1. COVID-19: NATO in the Age of Pandemics

Abstract:
Because of its magnitude, economic dimension, and lethality, the COVID-19 crisis has raised a wide range of questions that pertain to how seismic the crisis is, how much it will shape international politics and in what ways it is going to change the way we live. These are strategic-level questions (with very practical consequences) that only arose to the same degree in the context of the Second World War. The analysis of the impact of the current crisis on international security is not an easy exercise given that a) the crisis is not over and b) it will impact so many interconnected domains over such a long period that the number of unknowns is immense. The way and speed in which COVID-19 has already changed our lives – who would have thought in January 2020 that just three months later all of Europe’s economies would be totally paralyzed with most of their populations at home under lock-down? – are also an invitation to some prudence, or modesty, when it comes to predicting the fallout. On three occasions over the last 20 years, major events on the international scene – 9/11, the Arab Spring, and the current health crisis – have come as strategic surprises to our societies (if not to policy-makers and security experts). Not that global terrorism, political and social unrest in the MENA region or pandemics were absent from strategic foresight exercises, but the way they happened and, even more uncertainly, the type of cascading effects they provoked, were simply beyond any predictive capacity. The topic of the day, and of this Research Paper, is more the cascading effects of the current crisis than its non-prediction. Looking back at 9/11 and the Arab Spring, and at what those events meant for NATO, one can only acknowledge that such implications could hardly have been fully comprehended in the midst of the two events.

2. NATO and the EU The essential partners

Abstract:
The state of NATO-EU relations is currently high on the political agenda. There are at least three reasons for this. First, there is a genuine expectation that both organisations should increasingly work together and complement each other in an era where threats are multifaceted. There is a recognition that tackling such threats, while having to adapt their respective positions in light of geopolitical muscle flexing in other parts of the world, requires both organisations to strengthen the partnership. In 2016, the two institutions adopted a Joint Declaration that reflected on this necessity: “In light of the common challenges we are now confronting, we have to step up our efforts: we need new ways of working together and a new level of ambition; because our security is interconnected; because together we can mobilize a broad range of tools to respond to the challenges we face; and because we have to make the most efficient use of resources. A stronger NATO and a stronger EU are mutually reinforcing. Together they can better provide security in Europe and beyond”.1 Second, there are concerns over how NATO-EU relations are faring at a time when the transatlantic relationship is going through turbulent times. In particular, US relations with several EU member states and the EU in general are mired in disagreements on issues ranging from the future of the Joint Comprehensive Plan of Action, also known as the Iran nuclear deal, to the possibility of introducing new tariffs on specific goods traded between the two sides. Looming on the horizon there are also concerns about the implications of Brexit for NATO-EU relations – in particular, whether it may inadvertently complicate both organisations’ ability to work together.

3. Calibrating the scope of NATO’s mandate

Abstract:
Anniversaries are opportunities to look back at what has been achieved and to look forward to what ought to be changed and, possibly, improved. Having reached a mature age, an anniversary can also be an occasion to ponder deeper questions of self-identity, purpose and ambition. In 2019 NATO turned 70, and if, overall, it can be proud of what it has achieved for the security of its citizens since 1949, there are also challenges that con- strain its full success as a security actor. More specifically, since 2014, the combination of the Alliance’s two main missions of “deterrence and defence” and “projecting stability”, furthermore in a context of transatlantic tur- bulence and deep tension among member states, has raised a number of questions about NATO’s capacity to remain united and fit for purpose. While the security environment is increasingly com- plex, with constantly evolving threats, and adversaries challenging established state actors and the way they fight, how should NATO further adapt to remain rel- evant? While conflicts are increasingly “hybrid”, should NATO embrace the largest portfolio possible to match the various layers of hybridity, or should it stay focused on what it does best – delivering hard power? Proba- bly both: staying focused might be an option in an ide- al world, but in fact, broadening the scope of NATO’s mandate will be difficult to resist.

