on China and the world's future as much as the economic reforms of the last two decades, if not more so. The judicial system is emerging as a key institution in the reform process, and key decisions related to judicial independence in coming years will largely determine China's stature and place within the global community, and the government's relationship with its citizens. In a relatively short period of time, new criminal, civil and administrative law codes, anti- corruption laws, as well as thousands of judicial, economic and administrative regulations have either been passed, repealed or undergone substantial reform. Property rights and institutional reforms have also been enshrined in the constitution, an important Judges Law professionalising the judiciary has been passed and a number of important treaties have now been ratified. For the first time in modern Chinese history, the courts and legal profession are slowly but surely emerging as important, professional institutions with growing power. The main question of the day is whether China's leaders will now make the structural, judicial and political reforms necessary to address corruption and create an independent judiciary – albeit with Chinese characteristics.

- The International Foundation for Electoral Systems (IFES), based in Washington in DC, carried out a technical assistance program in support of the 2006 electoral process in Nicaragua, starting in October 2005. The counterpart institution was the Supreme Electoral Council, which together with IFES proceeded to define those areas in which IFES could collaborate. These were concentrated mainly in the fields of public information regarding the verification of the voter registration list, the preparation and distribution of voter identity cards and the direct training of members of the voting tables in all 153 municipalities in the country.
