1. Risk-Limiting Audits: A Guide for Election Observation Efforts

Abstract:
The risk-limiting audit (RLA) is a statistical technique for limiting the risk of certifying an incorrect election outcome — that is, the risk that the apparent winner did not in fact receive the most votes. A random sample of paper ballots is visually checked by auditors, and the results are compared with the outcome reported by the tabulator/scanner equipment. If there is sufficiently strong statistical evidence based on this sample that the reported outcome was correct, the audit stops and the tabulated result is confirmed. If evidence from the sample is inconclusive, another sample is drawn, potentially progressing all the way to a full hand recount. The RLA thus either confirms the reported outcome or corrects it.

The 2030 Agenda for Sustainable Development sets peace, justice and strong institutions as goals for the international community to work toward, along with participatory decision-making at all levels and equal representation and participation of women in public affairs (Goals 5.5 and 16.7).1 The Human Rights Council stressed “the critical importance of equal and effective participation in political and public affairs for democracy, the rule of law, social inclusion, economic development and advancing gender equality, and for the realization of all human rights and fundamental freedoms.” 2 As part of their broad mandate to protect and promote human rights, national human rights institutions (NHRIs) have a key role to play in protecting and promoting the right to participate in public affairs.

Election observation is the process by which parties, candidates, citizen groups or independent organizations deploy observers to witness the electoral process. Different types of observers have very different goals for watching an election. While observers from political parties seek to ensure that election administration does not disadvantage their campaigns, nonpartisan observers focus on checking compliance with election administration regulations. Credible nonpartisan observers are interested in promoting integrity, transparency, and efficiency in the electoral process and have no stake in the political outcome.During contentious or highly competitive elections, impartial observation can provide an important avenue for reliable feedback about which aspects of an election went well and what parts could improve

Through their joint initiative on Human Rights and Election Standards, the Office of the United Nations High Commissioner for Human Rights and The Carter Center have worked to bring the human rights and election communities closer and to foster stronger links and communication between them. This Plan of Action aims to advance human rights related to genuine democratic elections by charting a course of practical steps toward our shared goals. The draft plan was developed based on the recommendations formulated through consultations that took place between 2015 and 2017. Going forward, organizations and individuals may agree on an ad-hoc basis to disseminating and acting upon the recommendations in this Plan of Action. The OHCHR and The Carter Center acknowledge the many individuals and organizations that contributed to the Human Rights and Election Standards consultations

Daesh’s innovative and tailored use of social media has enabled the terrorist organization to lure and recruit disaffected young men and women on a global scale. Effective interventions to reduce the flow of foreign fighters to Daesh require a nuanced understanding of the organization’s recruitment strategies. This includes both the range of Daesh’s propaganda media (videos, online print materials, offline recruitment networks), and the material’s content.1 Such analysis is essential for policy-makers and community leaders who are on the frontlines of developing effective counter-narratives to Daesh’s insidious ideology.

Since its inception, Daesh has been successfully recruiting women across national and ideological lines to assume key positions in advancing the organization’s objectives. According to recent estimates, out of 31,000 fighters within Daesh territories, almost one-fifth, roughly 6,200, are women. Yet, to date, research and policy focus on women’s involvement in Daesh has been scant. Several media accounts that have covered female participation tend to be alarmingly reductionist in their description of the roles women play in Daesh. These reports primarily categorize women as either passive victims, “Jihadi brides,” or subsidiary supporters of male guardians with negligible influence. This approach not only ignores the multiplicity of roles played by women to expand Daesh’s ideological and operational agenda, but also oversimplifies the motivations behind their decisions to join Daesh. Just like their male counterparts, women are complex human beings with conflicting aspirations, ideological leanings, and life struggles that inform the choices they make.

The Carter Center’s in-depth report, “A State Affair: Privatizing Congo’s Copper Concessions,” is the culmination of the Center’s analysis of mining sector trends in the Democratic Republic of Congo (DRC) since the end of the Zaire era 20 years ago, with a strong focus on the DRC’s key state-owned mining company, Gécamines. The report draws on the Center’s detailed analysis of the mining contract review process in the DRC following the 2006 elections and includes a broader economic and political analysis of mining privatization in the former Katanga province, a region particularly rich in copper and cobalt.
