311. Signalling for Status: UAE and Women’s Rights

Abstract:
That societies should be gender-equal is a prevailing normative ideal to which states at the very least pay lip service. The UAE as a highly globalised state that aspires to a superior status has not stood outside of these dynamics. Whereas in the decades since independence in 1971 women’s rights were emphasised as a sign of the country’s progress, nowadays, the UAE government portrays women’s rights as being advanced to such an extent that they are setting up a new gender empowerment benchmark for the Middle Eastern region. Additionally, the UAE has also proclaimed the goal of becoming one of the top 25 gender-equal states in the world by 2021. I suggest that these official proclamations are indicative of a signalling strategy whose aim is to advocate to an international audience that the UAE deserves a status higher than it currently holds. Based on Larson and Svechenko’s interpretation of social identity theory, I claim that the UAE’s strategy is one of social creativity. It rests on creating a new value – the Emirati standard of gender equality – within the Arab group. The former is operationalised through, on the one hand, ‘teaching to the test’ tactics in the area of women’s political participation, a field that can be easily regulated by the government. And on the other, on overemphasising the professional deeds of a small group of high-achieving women. In the latter case, as the numbers of females in employment are rather low, the government elects to call attention to women in specific and unconventional positions so as to lend greater credence to the existence of their own superior standard of gender equality within the Arab region.

Abstract:
What is the status of women in the discipline of International Relations (IR) in Brazil? This study provides a pioneering map of gender issues in Brazilian IR, focusing on inequality, discrimination and harassment. It includes a literature review as well as the findings of two sets of research: the first a survey of personal and professional issues faced by academic staff in Brazilian IR, and the second a report on the staffing of IR and related departments at private and public academic institutions in Brazil. Our research shows that despite the specificities of the Brazilian higher education system, Brazilian IR academics conform to international trends in respect of gender issues, facing monetary and/or familial inequalities and gender discrimination in their careers. It also shows that 25% of female academics have experienced undesired sexual contact at least once, and that there is a gap between male and female understandings of what constitutes sexual harassment.

313. Struggles Around the Empty Signifier of Freedom: An Interview with Leticia Sabsay

Abstract:
Leticia Sabsay is a prominent Argentinian academic, based at the London School of Economics, whose work has been exploring pressing issues and questions: how gender and sexuality relate to ideas of freedom, how to define human subjectivity, how to politically resist, among others. In Sabsay’s writing, ideas of gender and sexuality cannot be dissociated from our broader political formations and complex processes of becoming subjects in neoliberalism. And our aspirations to evoke political shifts and improvements cannot be separated from a notion of the human as a being with permeable borders, invariably interconnected to others and to a conjunction of experiences – as opposed to the liberal notion of autonomous individuality. I believe she joins theorists like Judith Butler in an attempt to resituate the ontological grounds of our notion of the individual and of our political formations, and she is thus an important reference for feminist and queer efforts to make sense of liberal cooptation, on the one hand, and conservative backlash, on the other. The following is an interview conducted in November of 2018, at the LSE, in which I asked her about her references, her more recent body of work, and her conceptualizations of current tendencies in politics. The interview was lightly edited for clarity.

Abstract:
Marysia Zalewski is a Professor at Cardiff University, in Wales, and a renowned International Relations (IR) scholar. She has become a reference for her work with feminism and gender since the 1990s. She has published several books including The ‘Man’ Question in International Relations (edited with Jane Parpart, re-released in 2019 by Routledge), Feminist International Relations: Exquisite Corpse (2013) and Sexual Violence against Men in Global Politics edited with Paula Drumond, Elisabeth Prügl and Maria Stern (2018), among many other books and articles. Her work has brought important contributions in thinking feminist critical methodologies, as well as looking at everyday life as a productive site for empirical and theoretical analysis of how gender is implicated in international politics. She was in Rio de Janeiro for an event at the International Relations Institute of the Pontifical Catholic University (PUC-Rio), where she was part of two panels called ‘Rethinking the Borders between Gender and Sexuality’ and ‘The Rise of Conservatisms and the Challenges to the Women, Gender and Sexuality Agendas.

