281. EU Security Perspectives in an Era of Connectivity: Implications for Relations with China

Abstract:
This SIPRI Insights Paper assesses EU security perspectives on connectivity, alongside and in relation to its evolving relationship with China. The EU’s relations with China have undergone an important shift in recent years, with a strengthened emphasis by the EU on the challenges to bilateral cooperation. In addition, since 2014, EU and EU member states’ security perspectives have undergone a wider reassessment, one that has increased the prominence of the military dimensions of connectivity, including military mobility, in EU security planning. The EU and China are currently pursuing synergies between their separate connectivity initiatives, namely the Belt and Road Initiative and the Connecting Europe programme. However, there remain barriers to sustainable cooperation that will need to be addressed between them moving forward. This Insights Paper outlines a number of those security concerns from the EU perspective, within the transport and digital sectors specifically.

Abstract:
Since 2015 Mali’s central regions of Mopti and Ségou have become insecure hotspots at the confluence of interconnected challenges in terms of governance, development and security. Although international interventions involving a full range of actors and sectors are being increasingly reoriented towards these regions, the sustainability of the responses depends on their ability to draw on the needs and priorities of local communities. This SIPRI Insights is based on a study that combines both quantitative and qualitative data to provide an evidence-based analysis of local perspectives in Mopti and Ségou. It highlights how the people there understand and respond to the governance, development and security challenges they face.

283. Ethiopia’s Transition: Implications for the Horn of Africa and Red Sea Region

Abstract:
The intersection of two significant trends are affecting the regional dynamics of the Horn of Africa: the political transition underway in Ethiopia since 2018 and evolving Red Sea and Gulf security dynamics. Ethiopia’s transition has affected its relations in the Horn of Africa and the broader Red Sea region. Saudi Arabia and the United Arab Emirates have taken a much more assertive approach to regional security since 2015, contributing to a major diplomatic rift with Qatar since 2017. Elucidating how states in the Horn of Africa are affected by and responding to external influences largely hinges on understanding the Ethiopian transition. The implications for the future of regional integration in the Horn of Africa must also be considered.

284. The Arms Control–Regional Security Nexus in the Middle East

Abstract:
The erosion of the 2015 Iran nuclear agreement poses a risk for both Middle East regional security and the global nuclear non-proliferation regime. At the same time, it highlights the need to build a more sustainable regional foundation for conflict resolution and arms control in the Middle East. This paper argues that the arms control– regional security nexus should be better reflected in European policy. While maintaining the Joint Comprehensive Plan of Action (JCPOA) and preventing further US–Iranian escalation should be the European Union’s (EU) first priority, the paper urges the EU to develop a more comprehensive approach in support of regional security, arms control and disarmament in the Middle East. In addition to resolving inconsistencies in current EU policies on regional security, arms control and arms exports to the Middle East, the EU should consider throwing its political weight behind two emerging processes that could provide a much-needed opening for regional cooperation: security dialogue in the Gulf and the annual Middle East weapons of mass destruction (WMD)-free zone conferences at the United Nations. If it involved regional non-proliferation cooperation, the former process could also help manage the negative consequences of the potential collapse of the Iran nuclear agreement.

285. Climate Change in Women, Peace and Security National Action Plans

Abstract:
Climate change can increase the risks of violent conflict, create risks to human security, and challenge conflict recovery and peacebuilding in different contexts. In many parts of the world, women and girls are significantly affected by the respective and compounding effects of climate change and conflict. They can also be agents of change in addressing climate change, and peace and security issues. This SIPRI Insights paper explores how the Women, Peace and Security (WPS) national action plans (NAPs) of 80 states frame and respond to climate change and security. It finds that they do so in different ways. Seventeen states include direct mention of climate change in at least one of their plans. Of these, three states include comparatively higher numbers of specific goals and activities referencing climate change in different plans. The paper highlights a need for increased action in the area of climate change in WPS NAPs. It argues for a greater focus on supporting women and girls’ participation in action addressing climate-related security risks, as well as a need to evaluate how climate change is framed as a security risk in the plans.

286. Military Spending and Official Development Assistance in Recipient States: Is there a Relationship?

Abstract:
Official development assistance (ODA) plays an important and complementary role in promoting development in low- and middle-income states. Previous research in the literature has shown that ODA can have unintended con­sequences by enabling recipient states to shift ‘freed-up’ resources away from activities now funded by ODA to other spending categories. This literature has argued that the ‘freed-up’ resources could be funding military spending. This SIPRI Insights on Peace and Security queries these con­clusions and contributes to the debate by placing the relation­ship between ODA and military spending in context. The results show that, for low-income states, armed conflict is a major explanatory factor in determin­ing the positive association between increases in ODA and increases in military spending. While the existence of armed conflict drives both higher military spending and the need for higher levels of ODA, peace helps to lower military spending and states’ reliance on external aid.

