Abstract:
The COVID-19 pandemic was unparalleled in scope and scale, and the response tested the humanitarian system in new and unforeseen ways. While funding was not able to keep pace with the massive rise in global needs, the system proved to be extraordinarily resilient. However, neither the crisis itself nor the response to it should be understood as exceptional. Despite its many achievements and adaptations, the humanitarian response walked a well-trodden path. Humanitarian actors often defaulted to their usual, top-down ways of working, revealing perennial problems in the current formal international humanitarian system. Evaluations emphasise that the response was carried out under significant constraints – unpredictability, scarcity of information and limited humanitarian access – but caution should be exercised against interpreting these constraints as justifications for the shortcomings of the response. There were striking parallels between the operating environment of COVID-19 and other crises, which are not new to humanitarians. In framing the pandemic as an exceptional crisis, there is a real risk of diminishing the importance of learning and the need for transformative change within the sector. ALNAP 's analysis suggests that there is much to be learned – and further researched – from the response to COVID-19, which will be useful in responding to future public health emergencies, as well as other major crises. This evaluation synthesis focuses on nine key areas of the humanitarian system's response to the pandemic: sense-making and resource mobilization; needs prioritization and inclusion of the most vulnerable; adaptation of the humanitarian system; meeting the needs; localization; community engagement; coordination and collaboration with partners; utilization of learning from the Ebola and other public health responses; and evidence gaps and areas for further research. Abstract:
While there are many differences between the conflicts in Kosovo and Ukraine, the international humanitarian response to both bears many similarities. For example, both crises triggered record levels of funding and most international humanitarian agencies on the receiving end had limited or no presence and experience in the countries affected. Protection is the dominant need amongst affected communities in both crises as well. This paper – written by Margie Buchanan-Smith and Peter Wiles – highlights key lessons from the international humanitarian response to the Kosovo crisis that could have relevance to the response in Ukraine. The lessons are drawn from the three-volume ‘Independent Evaluation of Expenditure of DEC Kosovo Appeal Funds’ and ALNAP’s meta-evaluation of the Kosovo response, from our 2001 Annual Review.

Abstract:
Humanitarian agencies need to reflect on the past, learn from the present and actively imagine the near and increasingly threatening future. From excessive consumption to the over-exploitation of natural resources, polluting activities to large-scale deforestation, humans have already dramatically changed the Earth’s climate and environment. As a result, we are experiencing more frequent and more intense weather events, the humanitarian consequences of which are major. Droughts, flooding and tropical storms cause death, disease, destruction and large-scale population displacement. Public health emergencies are already increasing because of these changes. Conflicts and conflict situations may increase, as may the resulting human migration and displacement. Humanitarian actors working on the ground with climate-related disasters are well placed to observe the intensification of climate-related effects and the increasing complexity of extreme weather events in all regions of the world, including regions where such events were previously rare or unknown. This annex accompanies the ALNAP Lessons Paper: Adapting humanitarian action to climate change, which aims to inform the work of humanitarian practitioners in the face of future climate-related disasters.

Abstract:
Epidemics of infectious diseases are occurring more often, and spreading faster and further across the world than ever before. The emergence of large-scale epidemics (such as Ebola, HIV/AIDS, SARS and, even more recently, COVID-19), the re-emergence of old diseases (such as tuberculosis and haemorrhagic dengue) and the persistence of epidemics of controllable diseases (such as measles, cholera or malaria) have led national governments and global institutions to consider epidemics as some of the most serious major public health emergency threats for the 21st century. Since 2010, both medical and non medical humanitarian actors have been increasingly involved in the response to major outbreaks. This lessons paper aims to inform future humanitarian responses to Ebola, acting as a guide for humanitarian practitioners. Some of its findings – such as the lessons on coordination, funding and economic recovery – may also be transferable to responses to other epidemics. The paper seeks to answer the research question: ‘What lessons for humanitarian practitioners can be drawn from the responses to the Ebola epidemic outbreaks since 2014?’

This Rapid Learning Review outlines 14 actions, insights and ideas for humanitarian actors to consider in their COVID-19 responses. It summarises and synthesises the best available knowledge and guidance for developing a health response to COVID-19 in low- and middle-income settings as at April 2020 The paper, supported by the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Mark Lowcock, will be updated throughout 2020 to reflect emerging knowledge and evidence on the most effective approaches to respond to the COVID-19 Pandemic.

Abstract:
In fragile or developing states, large-scale earthquakes can turn back the development clock by years or even decades. It is not possible to eradicate earthquakes, but as most of the areas prone to earthquakes are known, it is possible to prepare and learn from past experiences in order to strengthen the humanitarian response and to ‘build back better’. This Lessons Paper reviews relevant grey and published literature to draw lessons from previous humanitarian responses following any type of earthquake, provided it occurred on dry land. The lessons originate from past humanitarian responses across sectors. In light of the literature review conducted for this paper, it appears that post-earthquake humanitarian responses mainly span the following sectors: debris management, shelter, health, livelihoods and economic recovery, water, sanitation and hygiene (WASH), education, food security, nutrition and protection.

Abstract:
As humanitarian needs and situations change, and as our understanding of complex problems evolves, humanitarian agencies must be able to adapt. Yet in recent years, international humanitarian agencies have struggled with flexibility when it comes to adapting to context, changing the type and quantity of support at the right time, or responding quickly and appropriately to unexpected crises or challenges. To date, the flexibility of modern humanitarian agencies, and the capacities needed for response level flexibility, has not been explored in depth for modern crises. This is the end-of-project report for a two-year workstream that sought to address this gap by undertaking exploratory research on the support factors and barriers to flexibility and adaptation in contemporary humanitarian action.

Abstract:
During a crisis, humanitarian leaders must make a range of decisions including whether, when and how to intervene; how to address technical, logistical, political and security constraints; when and how to cease operations; and the list goes on. Many of these decisions are made in urgent circumstances, have life-saving implications, and take place in a context of uncertainty. The importance of effective decision-making in operational humanitarian response has emerged as a theme in ALNAP’s previous work on humanitarian leadership and coordination. However, little academic attention has been given to this subject so far. This literature review considers the context in which humanitarian leaders are asked to make decisions, explores the range of decision-making approaches which exist, and considers how effective these approaches might be in humanitarian environments. The paper draws from existing humanitarian literature and evaluations, and also from the wealth of experience which exists from the world of emergency management decision-making (including fires and public health emergencies). In doing so, it gathers existing knowledge, identifies gaps in understanding and proposes areas for future research. ALNAP is undertaking a new piece of research to better understand how humanitarians can make effective decisions in situations of urgency and/or uncertainty.
