Abstract:
This paper is part of CTR's Working Paper Series: "Eastern Voices: Europe's East Faces an Unsettled West." Twenty five years after Armenia, Azerbaijan and Georgia became independent states, the South Caucasus remains a strategically sensitive region between Europe and Asia, Russia and the Middle East. It is still struggling with the legacy of the conflicts that broke out as the Soviet Union collapsed. Economic development lags behind its neighbors and unemployment and emigration are enduring problems.

Abstract:
The Soviet leader who was responsible for the deaths of millions over his thirty-year rule still commands worryingly high levels of admiration for a host of reasons. These findings are clear in the first-ever comparative opinion polls on the dictator in the post-Soviet countries of Armenia, Azerbaijan, Georgia, and Russia. The surveys, commissioned by the Carnegie Endowment in 2012, suggest de- Stalinization has not succeeded in the former Soviet Union and most post-Soviet citizens have not come to grips with their history.

The historic normalization between Armenia and Turkey has stalled and it is critical to prevent relations from deteriorating further. If Armenia and Turkey eventually succeed in opening their closed border, it will transform the South Caucasus region. But the concerns of Azerbaijan, Turkey's ally and the losing side in the Nagorny Karabakh conflict, need to be taken into account. The international community needs to pay more attention to the conflict and work harder to break the regional deadlock it has generated.

If Armenia and Turkey eventually succeed in opening their closed border, it will transform the South Caucasus region. But the concerns of Azerbaijan, Turkey's ally and the losing side in the Nagorny Karabakh conflict, need to be taken into account. The international community needs to pay more attention to the conflict and work harder to break the regional deadlock it has generated. The annual debate over the use of the word genocide to describe the fate of the Ottoman Armenians in 1915 has turned into an ugly bargaining process. It is time to take a longer view. President Obama should look ahead to the centenary of the tragedy in 2015 and encourage Turks to take part in commemorating the occasion.

5. Central Asia and the Caucasus: A Vulnerable Crescent

Abstract:
The Caucasus and Central Asia – eight countries of the former Soviet Union stretching to the south of Russia and to the west of China – form a chain of weak states, vulnerable to conflict, extremism, and spillover from potential instability in the Middle East, Iran and Afghanistan. Once on the path of the Silk Road, these countries are still transit routes in the world economy rather than major economic players. The overarching problem for the Caucasus countries situated on the eastern fringe of Europe – Armenia, Azerbaijan, and Georgia, as well as the Russian North Caucasus – is unresolved conflicts that hamper development and poison politics. The Caucasus has become a field for latter-day Great Power battles of influence, in which competing policy agendas, sometimes even from within the same state, make for a fragmented international response that hampers regional integration and development. The autocratic states of Central Asia by contrast risk isolating themselves from the wider world, becoming a source of danger because of their deliberate remoteness. Here the globalized threats of drug trafficking and militant Islam are the biggest potential source of instability. Multilateral organizations such as the UN are still struggling to articulate a coherent response to the two regions as a whole, tending to make more narrow interventions that have limited impact.