4. The internal nature of the Alliance’s cohesion

Abstract:
NATO Summits take stock of recent political and security developments, assess how they affect the Alliance’s posture and adaptation agenda, and decide on possible new directions. From the outside, a key feature of any Summit is also what it reveals about NATO’s political cohesion and relevance. The political cohesion of an international organization results from a general consensus among its key member states about its mandate, objectives and methods of operation. Relevance is about the extent to which an institution delivers on its mandate and therefore serves its purpose; relevance may be real or perceived, but is in any case essential to political cohesion. Cohesion and relevance can be undermined in at least three different ways. First, an institution’s cohesion and relevance are jeopardized whenever that institution proves unable to effectively deliver on the mandate it was established for. Second, cohesion and relevance are at stake when member states no longer agree on the objectives or methods of the institution, and as a consequence on the level of resources to allocate to it. Third, institutions’ cohesion and relevance may suffer from a lack of public buy-in for what they are and do. At all levels, the assessment results from a mix of rational analysis and a dose of manipulated subjectivity.

5. European defence: what impact for NATO?

The story of the EU’s efforts to acquire some kind of autonomy in the security domain has al- ways been told with reference to NATO. Back in Saint-Malo in 1998, French President Chirac and UK Prime Minister Blair framed the idea of a Eu- ropean Security and Defence Policy (ESDP), part- ly in response to NATO’s primacy in handling the Yugoslav conflicts. The objective at the time was for the Union to be given the “capacity for auton- omous action”,1 with “autonomous” referring to freedom from NATO and the United States. In this endeavour, the perception in NATO has always oscillated between indifference vis-à-vis a process that did not seem credible, and concern that an increased EU role in defence could under- mine NATO’s centrality and the transatlantic link. Over the last few years, the EU has embarked upon a process of beefing up its defence profile, raising anxieties in NATO circles. Most recently, references to the need for Europe to acquire stra- tegic autonomy or to move towards a European army, have added to the concerns. But are there reasons for NATO to worry about what the EU and its member states are doing? Is the EU aspira- tion in defence threatening the transatlantic link? Does the EU have the power to unsettle NATO?

Abstract:
Just over five years ago, relations between the EU and UN were strained due to the difficulties of planning and implementing coordinated missions in Chad and Kosovo. Today, relations are considerably more cordial, but there is still room to improve the two organizations’ joint planning procedures. This paper aims to assess what has been achieved in the field of planning coordination and what the remaining challenges are; it also makes some suggestions for further action.

At the time, the two institutions had limited experience of one another, and apart from some cooperation between the European Commission and UN agencies dealing with development and humanitarian affairs, very little had brought them together in the field of crisis management.

Abstract:
The United Nations (UN) and the European Union (EU) are both key institutions in the peacebuilding realm. The UN has, since the end of the Cold War, embraced post-conflict peacebuilding as one of its core activities, and most of its sixteen current peacekeeping operations include a peacebuilding component. Likewise, the EU has become an increasingly important institution of peace consolidation in all its aspects, both through the role of the European Commission and more recently that of the intergovernmental Common Security and Defence Policy (CSDP). Post-conflict peacebuilding is an all-encompassing activity, which takes place at the nexus of security and development and that requires a wide range of policy responses. This theoretically places the UN and the EU in favourable positions, as institutions that aspire to develop a holistic approach, and to cover the entire continuum of conflict management. The simultaneous involvement of these two institutions in post-conflict peacebuilding poses the question of their respective policies in different terms. From Bosnia-Herzegovina or Kosovo to the Democratic Republic of the Congo (DRC) or Chad, through military cooperation or UN-led but European Commission-financed civilian programmes, questions arise as to the interaction between two different types of actors, the nature and depth of inter-institutional relations, the division of tasks and the level of mutual reinforcement or redundancy.

Abstract:
Contrary to some predictions of decline in United Nations (UN) involvement in peacekeeping (alongside the increasing role of regional organizations), the last decade has been characterized by a constant increase in personnel deployed in UN peacekeeping operations, demonstrating both the legitimacy of the UN for this type of activity, and its flexibility and adaptability. More precisely, the wide range of instruments at the disposal of the UN in the field of conflict management makes it a permanent option as well as a facilitator of burden sharing among organizations.

The past decade has seen a nine-fold increase in UN peacekeeping operations. With over 123,000 deployed personnel across 16 missions, and at a cost of approximately USD 8 billion per year, the scale of United Nations (UN) peacekeeping today is unprecedented. While prior reforms have enabled growth and helped to define the core strengths of operations, UN peacekeeping now finds itself, once again, at a crossroads: 'The scale and complexity of peacekeeping today are straining its personnel, administrative and support machinery.' The peacekeeping partnership is under stress – among contributors, the Security Council, and the UN Secretariat. Several current peacekeeping missions are deployed beyond their doctrinal and capacity comfort zones.