315. North Atlantic Perspectives: A Forum on Stuart Hall’s The Fateful Triangle: Race, Ethnicity, Nation, Part I

Abstract:
Stuart Hall, a founding scholar in the Birmingham School of cultural studies and eminent theorist of ethnicity, identity and difference in the African diaspora, as well as a leading analyst of the cultural politics of the Thatcher and post-Thatcher years, delivered the W. E. B. Du Bois Lectures at Harvard University in 1994. In the lectures, published after a nearly quarter-century delay as The Fateful Triangle: Race, Ethnicity, Nation (2017), Hall advances the argument that race, at least in North Atlantic contexts, operates as a ‘sliding signifier,’ such that, even after the notion of a biological essence to race has been widely discredited, race-thinking nonetheless renews itself by essentializing other characteristics such as cultural difference. Substituting Michel Foucault’s famous power-knowledge dyad with power-knowledge-difference, Hall argues that thinking through the fateful triangle of race, ethnicity and nation shows us how discursive systems attempt to deal with human difference. Part I of the forum critically examines the promise and potential problems of Hall’s work from the context of North America and western Europe in the wake of #BlackLivesMatter and Brexit. Donna Jones suggests that, although the Birmingham School’s core contributions shattered all certainties about class identity, Hall’s Du Bois Lectures may be inadequate to a moment when white racist and ethno-nationalist appeals are ascendant in the USA and Europe and that, therefore, his and Paul Gilroy’s earlier work on race and class deserve our renewed attention. Kevin Bruyneel examines Hall’s work on race in relation to three analytics that foreground racism’s material practices: intersectionality, racial capitalism and settler colonialism. William Garcia in the final contribution asks us to think about the anti-immigrant black nativisms condoned and even encouraged by discourses of African-American identity and by unmarked references to blackness in the US context. In ‘Fateful Triangles in Brazil,’ Part II of Contexto Internacional’s forum on The Fateful Triangle, three scholars work with and against Hall’s arguments from the standpoint of racial politics in Brazil.

Following the end of the Cold War, the Russian Federation lagged behind the United States in terms of advanced technology in warfighting. However, after substantial spending on modernization starting in 2008, the Russian military and the nation’s defense sector have been making great strides at developing remotely operated and autonomous technologies and integrating them in their tactics and combat operations. Russia is also starting to invest in Artificial Intelligence (AI) development with specific military applications. 318. The Intelligence Cycle of Targeted Killing in the United States

Abstract:
The United States has been using Remotely Piloted Aircraft (RPA) to assassinate terrorist targets since its first RPA strike on November 3, 2002, when a U.S. Predator fired a hellfire missile at a car traveling through the Mar’ib province of Yemen. The intelligence cycle of this targeted killing process is murky at best, and the policy has changed throughout the successive administrations of U.S. presidents. Details exist but there is no defined tangible chain of analysis concerning the selection of the target, the monitoring of the target, and finally, the assassination of the target. This paper attempts to elucidate the intelligence chain of analysis concerning American targeted killing and examine how the intelligence cycle of targeted killing varies through successive presidential administrations. ​ This paper will begin with a short analysis of relevant literature, although sources concerning this topic are scarce. The occurrence of targeted killings of U.S. citizens will also be explained in the literature section. The paper will continue with an elaboration of a generic intelligence cycle model, which will be used to illustrate the intelligence cycle of U.S. targeted killings using both the Reaper and the Predator RPA.[1] The paper will then address differences in the intelligence cycles and processes that have occurred between successive presidents since targeted killing first began in 2002 with President George W. 319. Sino-Indian Nuclear Dynamics: Taking the Global Lead

