Abstract:
Globalization is a framework for describing many affiliated worldwide developments. Globalization isn't simply more of the ongoing process of internationalization; rather it describes the increasing ease with which technologies, people, goods, services and capital move transnationally. But the term is also widely used to convey such elements as universalization and changes to sovereignty. While many embrace it, others fear it. Former Federal Reserve chairman Alan Greenspan has suggested that opposition to globalization could have the effect of reversing progress on free trade. The International Forum on Globalization is one organization that seeks to reverse globalization. The readings in this course pack focus on the many facets of globalization.

2. Losing Control? Sovereignty in the Age of Globalization

Abstract:
What determines the flow of labor and capital in this new global information economy? Who has the capacity to coordinate this new system, to create some measure of order? What happens to territoriality and sovereignty, two fundamental principles of the modern state? And who gains rights and who loses rights? Losing Control? examines the rise of private transnational legal codes and supranational institutions, such as the World Trade Organization and universal human rights covenants, and shows that though sovereignty remains an important feature of the international system, it is no longer confined to the nation-state. Other actors gain rights and a kind of sovereignty by setting some of the rules that used to be within the exclusive domain of states. Saskia Sassen tracks the emergence and the making of the transformations that mark our world today, among which is the partial denationalizing of national territory. Two arenas in particular stand out in the new spatial and economic order by their capacity to set their own rules: the global capital market and the series of codes and institutions that have mushroomed into an international human rights regime. As Sassen shows, these two quasi-legal realms now have the power and legitimacy to demand action and accountability from national governments, with the ironic twist that both depend upon the state to enforce their goals. From the economic policy shifts forced by the Mexico debt crisis to the recurring battles over immigration and refugees around the world, Losing Control? incisively analyzes the events that have radically altered the landscape of governance in an era of increasing globalization.

3. Crucial Collaborators or Petty Players? The Globalization of R and the Rise of China and India

Abstract:
In recent decades, research and development has become a key new arena of globalization. Whereas multinational corporations once conducted R primarily in their home countries, it is now often dispersed across multiple locations around the world. Has this process transformed economic ties between the world's dominant state and its would-be rising powers in ways that imply an important power shift? Focusing on China and India's growing collaboration with the U.S., this paper argues that it has not. China and India remain considerably more reliant on the globalization of R than the U.S. does, and this remains a potential source of leverage for Washington. This vulnerability mainly reflects the fact that U.S. R investments in China and India are far more important for these two Asian countries than they are for the U.S. These investments loom larger in the Chinese and Indian innovation systems than they do in their American counterpart, and it is difficult to imagine any country substituting for the U.S. in this regard. In contrast, the U.S. cannot derive a great deal of leverage as a platform for R Both China and India are considerably less dependent on the U.S. in this respect.

Abstract:
This volume of essays comes out of a seminar organized by the Institute of Foreign Policy Studies, Calcutta University as a part of its UNAI program. The United Nations Academic Impact (UNAI), officially launched with a two-day conference in New York City, 18–19 November 2010, is a UN global initiative that seeks to align institutions of higher learning with the United Nations in actively supporting ten universally accepted principles in the areas of human rights, literacy, sustainability and conflict resolution. The Academic Impact also asks each participating college or university to actively demonstrate support of at least one of those principles each year. Academic Impact is a program of the Outreach Division of the Department of Public Information. It is open to all institutions of higher education granting degrees or their equivalent, as well as bodies whose substantive responsibilities relate to the conduct of research. It's essential frame of reference is:  To bring into association with the United Nations, and with each other, institutions of higher learning throughout the world; To provide a mechanism for such institutions to commit themselves to the fundamental precepts driving the United Nations mandate, in particular the realization of the universally determined Millennium Development Goals; To serve as a viable point of contact for ideas and proposals relevant to the United Nations mandate; To promote the direct engagement of institutions of higher education in programs, projects and initiatives relevant to this mandate.

