Abstract:
During the first decade of seismic aftershocks associated with the end of the Cold War, the humanitarian community has experienced tensions along numerous fault lines. Tensions that have loomed largest include those between organizations that deliver life-saving emergency assistance and those committed to protecting basic human rights, those between practitioners confronting daunting choices in the field and researchers examining the options available and choices made, and those between professionals in North America and in Europe seized with these issues.

Abstract:
Increased concerns about the negative humanitarian consequences of multilateral sanctions have prompted calls for reform. Drawing upon expertise in both humanitarian activities and sanctions scholarship, the report by independent analysts offers a series of recommendations to the United Nations system for ameliorating the adverse humanitarian consequences of sanctions and making their implementation more effective and accountable. The authors call for greater transparency in the functioning of UN sanctions committees and urge that the present ad hoc policy be replaced by a more regime-like system characterized by agreed principles, rules, and procedures.

The Liberian civil war has severely tested the ability of the international community to maintain humanitarian operations while promoting peace and security. Against the backdrop of fluctuating international interest, Liberia's multifactional conflict, based as much on material gain as on political objectives, has thwarted peace efforts and frustrated the best efforts of humanitarian agencies.
