Abstract:
After a major wave of democratization over the last decade, the stalemate in Turkey's reform process and the rising concerns about 'creeping authoritarianism' under the ruling AKP government attracted the attention of many scholars. How could Turkey manage to achieve substantial progress in democratization over the last ten years and why has the current government lost its reformist spirit? This article seeks to answer these questions by developing a multi-dimensional, holistic approach that tries to integrate structures and actors, domestic and external forces, rather than single-mindedly focusing on certain aspects whilst downplaying other crucial elements.

Abstract:
The Euro-zone project has been struggling for survival since it was hit hard by the global financial crisis in 2008. When the crisis first erupted, the member countries immediately plunged into a vicious cycle of 'blame-game' by trying to transfer the burden on the shoulders of other members. In this article, we argue that the structural problems pertaining to the very architecture of the Euro-zone rather than the individual policy choices of member states were at the heart of the deep crisis that the European Union is currently confronted with. Our central argument, therefore is that the 'economic integration/political fragmentation' paradox constitutes a central underlying element of the Euro-zone crisis. We claim that the future of the Euro-zone and thereby the European Union will mainly be shaped by the response of the European leaders to the economic integration/political fragmentation paradox. The mostlikely response of the EU to this paradox will be a La Carte Europe, which foresees different integration level among EU member countries. Finally, the type of European leaders' response to the paradox in question will closely affect the future of Turkey-EU relations. The emergence of a more flexible Europe may open up new avenues for Turkey-EU relations.

Abstract:
Turkey redefined its geographical security environment over the last decade by deepening its engagement with neighboring regions, especially with the Middle East. The Arab spring, however, challenged not only the authoritarian regimes in the region but also Turkish foreign policy strategy. This strategy was based on cooperation with the existing regimes and did not prioritize the democracy promotion dimension of the issue. The upheavals in the Arab world, therefore, created a dilemma between ethics and self-interest in Turkish foreign policy. Amid the flux of geopolitical shifts in one of the world's most unstable regions, Turkish foreign policy-making elites are attempting to reformulate their strategies to overcome this inherent dilemma. The central argument of the present paper is that Turkey could make a bigger and more constructive impact in the region by trying to take a more detached stand and through controlled activism. Thus, Turkey could take action through the formation of coalitions and in close alignments with the United States and Europe rather than basing its policies on a self-attributed unilateral pro-activism.

4. The new wave of foreign policy activism in Turkey: drifting away from europeanization?

Abstract:
Currently, the prospects for Turkey's EU membership do not look very bright. With key chapters for negotiation already suspended, the government is likely to resume a loose Europeanization agenda. The counterpart of this in the foreign-policy realm is an approach based on 'soft Euro-asianism'. An attempt is also being made to develop friendly relationships with all neighboring countries, coupled with a mediating role in regional conflicts, but without the EU providing the main axis for foreign policy. The present report investigates the continuities and ruptures in Turkish foreign policy during the post-2002 AKP era. It attempts to identify the underlying reasons for the decline in enthusiasm for EU membership following the golden age of Europeanization and reforms during the early years of the AKP government. The report also points to internal and external political developments which may help to reverse the current drift away from Europeanization.

Abstract:
The prospects for Turkey's ambitions for full EU membership do not appear to be very bright in the current conjuncture. The “grand coalition for special partnership” appears to be firmly entrenched. With key chapters for negotiation already suspended what is likely to happen is that the government in power is likely to pursue a loose Europeanization agenda of gradual reforms falling considerably short of deep commitment for full-membership. The paper investigates the underlying reasons for the decline of enthusiasm for EU membership following the golden age of Europeanization and reforms during the early years of the AK Party government. The article also points to domestic and external developments which may help to reverse the current stalemate and, hence, ends with an optimistic note concerning the future of Turkey-EU relations.