Abstract:
Public data suggests that there are reasons to be concerned about violent extremism in Germany. Membership in political groups that hold extremist views is growing, and crime statistics suggest an increase in extremist violence. The number of recorded terrorist incidents on German territory has been high by European standards. Changes in German politics and society may provide fertile ground for political extremism in future. To prevent violent extremism Germany has invested heavily in an expanding number of projects and initiatives at federal, state and municipal level, but the constitutional structure makes promoting coherence and coordination challenging. Moreover, non-governmental and civil society actors now play a prominent role in initiatives. Increasing the number and scale of initiatives was partly to pilot different approaches and see which were effective. However, assessing the multitude of projects and initiatives to decide which should be promoted or discontinued is itself a challenge.

288. Cyber-incident Management: Identifying and Dealing with the Risk of Escalation

Abstract:
The ever-increasing dependence on information and communication technologies (ICTs) in all aspects of society raises many challenges for national crisis management agencies. These agencies need to prepare not only for new cyberthreats and cyber vulnerabilities, but also for the fact that the aftermath of a cyber incident affecting critical infrastructure has its own challenges. On the one hand, the practical disruptions caused by an isolated incident can be hard to predict and control and, on the other hand, the consequences and perceptions of an incident whose cause is not yet determined can be equally hard to manage. Uncertainty around the cause of the incident and remedial actions being taken often lead to public speculation and political pressure to respond in ways that could create political tensions, and possibly conflict, between countries. This policy paper is the result of a nine-month research project that was jointly conducted by SIPRI and the Swedish Civil Contingencies Agency (MSB) on cyber-incident management. It explores what national crisis management authorities can do to improve their cyber-incident prevention, detection and response strategies and also how they can do better to deal with the larger societal and potentially political aftermath. It investigates why and how cyber incidents may lead to escalatory scenarios and how these scenarios can be avoided and contained using various de-escalatory approaches. It comprises an introduction providing background and the inspiration of this report (section I); four sections that explore the dynamics of escalation and de-escalation from conceptual (section II), analytical (sections III–IV) and empirical (section V) standpoints; and two sections that present the main findings and recommendations (sections VI–VII).

289. Mapping Non-proliferation and Disarmament Education in Europe

Abstract:
This paper maps activities undertaken to educate the next generation of Europeans on non-proliferation and disarmament-related topics with a view to training future scholars and professionals, excluding capacity-building efforts. Most members of the European network of independent non-proliferation and disarmament think tanks conduct informal and formal educational activities, ranging from courses for students to workshops for young professionals, internships, networking events and mentoring programmes. However, the geographic distribution and dominant political science focus of these efforts illustrate the lack of accessibility and multidisciplinarity of non-proliferation and disarmament education currently available in Europe. Treating education as empowerment rather than a one-way process of recruitment can facilitate the introduction of new approaches and tools. Education can tap into existing potential among the next generation, such as intercultural competencies, multilingualism or technical know-how. Forms of participatory learning and autonomous project work place more responsibility on the learner to develop the skills required to deal with tasks.

290. The Case for Gender Balance in Arms Control, Non-proliferation and Disarmament Negotiations

Global efforts to eliminate weapons of mass destruction (WMD) and regulate small arms and light weapons (SALW) have gradually increased over the past four decades but the number of women involved in these efforts remains alarmingly small. Women face enormous obstacles when it comes to their participation in diplomatic negotiations and decision-making processes, and arms control, non-proliferation and disarmament diplomacy is no exception. Women continue to be excluded or marginalized from these procedures and when they do participate it is often in low-level positions from which exerting influence is difficult. Studies have shown that women represent only 32 per cent of all participants in official arms control, nonproliferation and disarmament forums and that heads of delegations, as well as speakers in related events and conferences, are almost exclusively men. This paper investigates the possible causes of this imbalance and shows why a continuing gender disparity among experts and practitioners in the field is problematic. It demonstrates that the inclusion of women has positive effects on the outcome of negotiations and examines why this is the case. Finally, it discusses the ways in which the European Union (EU) in particular, and the international community in general, can increase the number of women involved in the field.
