Abstract:
Despite the welcome news on Sweden, the old Turkey is not coming back, but Erdogan’s apparent shift to legacy-building mode will give Washington opportunities to leverage his influence abroad. On January 23, Turkey’s parliament ratified Sweden’s accession to NATO, opening the path for Stockholm’s eventual membership in the alliance. The Biden administration attaches great importance to NATO expansion amid Russia’s aggression against Ukraine, and while the Swedish membership bid must still await a vote by Hungary’s parliament, Turkey’s decision is a major step forward. Previously, Ankara had held off greenlighting Stockholm’s application for nearly two years after it was submitted in May 2022, and the issue became symbolic of deeper dysfunction in U.S.-Turkish ties. This week’s parliamentary vote promises to end that epoch, giving both Washington and Ankara an opportunity to chart a new course even as other differences persist.

Abstract:
Ankara’s push for “soft recentralization” in Iraq will likely include more intensive efforts to establish the Development Road and prioritize Baghdad’s interests, though without abandoning the Kurdistan Region. As discussed in Part 1 of this PolicyWatch, Turkey’s Syria strategy is rather circuitous, potentially involving simultaneous negotiations with the Assad regime and the United States while running the risk of damaging relations with Washington if the two governments fail to coordinate their moves. In contrast, Ankara’s Iraq strategy—which boils down to promoting Turkish money over Iranian guns—is more straightforward and likely to receive U.S. backing. To this end, Ankara has conceived the Development Road, a proposed trade network that would run across Iraq and Turkey, connecting Asian and European markets via the Indian Ocean and Mediterranean Sea. Initially, the project ran counter to the India-Middle East-Europe Economic Corridor (IMEC), a U.S.-proposed route stretching from India through the Arabian Peninsula and Levant to Europe. Yet the Gaza war and ongoing Houthi maritime attacks have raised security concerns about commercial shipping through the Red Sea, suddenly boosting the prospects of the Development Road at IMEC’s expense. With Gulf money behind the project, Turkish policymakers predict the Development Road’s initial routes could open as early as 2027. Washington should consider throwing its support behind this initiative as well, particularly if it needs to counterbalance Iranian influence in Baghdad following a full or partial U.S. withdrawal from Iraq.

Turkish foreign policy under Recep Tayyip Erdogan has gone through a number of turns since 2003, characterized by the country’s leader continuously taking stock of domestic and global dynamics whilst navigating between the U.S. and Europe, Russia, and the Middle East. He came to power in Ankara 19 years ago after rising through Türkiye’s political Islamist movement, serving first as prime minister and since 2014 as president. Erdogan’s foreign policy approach over two decades can be divided into a number of periods: an initial era of aspirational multilateralism with a strong pro‑EU tilt, until roughly 2009; an ambitious period of regional assertion marked by failed support for the Muslim Brotherhood and the Arab uprisings, until around 2015; an increasingly unilateral, hard‑power driven period through 2020; and what appears to be a new era blending hard power—enabled and symbolized by Turkish drones—and a Ukraine war, in which Türkiye is, simultaneously, selling drones to Kyiv and courting Washington while implementing the 1936 Montreux Treaty to limit its frenemy Moscow’s access to the Black Sea. Together with recent steps aimed at rapprochement with Israel and Gulf Cooperation Council (GCC) states like Saudi Arabia and the United Arab Emirates (UAE), these last factors encapsulate the new era of Turkish foreign policy—albeit one overshadowed at the moment by Ankara’s unwillingness to unconditionally approve Swedish and Finnish accession to NATO.

