Abstract:
On February 21, Turkish ground forces crossed the Iraqi border in an attempt to dismantle Kurdistan Workers Party (PKK) terrorist camps, following weeks of periodic aerial bombardment that began in mid-December. The incursion was partly the product of a November 5 agreement between Turkey and the United States to share intelligence in fighting the PKK, a group that the U.S. State Department has designated a foreign terrorist organization. On February 22, the White House backed the operation: "The United States agrees with Turkey that the PKK is a terrorist organization, and . . . an enemy of Turkey, Iraq, and the United States."

On October 21, Kurdistan Workers Party (PKK) operatives carried out an attack from northern Iraq into Turkey, killing twelve Turkish soldiers. This incident followed the killing of more than thirty people in recent weeks, including an incident in which the PKK pulled a dozen civilians off a public bus and shot them. The Turkish public has responded to the attacks by calling for incursion into northern Iraq to eliminate PKK camps there.

Abstract:
On August 7, Iraqi prime minister Nouri al-Maliki and Turkish prime minister Recep Tayyip Erdogan signed a memorandum of understanding (MOU) in Ankara against the Kurdistan Workers Party (PKK). Although the PKK, based in northern Iraq, is on the U.S. State Department's list of Foreign Terrorist Organizations, lack of action against the group by Washington and Baghdad is poisoning Turkey's relations with both. Moreover, because the group operates from an area of Iraq controlled by the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), the PKK issue affects Turkey's ties with Iraqi Kurds as well. Does the MOU represent a breakthrough on any of these fronts?

Abstract:
On June 8, a day after reports that Turkish troops had crossed into northern Iraq to pursue members of the Kurdistan Workers Party (PKK), Iranian aircraft bombed the camps of the Party of Free Life of Kurdistan (PJAK), also in northern Iraq. PJAK, which operates in the mountains of northern Iraq and adjacent areas of Iran, has around 3,000 members. Analysts describe the group as the Iranian branch of the PKK, which has been carrying out attacks on Turkish military and civilian targets for decades and is on the State Department's list of foreign terrorist organizations. PJAK insists that it is distinct from the PKK, but interviews with its leaders and members, along with a look at its history, suggest that the two groups have similar ideologies and methodologies. They also share leadership and membership, in addition to operating in overlapping areas. Given that both Turkey and Iran view PJAK as a threat, the group poses unique challenges to U.S.-Turkish relations.

Yesterday, the Associated Press (AP) reported that thousands of Turkish troops had crossed into northern Iraq to pursue members of the Kurdistan Workers Party (PKK), an organization on the State Department's list of foreign terrorist organizations. Later, the AP corrected this, reporting that only a few hundred Turkish troops were involved in the incursion. Meanwhile, the White House, the Turkish Ministry of Foreign Affairs, and Iraqi foreign minister Hoshyar Zebari issued statements that no Turkish troop incursion had taken place in Iraqi territory.

On January 14, in a rare show of unity, Sunni and Shiite Arab, Turkmen, and Christian Iraqis gathered at a conference in Ankara to denounce Kurdish plans to incorporate Kirkuk, the capital of Iraqs at-Tamim province, into the Kurdish region. This comes after recent violence in Kirkuk, including a December 26 roadside bomb that killed three and wounded six. Between December 2005 and July 2006, the number of reported violent incidents in Kirkuk increased by 76 percent, ending the citys previous status as a relatively safe area. With tensions in Kirkuk rising, how can violence be countered?

Abstract:
Iran's nuclear program presents one more issue on which Washington sees Middle East developments in a different light than does the Justice and Development Party (AKP) government in Turkey. Since coming to power in November 2002, AKP leaders have pursued rapprochement with Damascus and enhanced dialogue with Iran. In March 2006, the AKP welcomed Hamas leaders in Ankara. It is surprising that Turkey, a traditional bastion of Western policies in the Middle East, is promoting close ties with anti-Western actors that have hurt Turkey for decades—Syria provided safe haven to the terrorist Kurdistan Workers Party (PKK) and Iran supported the PKK and radical Islamist terrorists. Why do the Turkish people not resent such policies? The Iraq war and the U.S. agenda for political transformation in the Middle East have clashed with the Turkish people's desire to preserve the Middle Eastern political landscape. What is more, U.S. inaction against the PKK's Qandil enclave in Northern Iraq is angering most Turks in the way Syrian and Iranian support for the PKK upset them in the 1990s. Turkish confusion and anger toward the United States stands in sharp contrast with the improved image of Syria and Iran in Turkey. Meanwhile, with AKP discussing Middle Eastern politics in terms of Islamic codes, some Turks now identify with the region through Islam and not their national identity. The challenge for Washington is to find a way to prevent Turkey's popular slide away from the United States.

Abstract:
Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.

10. Time to Shut Down the PKK: Why the United States and Turkey Should Work Together

Abstract:
A U.S. government team is in Ankara today for talks with members of the Turkish military and intelligence services regarding the future of the Kurdistan Workers Party (PKK), an organization on the State Department's Foreign Terrorist Organization (FTO) list. On September 2, 2003, the PKK, whose past attacks have cost Turkey 35,000 lives, renounced a unilateral ceasefire it had declared in February 2000. This is a dangerous development for three reasons. First, PKK violence could throw Turkey back into the political maelstrom of the 1990s, and it is in Washington's best interests to help preserve democratic Turkey's stability. Second, if the PKK attacks Turkey from U.S.-controlled northern Iraq, where it has an estimated 4,000-5,000 terrorists, this could put Washington and Ankara at loggerheads. Third, Turkey considers joint action against the PKK a sine qua non for U.S.-Turkish cooperation in Iraq; it is unlikely that Ankara will send troops to Iraq unless the PKK issue is tackled. Given all of these reasons, the threat that the PKK poses to U.S. national interests is now at such a level that the organization is a legitimate target in the war on terror. Therefore, it is time to take action against the PKK.
