51. Potential Implications of Regional Comprehensive Economic Partnership to India-South Korea Bilateral Trade Ties

Abstract:
India and South Korea enjoy strong economic and trade relations, shaped by a significant convergence of interest, mutual good will and high-level diplomatic exchange. Bilateral trade between the two countries has also increased after signing the Comprehensive Economic Partnership (CEPA). However, the overall trade balance is in favor of South Korea due to superior comparative advantage of Korea in manufacturing as compared to India. South Korean exports are high technology-intensive while India’s exports are low-value raw material and intermediate products. Both countries are members to a mega regional trade pact – the Regional Comprehensive Economic Partnership. Though India has decided to not join the RCEP at this stage it will continue the discussion to explore possible ways to join it. Assuming that India will join the RCEP sooner or later, it is important to analyze the potential impact of the RCEP to India-South Korea bilateral trade ties. This short policy paper compares the proposed provisions of the RCEP and CEPA. It shows that the RCEP is much more comprehensive an agreement compared to the CEPA, both in terms of coverage and scope. It also provides some insights on the likely implications of the RCEP, especially from the perspective of trade with China factored against the bilateral trade ties between India and South Korea.

In this study we aim to clarify the different extents to which monetary policy influences foreign exchange rate determination between the monetary policies of small open economies with international currency and those without international currency, and use empirical research to explain why. Based on the analysis above, we make some policy suggestions.

This policy paper sets out the various interests and goals of global powers (the US, Russia, China and the EU) in the Mediterranean, and the measures they are undertaking to implement them. The document also describes Israeli policies vis-àvis the powers’ activities in this region, and points to the principles that should guide them. The paper is based on a July 2019 meeting in Jerusalem of the research and policy working group on Israel in the Mediterranean, held at the initiative of the Mitvim Institute, the Hebrew University’s Leonard Davis Institute for International Relations and Haifa University’s National Security Studies Center.

Recent efforts at settling the decades-long conflict in Afghanistan have featured an increasingly vibrant and visible display of women’s activism. Even with the support of the government and its international partners, Afghan women still face tremendous challenges to realizing their aspirations for a role in peacemaking. Based on extensive interviews throughout Afghanistan, this report attempts to better understand the changing public role of Afghan women today and their contributions to peacebuilding and ending violence.

A joint statement by the United States and North Korea in June 2018 declared that the two countries were committed to building “a lasting and stable peace regime on the Korean Peninsula.” Such a peace regime will ultimately require the engagement and cooperation of not just North Korea and the United States, but also South Korea, China, Russia, and Japan. This report outlines the perspectives and interests of each of these countries as well as the diplomatic, security, and economic components necessary for a comprehensive peace.

The 2011 civil war in Syria attracted thousands of fighters from at least seventy countries to join the Islamic State. Al-Shabaab carried out large-scale attacks on civilian targets in Uganda and Kenya as retribution for the deployment of peacekeeping forces in Somalia. In this report, Martha Crenshaw considers the extent to which civil war and foreign military intervention function as a rationale for transnational terrorism, and how understanding the connections between terrorism, civil war, and weak governance can help the United States and its allies mount an appropriate response.

Current peace processes are designed to be more inclusive of women, civil society, youth, opposition political parties, and other frequently marginalized communities. Implementation of inclusive peace processes, however, has not progressed smoothly—and are frequently met with resistance. Based on an examination of instances of resistance in thirty peace and transition negotiations since 1990, this report enhances practitioners’ understanding of who resists, against whose participation, using what tactics, and with what motives.

Forced displacement affects over 70 million people worldwide and is among the most pressing humanitarian and development challenges today. This report attempts to ascertain whether a relationship exists between displacement in Afghanistan and vulnerability to recruitment to violence by militant organizations. The report leverages an understanding of this relationship to provide recommendations to government, international donors, and others working with Afghanistan’s displaced populations to formulate more effective policies and programs.

Abstract:
Transitional justice is widely accepted as a process for countries to employ when transitioning from authoritarian rule or armed conflict to democracy and in their quest to address legacies of systemic violence and human rights violations. As defined by the African Union, transitional justice refers to “the various (formal and traditional or non-formal) policy measures and institutional mechanisms that societies, through an inclusive consultative process, adopt in order to overcome past violations, divisions and inequalities and to create conditions for both security and democratic and socio-economic transformation.” While societies coming out of conflict or authoritarian rule have different histories, priorities and needs, commonly used mechanisms of transitional justice include criminal prosecutions, truth telling, reparations, institutional reforms, memorialisation, traditional justice, and vetting and lustration. The implementation of transitional justice is believed to be more effective, impactful and holistic when a combination of mechanisms is employed either simultaneously or sequentially.

Transitional justice, as defined by the African Union Transitional Justice Policy (AUTJP), is a set of processes and mechanisms that aim to assist society in coming to terms with authoritarianism, past abuses and conflict. This is done by promoting accountability, peace, reconciliation and justice. The processes include judicial and non-judicial mechanisms such as criminal prosecutions, truth commissions (truth telling and seeking), institutional reforms and reparations.
