Abstract:
Italian capabilities, expertise and potential in the space sector are not widely known. Among state actors, Rome has actually been a pioneer in the field, boasting a long tradition that started in 1964 when Italy became the third country, after the Soviet Union and the United States, to send a nationally manufactured satellite into orbit.[1] From an industrial standpoint, Italy is among the few countries whose companies cover the whole space value chain.[2] In Europe, Rome is ranked second for total number of assets in orbit and is currently the third contributor to the European Space Agency (ESA).[3] An Italian astronaut, Samantha Cristoforetti, has recently become the first European woman to take command of the International Space Station (ISS).[4]

When Russia invaded Ukraine one year ago, there were immediate concerns about the effects on food and energy security, and on geopolitical alignment in other countries. The world was right to be concerned, but the repercussions have been much wider and deeper than many predicted. There are two main ways in which conflict dynamics have shifted, neither of them solely caused by the war but both exacerbated by it: Russian’s war on Ukraine has shone the lens on inter-state conflict and proxy war Compounding the pandemic and climate change, a war started in one corner of the world has resulted in a global cost-of-living crisis and increasing debt for almost every country worldwide—countries that had no hand in Russia’s invasion or in the failure to respond to public health and socio-economic crisis. Abstract:
Last week, CIC released a major new joint report with Chatham House on aid to “politically-estranged” settings – countries where donor relations with national authorities are frayed or broken because of unconstitutional changes in government, internationally contested elections, and major sanctions. Development aid to these countries has been suspended or severely curtailed, often because of domestic pressures to disengage, leaving the problem to traditional humanitarian approaches. In this report, CIC and Chatham House argue that development engagement is needed, and outline the ways to do so without legitimizing unconstitutional regimes, in concertation with regional actors. This piece focuses on two major areas: Why should donors care in this current moment? What has been new in our thinking about the major challenges and solutions for how to work in these contexts?

This policy brief takes a comparative examination of how the United Nations has adopted a paradoxical interpretation of its guiding principles to address the complex humanitarian crises in Syria and Yemen. It offers approaches that could change the course of international humanitarian operations and protect them from further politicization, weaponization, and diversion. The consequences of the February 2023 earthquakes in Turkey and Syria extend far beyond physical destruction and loss of life, particularly in northwestern Syria (NWS). Immediately after the earthquake, extensive debates erupted within the local and international humanitarian community, criticizing the United Nations (UN) for its inadequate response. These debates quickly broadened to include concerns that UN humanitarian assistance had become a powerful tool for the Assad regime in its strategy to make political and military gains in war-torn Syria. The dilemma of international humanitarian assistance in Syria is not just a matter of timing or funding but, more importantly, of delivery mechanisms. Syria’s endless humanitarian nightmare revolves around the controversial interpretation of the guiding principles of the UN.

Abstract:
Amongst the many elements proposed in the secretary-general’s 2021 report Our Common Agenda was the call for a New Agenda for Peace because “the world is moving closer to the brink of instability, where the risks we face are no longer managed effectively through the systems we have.” The United Nations (UN) system was invited to develop a New Agenda for Peace as part of the preparations of the Summit of the Future, and the New Agenda will be the subject of one of 11 policy briefs to be issued in advance of the September 2023 preparatory ministerial meeting for the Summit of the Future. The forthcoming Secretariat policy brief will be informed by consultations with member states and other stakeholders. However, as the Pact for the Future will ultimately be a member state document, the issuance of the Secretariat policy brief will mark the initiation—not the culmination—of the intergovernmental deliberations on what will be included in the New Agenda for Peace to be agreed by member states during the Summit of the Future in September 2024. This piece provides a historical glance at past UN reforms, identifies the primary challenges and opportunities the UN and its member states face as they undergo this process, and looks forward to the key priorities that can be taken up from a realistic and practical perspective. Highlighted is how the New Agenda for Peace “provides a rare opportunity for the United Nations to examine and reflect upon the totality of the peace and security work of the Organization to uncover and better understand the synergies and contradictions of the existing processes and structures.”

Abstract:
New York will gear up this month to receive over 100 heads of state and government at the United Nations General Assembly. Behind the scenes, rising geopolitical tensions caused by structural competition, by the invasion of Ukraine and by the internationalization of other conflicts and coups d’etats (notably in West and Central Africa) will dominate. The world faces the prospect of more frequent interstate conflict and economic confrontation, which would have devastating consequences for international cooperation on socio-economic prosperity, conflict, and climate. We expect China, Russia, and Western countries to seek to build out their respective alliances—as previously analyzed, there have been moves from the West to make concessions to the Global South and a heating up of development competition between China and the West. In this CIC Perspective piece, authors examine the “state of play” at this year’s United Nations General Assembly (UNGA78), and discuss what success would look like at the Sustainable Development Goal (SDG) Summit taking place, along with how we can create the necessary means for action.

Abstract:
Russia’s invasion of Ukraine has weakened its influence in Central Asia, especially in Kazakhstan. Russia is no longer a regional hegemon, which may increase regional instability. Tensions between Kyrgyzstan and Tajikistan are especially dangerous. Despite Moscow’s diminished influence in Central Asia, regional states cannot afford to completely ignore Russian interests. Western hopes for Central Asian gas resources to be pumped westwards and circumvent Russia remain unlikely to be fulfilled.

Since the 1990s, China has tried to build the China-Kyrgyzstan-Uzbekistan (CKU) railway. The railway would advance China’s geopolitical and economic interests in Central Asia. Until recently, China has been unable to overcome opposition to the project in Kyrgyzstan and Uzbekistan. However, local concerns about the railway may be giving way since Russia’s war in Ukraine has made new trade routes bypassing Russia more profitable, and a new Uzbek government is looking to expand regional and international engagement.

409. New Canal Threatens the Peace Between the Taliban and Central Asia

Abstract:
Since their return to power in Afghanistan in August 2021, the Taliban have managed to reach an understanding with most of the Central Asian governments to preserve a relative calm along the areas of the Afghan-Central Asian frontier. Disputes over water use have suddenly become an issue that could derail ties between Afghanistan and Central Asian states. Specifically, the construction of the Qosh Tepa canal in northern Afghanistan could lead to the loss of water for tens of thousands of people in downstream communities in Uzbekistan and Turkmenistan. In addition, three people were killed in recent clashes between Iranian border guards and Taliban fighters along the Afghan-Iranian border over rights to water from the Helmand River.

410. Japan’s New National Security Strategy Is Making Waves

Abstract:
Japan’s new National Security Strategy (NSS) contains several groundbreaking commitments, including plans to deploy long-range counterstrike capabilities and to raise defense spending to 2 percent of gross domestic product. A slim-but-significant majority of Japan’s public now seemingly supports efforts to strengthen Japan’s defense capabilities, a political consensus once nearly unthinkable. The United States, India, Taiwan, and others that share Japan’s concern about military aggression from China, North Korea, and Russia have welcomed Japan’s NSS. Some countries in the Indo-Pacific, including South Korea and certain Southeast Asian nations, have expressed mixed reactions to the NSS, as some still harbor distrust toward Japanese military power due to the historical memory of the Second World War. China and North Korea continue to cultivate anti-Japan sentiment within their domestic populations and within other countries in the region.
