Abstract:
The US and a coalition of allies are once again intervening in the Middle East. This time it is in response to the rapid military advancement of Daesh, the acronym Arabic speakers use for the Arabic name of ISIS, Al-Dawla al-Islamiya fi al-Iraq wa al-Sham. Some ten weeks into the start of military operations a common view is that the coalition's aerial campaign has only had limited success at best. On the plus side, coalition air power coupled with local forces on the ground were able to save a great many Iraqi Yazidis who were being threatened by Daesh, but equally a great many of this sectarian minority were massacred and, in the case of women and girls, raped or sold into sexual slavery. The Kurds subsequent to the initial retreat of their much vaunted Peshmerga forces have been able to stabilize their fighting lines against Daesh and regain control of the important Mosul dam. This particular success is in part due to the Kurds themselves and in part due to the support of coalition air strikes and delivery of supplies, but it also appears to be due in part to Daesh turning its focus to Anbar and northern Syria. On the negative side, Daesh not only continues to hold Mosul, among many other Iraqi cities and towns, but it has also expanded its control of territory in Anbar province from where it now poses a potential threat to Baghdad and areas in and around the Iraqi capital city. Daesh also made significant advances in northern Syria where it threatened to overrun the Kurdish city of Kobane on the Syria-Turkey border, creating the looming prospect of the massacre of the fighters and civilians still there. Over the past few days the intensification of coalition air strikes in and around this city appears to have halted and at least partially pushed back the Daesh assault, but the city and its inhabitants are far from being safe as it could still fall in the days and weeks to come.

Abstract:
Today the US Army is engaged in the effort to learn the appropriate lessons from the wars it has been engaged in since the autumn of 2001 and to think through what type of force it needs to be, with what kinds of capabilities, in order to prepare for further future conflicts in the 21st Century. Estimating the character of future conflicts, and then preparing one's forces appropriately, is not an easy task. A critical line of argument today is that the vision of future warfare the Army developed in the decade plus following the end of the Cold War left it ill-prepared for the wars it found itself conducting in Afghanistan and Iraq. In an article published in 2007, US Army Lt. Col. Paul Yingling very pointedly, and very boldly for a serving officer, contended that, "throughout the 1990s our generals failed to envision the conditions of future combat and prepare their forces accordingly." The US Army's operational experiences in the first decade of this century, particularly in the early years of the long conflict in Iraq, suggest that it marched eyes wide shut through the decade of the 1990s into the 21st Century.

3. Fear and Loathing in Afghanistan?

Abstract:
The passing tempest towards the end of June that led to the relief of US General Stanley McChrystal as commander of NATO forces in Afghanistan was both fascinating and disturbing. Much of the initial focus of the public debate focused on whether Gen. McChrystal should or should not be relieved because of the apparent distain of his command staff for their civilian leadership. The apparent split in opinion among media commentators on this question apparently existed even within the administration of President Barak Obama, as Secretary of Defense Robert Gates publicly admitted he advised the president that Gen. McChrystal should be kept in post lest removing him slow down or even halt the momentum of the new counterinsurgency strategy. The revelations in the Rolling Stone article, ‚The Runaway General‛, put President Obama in a ‚damned if he did and damned if he didn't‛ position; on the one hand the president ran the risk of appearing weak if he did not dismiss Gen. McChrystal, while on the other hand he ran the risk that the removal of the general could have an adverse impact on success in Afghanistan for which he would ultimately be blamed. The President, however, demonstrated considerable political deftness in accepting Gen. McChrystal's resignation and nominating Gen. David Petraeus, currently heading up Central Command, to replace him.

Abstract:
The Nice Summit will best be remembered for the eponymous treaty, designed to make the necessary institutional reforms to allow the European Union to enlarge, but progress in the sphere of security and defence is no less significant. Following changes that began at St Malo in 1998, the EU member states demonstrated their willingness to share the security burden with the United States. However, this apparently positive move has been greeted with caution at best, hostility at worst in the US, where the European Security and Defence Policy (ESDP) is sometimes portrayed as a threat to the North Atlantic Treaty Organization (NATO). What has enabled the EU to produce a common policy on security and defence after decades of failure? What are the prospects for ESDP? What are the implications for the Atlantic Alliance?