5. The U.S. Senate and Iraq: Who Changed Their Views and Why?

Focusing on the evolving views of the 77 U.S. Senators who voted to authorize the use of force in Iraq in 2002, we seek to explain why some political leaders changed their views markedly from 2002 to 2008 and others did not. We argue that in view of the great preponderance of evidence that the initial premises of U.S. intervention in Iraq were not fulfilled, Bayesian updating cannot by itself explain the persistence of divergent views on Iraq. It is also puzzling that a half-dozen senators persisted in their support of Bush's position on Iraq even though this may have contributed to their electoral defeat. We use a combination of political and psychological variables, including ideology, party affiliation, safety of the senator's seat, military service, cognitive style, and presidential aspirations to explain why some senators changed their public positions on Iraq within a year, others did so by 2006, still others in 2007, and some changed very little in more than five years. We combine these variables into a typological theory and test it against a qualitative analysis of 20 senators' views on Iraq. We conclude that our model is relatively successful in predicting not only when senators' views changed but what rationales they gave for why their initial expectations were not borne out. We also note several senators who prove important anomalies for our model, including Senators Lieberman, who was the only Democrat who did not move toward opposing Bush's policies, and McCain, who thus far has not moved toward the political center on Iraq despite having effectively secured his party's nomination.

6. In Pursuit of Justice: Prosecuting Terrorism Cases in the Federal Courts

Abstract:
This White Paper examines the capability of the federal courts to handle criminal cases arising from international terrorism. In the Paper, we focus on terrorism that is associated— organizationally, financially, or ideologically—with self- described “jihadist” or Islamist extremist terrorist groups like al Qaeda. 1 Many observers have expressed views on this important subject. 2 Some have argued for prosecuting terrorist criminals outside of the civilian court system; others have called for the establishment of an entirely new “national security court.” 3 A premise of such arguments is that the traditional court system is not well-equipped to handle international terrorism cases. We aim to explore that premise.

Abstract:
In the aftermath of a wave of deadly terrorist attacks that began in 2003, the Kingdom of Saudi Arabia launched a wide-ranging counterterrorism campaign. Central to Saudi counterterrorism efforts has been the use of unconventional “soft” measures designed to combat the intellectual and ideological justifications for violent extremism. The primary objective of this strategy is to engage and combat an ideology that the Saudi government asserts is based on corrupted and deviant interpretations of Islam. The impetus for this soft approach came in large part from the recognition that violent extremism cannot be combated through tradition security measures alone. This Saudi strategy is composed of three interconnected programs aimed at prevention, rehabilitation, and post- release care (PRAC). Although only in operation for the past four years, the Saudi strategy—es- pecially the rehabilitation and counter-radicalization programs—has generated very positive and very intriguing results. To date, recidivist and rearrest rates are extremely low, at approximately 1 to 2 percent. Similar programs designed to demobilize violent extremists and their supporters are increasing in popularity, with a number of countries adopting comparable counter-radicalization pro- grams. Algeria, Egypt, Jordan, Yemen, Singapore, Indonesia, and Malaysia have all established rehabilitation and engagement programs, as has the U.S. military through Task Force 134 in Iraq. As such, the importance of understanding the Saudi strategy, and counter-radicalization broadly, is increasing in relevance in the fight against violent radical Islamist extremism.

8. How We Talk about the "War on Terrorism"

Abstract:
This paper focuses on how leaders in Western countries talk about the “war on terrorism.” The paper discusses the difficulties of defining “terrorism,” because, unlike Marxism or capitalism, “terrorism” is not an ideology. Instead the term may be used to designate actions that are used by members of non-governmental organizations against civilian targets. In the case of the “war on terrorism,” the signifier, “terrorism,” is used widely. However, the signified, the perpetrators and what they do, are quite different. Because the designation of the signified depends upon the speaker, the concept of terrorism seems to be subjective and fluid. The signified switches radically both by context and over time, while the only aspect that is stable is the signifier, “terrorism.” The paper goes on to analyze the “war on terrorism” as an ontological metaphor. The paper concludes by arguing that although figures of speech contribute to the cognitive dimension of meaning by helping us to recognize the equivalence to which we are committed and suggesting new equivalences, metaphors like the “war on terrorism” raise problems and do little to increase our understanding. Considering different cultural codes and world views, this type of metaphor is highly counterproductive for communication on the global level.