Abstract:
Technology often seduces potential adversaries through a promise of relief from security threats only to deceive through the inevitable action-reaction cycle. In the universe of security, technology is contestable both by technology itself and by doctrinal prescriptions and operational countermeasures. The advantage provided by new technology is mostly ephemeral in that provides the momentum for an endless cycle that is best described as chasing one’s own tail. Only political intervention through mutual understanding, doctrinal prudence, and regulating the search for operational supremacy holds potential to escape the stranglehold of the action-reaction cycle. The elusive search for Ballistic Missile Defense (BMD) is a prime example. This paper seeks to interrogate the role of the technology-security dynamics in the context of the Sino-Indian nuclear weapon relationship. ​ The context of the Sino-Indian nuclear weapon relationship is clouded by the enhancing reach of India’s missiles[1], the evolving Chinese reaction to U.S. nuclear modernization accompanied by a shift in nuclear posture, and a shared belief in the role of nuclear weapons that is signified by No First Use (NFU) doctrine. The latter point represents political intervention while the two former signify the action-reaction cycle which is primarily a product of technology. However, both China and India must contend with nuclear powers that espouse First Use. China in dealing with the United States and Russia who are quantitatively superior nuclear powers, while India deals with Pakistan whose claims of quantitative superiority are contested. ​ In technological terms, the rise of China and the U.S. reaction resulting in contemporary geopolitical flux at the global level has impacted the evolution of China’s nuclear arsenal. The most prominent illustration of this is China’s reaction to the United States’ withdrawal from the Ballistic Missile Defense Treaty. Earlier China had eschewed development of BMD, but the United States’ quest to create BMD has caused China to attempt to develop its own BMD system as well as systems that can overcome BMD like multiple independently targetable reentry vehicles (MIRVs) and Hyper Glide Vehicles (HGVs). 320. Re-thinking Biological Arms Control for the 21st Century

International treaties prohibit the development and use of biological weapons. Yet concerns about these weapons have endured and are now escalating. It is high time to take a hard look at technical and political developments and consider how the international security policy community should respond. ​ A major source of the growing concern about future bioweapons threats stem from scientific and technical advances. Innovations in biotechnology are expanding the toolbox to modify genes and organisms at a staggering pace, making it easier to produce increasingly dangerous pathogens. Disease-causing organisms can now be modified to increase their virulence, expand their host range, increase their transmissibility, or enhance their resistance to therapeutic interventions.[1] Scientific advances are also making it theoretically possible to create entirely novel biological weapons,[2] by synthetically creating known or extinct pathogens or entirely new pathogens.[3] Scientists could potentially enlarge the target of bioweapons from the immune system to the nervous system,[4] genome, or microbiome,[5] or they could weaponize ‘gene drives’ that would rapidly and cheaply spread harmful genes through animal and plant populations.[6] ​ Concurrent developments in other emerging technologies are also impacting potential future biological weapons threats. Developments in artificial intelligence and machine learning could speed up identification of harmful genes or DNA sequences. Artificial intelligence and machine learning could also potentially enable much more targeted biological weapons that would harm specific individuals or groups of individuals based on their genes, prior exposure to vaccines, or known vulnerabilities in their immune system.[7] Big Data and ‘cloud labs’ (completely robotized laboratories for hire) facilitate this process by enabling massively scaled-up experimentation and testing, significantly shortening ‘design-test-build’ timeframes and improving the likelihood of obtaining specificity or producing desired biological functionality.[8] Other developments provide new or easier ways to deliver pathogens or biological systems. Nanotechnology could potentially create aerosolized nanobots dispersing lethal synthetic microbes or chem-bio hybrids through the air,[9] or in vivo nanobots releasing damaging payloads inside human bodies.[10] Aerosol or spraying devices attached to swarms of small unmanned aerial vehicles, or drones, could be another potential means to disperse biological agents. Additive manufacturing, or 3D printing, could circumvent barriers imposed by national export control systems on controlled laboratory equipment or dispersal devices. ​
