1. Pandemic Management: Lessons Learned For a Safer Future

Abstract:
What are the most dominant post-pandemic conclusions, and what do the latest research results on pandemic management in Serbia and the Western Balkans show? Read all about it in the newest analysis made by BCBP. The analysis concludes that the main feature of the pandemic management in Serbia is the dominance of politics and the political interests of the powerholders over expertise. Although there were moments when expertise and containing the spread of the virus were the primary goals of the management (particularly at the very beginning), the major decisions were made based on expected political consequences. This approach towards the administration is also evident in the way in which the government and state officials communicated about the pandemic and what measures were being adopted: from a spread of panic and imposing some of the most rigorous restrictions in Europe to complete silence from officials about the pandemic situation and lifting all measures. The second main characteristic of the pandemic management is non-transparency, of course of actions in various fields: giving false statements about the numbers of infected and deceased people from COVID-19, non-transparent procurement of medical equipment and vaccines, disclosed agreements with third countries and private companies. The pandemic management should have included experts from different areas, such as communicology and psychology, while organizational aspects of the management should have included plans for other vulnerable groups and patients who were totally neglected throughout the course of the pandemic. 2. Enabling Just Change in the International Health Care Governance

Abstract:
This publication comes after months of research conducted by the Belgrade Centre for Security Policy, in collaboration with its partners in the Western Balkans region - Kosovar Centre for Security Studies (Prishtina), Centre for Security Studies (Sarajevo), Institute Alternative (Podgorica), Institute for Democracy and Mediation (Tirana) and Institute for Democracy “Societas Civilis” (Skopje). The first stage focused on desk research over the course of nine months. Extensive desk research followed, with semi-structured interviews with public health experts conducted in order to assess the pandemic management in each of the Western Balkan countries – North Macedonia, Montenegro, Serbia, Kosovo, Albania, and Bosnia and Herzegovina. The second stage of the research was focused on the reform of the global health governance system and structures. This part of the research implied semi-structured interviews and discussions with global health experts, as well as with experts in global governance. The baseline for the set of recommendations presented in this paper is that pandemics remain one of the most serious threats to human, national, and global security. Therefore, fundamental reforms of global health governance must be implemented in order for the global society to be better prepared for the next pandemic. Two external experts also contributed to this paper.

3. Covidocracy in the Election Process – An Analysis of the Pandemic Narrative Serving the State Capture

Abstract:
In this analysis, the predominant narratives of the pandemic shall be explored, as well as the ways they have impacted the state capturing process in the period from the second half of 2021 till 3 April 2022, when the general and presidential elections took place in Serbia. The crisis caused by the COVID-19 pandemic denuded the authoritarian tendencies in Serbia, both in the state and in the society, making visible the size and scope of state capturing. To what extent this process has set in may be best visible by the way the institutions and authorities have made decisions during the pandemic management, as well as by the decision they have taken. It has been 26 months since the first infection case was registered in Serbia and since the two-month long state of emergency was introduced. Ever since, decisions have been taken towards reducing the virus spread, but also disregarding the opinions of experts in this field (epidemiologists, virologists and immunologists). The decisions were made depending on the ruling elite’s political interests. For the first year and a half after the outbreak, the mainstream discourse imposed by the authorities was that the state and the society were at war. All the elements of war discourse were noticeable in the statements of public officials, even experts – there is an enemy out there whom we must beat (the virus), emergency measures like curfew were introduced, the story of doctors like frontline warriors was imposed, and allies were also chosen for this war. The narrative of war like predominant discourse of fighting the pandemic provided legitimacy for the highest officials to take the crucial decisions in countering the pandemic – precisely this enabled the President of the Republic or the Prime Minister to take and communicate the most important decisions regarding this “war”, while experts were placed at the margins of decision-making. Finally, the top officials are competent for declaring victory at war, and the ruling party declared the victory over the pandemic twice, both times on the eve of elections – first time in May 2020, and second in March 2022. However, during the autumn 2021, the narrative of war as the prevalent one during the pandemic was replaced by quiet and silence, the story of the pandemic was pushed to the margins, which was particularly evident in the April 2022 pre-election period.

4. (Absence of) Trust and Security in the Second Year of the Pandemic – Serbian Citizens’ Opinions about the COVID-19 Pandemic

Abstract:
What do Serbian citizens think about the COVID-19 pandemic? What are their opinions about vaccination? Do they trust the institutions that were managing the pandemic? We present you an analysis of citizens' attitudes on these topics. The public opinion poll on the management of the COVID-19 pandemic, the process of immunisation of the population and the impact of the pandemic on the work of institutions and the status of democracy was conducted during the relatively calm epidemiological period, just before the big wave in late 2021 and early 2022, when Serbia had a record number of registered citizens newly infected with the Coronavirus. At the same time, the survey was conducted in the period when all adult citizens were offered the so-called booster or the third dose of the vaccine against COVID-19. The observed period was marked by the political and security crisis in Kosovo, so the pandemic was not in the focus of public and political discussion. In the meantime, the gradual calming of the situation regarding the pandemic itself, and primarily the reduction of the number of newly infected and dead, created space for the analysis and assessment of the way the pandemic had been managed.

5. Serbia in the Jaws of the COVID-19 Pandemic

Abstract:
The public opinion poll conducted by the Belgrade Centre for Security Policy (BCSP) in October 2020 shows that the society is divided, both when it comes to measures taken in relation to the COVID-19 pandemic and regarding the reaction of the competent institutions to the health crisis. Although no less than a third of the Serbian citizens do not believe in or have serious doubts about the existence of the COVID-19 pandemic, the vast majority of them are of the opinion that the health crisis will have serious economic consequences, while a third are convinced that it has affected the level of democracy in Serbia. Most people see the pandemic as a threat to human and national security, but they are divided over how this crisis has affected their everyday lives. Polarisation was identified in relation to the level of trust in state institutions. Citizens trust the health care system the most, which is not surprising since the health care system commonly occupies a very high position in general surveys conducted to measure trust in all institutions. The reason for the high level of trust in the health system is the fact that it is the entire health system – not just the specialised COVID departments – that is bearing the brunt of the pandemic. As for other institutions, the percentage of trust in the President of the Republic and the Crisis Task Force for the Protection of the Population from the Infectious Disease COVID-19 stands at almost fifty-fifty, which again reflects the broader picture of citizens’ (dis)trust in these permanent and temporary institutions. One of the reasons for the division in the perception of disease as a threat to the personal safety of citizens is poor informing and reporting on the course and consequences of the pandemic (frequent contradictory messages provided by the Crisis Task Force and the authorities), which has been identified in the survey as one of the biggest problems of pandemic management. An enormous number of citizens perceive China as the largest financial and humanitarian donor during the period of the pandemic, which also influences – in the general survey – positive opinions about foreign countries, where China ranks first. Despite the fact that it was in fact the European Union that helped Serbia the most in the fight against the Coronavirus, in both financial and humanitarian terms, in the eyes of the citizens China still convincingly holds the first place.