Trade volume has soared and projects like the development of Sudan’s Suakin Port have drawn notice, but Ankara faces economic headwinds in its bid to keep the momentum going. Atraveler through today’s Africa might be surprised by frequent markers of a distant power: Turkey. Consider that in Somalia, “Istanbul” is now one of the most popular girls’ names and that Turkey’s largest embassy in the world is located in Mogadishu. U.S. concerns center on Turkey’s democratic backslide and deepening ties between Erdogan and Putin—but the Turkish president also wants to develop a rapport with Joe Biden and fortify his country’s weakened economy. In the seventh in a series of TRANSITION 2021 memos examining the Middle East and North Africa, Soner Cagaptay offers guidelines for reinforcing the strained U.S.-Turkey relationship. Principal causes for unease involve U.S. concerns about Turkey’s democratic backslide and deepening ties between President Recep Tayyip Erdogan and his Russian counterpart Vladimir Putin, particularly Ankara’s decision to purchase the S-400 missile defense system from Moscow. Yet Erdogan also wants to develop a rapport with President Biden and fortify his country’s weakened economy. Further, Ankara and Washington can find many areas for tactical cooperation in places such as Syria, Libya, and China’s Xinjiang province, where the government is carrying out a genocide against the Muslim Uyghur population “Erdogan needs to reverse the current dynamic by advancing the narrative that he is getting along just fine with Washington,” the author explains. “Thus, in this early phase of the U.S. administration, Biden would appear to have a brief window of leverage over his Turkish counterpart.” In the coming weeks, TRANSITION 2021 memos by Washington Institute experts will address the broad array of issues facing the Biden-Harris administration in the Middle East. Turkey, Russia, and Washington have compelling reasons to welcome a new ceasefire agreement, however imperfect, but they still need to address the longer-term dangers posed by the Assad regime’s murderously maximalist strategy. Recent fighting between Turkish and Syrian regime forces in Idlib province has seemingly wiped away the last vestiges of the September 2018 Sochi agreement, brokered by Russian president Vladimir Putin as a way of pausing hostilities and dividing control over the country’s last rebel-held province. Beginning last December, renewed Russian and Syrian attacks against civilians sent a million residents fleeing toward the Turkish border, creating another humanitarian disaster. Then, on February 27, thirty-three Turkish soldiers were killed when their unit was attacked in Idlib—Ankara’s largest single-day loss in Syria thus far. Turkey initially blamed Bashar al-Assad for the deaths, but eyes soon turned to his Russian patron as the more likely culprit, elevating tensions between Ankara and Moscow to a level not seen since Turkish forces shot down a Russian plane in November 2015. Meanwhile, the Turkish military and its local partner forces launched a string of attacks against the Syrian regime and its Iranian-backed militia allies. On March 5, President Recep Tayyip Erdogan will meet with Putin in Moscow to discuss these rising tensions. If the two leaders reach another ceasefire deal, will it last any longer than the short-lived Sochi agreement? More important, what effect might it have on the latest refugee crisis threatening to wash over Turkey and Europe?

Abstract:
Facing pressure from General Haftar and his foreign military backers, the Tripoli government has welcomed the helping hand extended by Ankara, whose own lack of regional options has drawn it into the middle of another conflict. On December 10, Turkish president Recep Tayyip Erdogan announced that he was willing to deploy troops in Libya if the UN-backed Government of National Accord in Tripoli requested it. He reiterated the offer during a December 15 meeting with GNA prime minister Fayez al-Sarraj in Ankara—a visit that arose after Gen. Khalifa Haftar, who heads the self-styled Libyan National Army (LNA) and seeks to replace the GNA, renewed his push to take Tripoli by force. Meanwhile, Turkey signed two controversial agreements with Tripoli over the past month: a memorandum of understanding on providing the GNA with arms, training, and military personnel, formally ratified by Tripoli earlier today; and a November 28 maritime agreement delineating exclusive economic zones in the Mediterranean waters separating the two countries. The latter move drew protests from Greece and Egypt and was condemned “unequivocally” by the European Council. These and other developments indicate Libya’s emerging status as a focal point of Ankara’s foreign policy, which seemingly regards the country as an arena for Turkish proxy competition with rivals old (Greece) and new (Egypt and the United Arab Emirates). At the same time, Libya’s GNA has become increasingly dependent on Ankara for military reasons—namely, a lack of other allies willing to provide arms capable of countering the LNA’s Emiratisupplied drones, and the arrival of Russian mercenaries who have added new technology and precision to Haftar’s war against Tripoli. Unless Washington invests more diplomatic energy and fully backs the German-led initiative to implement a ceasefire and return to peace negotiations, the proxy war in Libya will only escalate. In that scenario, Turkey and Russia—not the United States or its European partners—could be become the arbiters of Libya’s future.

The July 15 attempted coup, which exposed rifts within the Turkish military, coupled with the August 9 meeting between Turkish president Recep Tayyip Erdogan and Russian president Vladimir Putin, and the Turkish incursion into Syria on August 24, appear to signal a change in trajectory for Turkey’s Syria policy. Since Erdogan’s ouster of Prime Minister Ahmet Davutoglu in May 2015, Turkey has already implemented some significant foreign policy shifts, including normalization with Israel and a desire to mend ties with Russia.
