Abstract:
Rising levels of discrimination and dehumanization of minority communities in India is putting millions at an increased risk of mass atrocities. India has ranked in the top 15 countries at risk of mass killing since the Early Warning Project’s 2017–18 assessment, including its highest rank of second in the world last year.1 Since coming to power in 2014, Prime Minister Narendra Modi and his Bharatiya Janata Party (BJP) have promoted a Hindu nationalist ideology that characterizes India’s Muslim minority population of approximately 200 million people, 14% of the population, as a threat to the security and success of India.2 This identity-based ideology also threatens the safety of other minorities and excluded groups, such as Christian communities and Dalits.3 India’s constitution enshrines egalitarian principles, including nondiscrimination on the basis of religious identity.4 In 2021, a study conducted by the Pew Research Center found that more than 3 out of 4 Indians of all faiths believed that religious tolerance is an important part of being “truly Indian.”5 However, proponents of a decades old Hindu nationalist ideology, Hindutva, believe instead that “Hinduism—not the precarious balancing of all ethnic and religious communities residing in India—is the ultimate source of the country’s identity,” and it is this ideology that is embraced by the BJP and Prime Minister Modi.6 Scott Straus, a leading scholar on mass atrocities, has summarized research about risk factors for anticipating whether mass atrocities are likely to occur in a particular country, and these include: the presence of instability or armed conflict; adherence by political elites to an exclusionary ideology; and a history of discrimination (with impunity) against a particular group.7 Today instability in India is arguably geographically limited, as with the outbreak of conflict in May 2023 in Manipur. India has experienced more widespread inter-communal violence and mass atrocities in the past, with an uneven record of accountability or redress. The BJP today promotes an exclusionary nationalist ideology which privileges the rights of Hindus and presents religious minorities, particularly Muslims, as social and cultural outsiders, and as political and physical threats. This is demonstrated through discriminatory legislation, and a barrage of hate speech, including by political and religious leaders, that has tipped into outright incitement to violence. If nothing is done to address these risks, India may continue to experience a rise in the number of violent (and fatal) attacks against religious minorities, an escalation in the scale of the violence, and an increased level of state involvement in atrocities. Many countries, including the United States, view India as an important strategic partner on multiple fronts, including economically and politically as a counter to China's influence in the region. This can make discussions of mass atrocity risk more sensitive, but it should also demonstrate the ways in which mass atrocities in India could reverberate. For example, violence in states along India’s borders with Pakistan, Bangladesh, and Burma could exacerbate insecurity in India’s neighbors. Discrimination and mass violence in India could also undermine the assumptions of stability and shared values on which global initiatives are being built.8

2. Countries at Risk for Intrastate Mass Killing 2024–25: Early Warning Project Statistical Risk Assessment Results

Abstract:
Policy makers face the challenge of simultaneously responding to ongoing mass atrocities and trying to prevent entirely new mass atrocity situations. A critical first step toward prevention is accurate and reliable assessment of countries at risk for future violence. The Early Warning Project’s Statistical Risk Assessment uses publicly available data and statistical modeling to produce a list of countries ranked by their estimated risk of experiencing a new episode, or onset, of intrastate mass killing. This report aims to help identify countries where preventive actions may be needed. Earlier identification of risk broadens the scope of possible preventive actions. In essence, our statistical model identifies patterns in historical data to answer the following question: Which countries today look most similar to countries that experienced mass killings in the past, in the year or two before those mass killings began? The historical data include basic country characteristics, as well as data on governance, war and conflict, human rights and civil liberties, and socioeconomic factors. This report highlights findings from our Statistical Risk Assessment for 2024–25, focusing on: Countries with the highest estimated risk of a new mass killing in 2024 or 2025 Countries where estimated risk has been consistently high over multiple years Countries where estimated risk has increased or decreased significantly from our last assessment Countries with unexpected results We emphasize that this assessment is just one tool. It is meant to be a starting point for discussion and further research, not a definitive conclusion. We aim to help governments, international organizations, and nongovernmental organizations determine where to devote resources for additional analysis, policy attention, and, ultimately, preventive action. We hope that this report and our Early Warning Project as a whole inspire governments and other organizations to invest in their own early warning capabilities.

3. Increasing the Policy-Relevance of Research on Atrocity Prevention Strategies and Tools: Toward a 10-year collaborative research program

Abstract:
On June 7, 2024, the Simon-Skjodt Center for the Prevention of Genocide convened leading social scientists, policy makers, and funders of policy-relevant research for a one-day workshop to explore how the Center should contribute its staff resources and research budget to improving policy-relevant research about atrocity prevention strategies and tools. Participants discussed the following topics: • Positive examples of research informing policy on atrocity prevention and general lessons to be drawn from these cases; • Key obstacles to policy-relevant atrocity prevention research, including gaps in the topics covered by the literature, obstacles to inference about the effects of atrocity prevention policy actions, and obstacles to synthesizing findings from a large body of studies; and • Strategies to increase the volume, relevance, quality, and impact on policy of atrocity prevention research. This rapporteur's report summarizes the workshop’s key themes in accordance with the Chatham House rule of non-attribution.

Abstract:
The United States Holocaust Memorial Museum’s Simon-Skjodt Center for the Prevention of Genocide released a brief in May 2023, “Preventing and Mitigating Mass Atrocities in Northwest and Southwest Cameroon: Identifying Policy Options.” This brief outlines policy options to prevent and mitigate mass atrocities in the Anglophone region of Cameroon, where continued conflict between armed Anglophone separatists and government security forces has resulted in over 6,000 people killed and over 600,000 people internally displaced since 2017. After years of grinding crisis, armed actors on both sides may have little incentive to shift towards peace and global powers have made insufficient and so far unsuccessful efforts to end the violence. The situation necessitates coordinated, sustained, and calibrated responses. Based on expert consultations, this brief calls on the Cameroonian government and armed separatist groups to immediately cease the targeting of civilians and for foreign governments and multilateral organizations to re-energize and support efforts for the conflict parties to reach a mediated agreement, among other recommendations, to prevent atrocities and protect civilians.

Abstract:
Côte d’Ivoire's economic stability is critical to West Africa's development and inextricably tied to the global economy. Past periods of conflict, including the civil war from 2002-07 and the 2010-11 electoral crisis, resulted in thousands of deaths and billions of dollars lost throughout the country and region. Côte d’Ivoire’s presidential election is less than a year away, and though atrocity crimes are not currently taking place, early warning signs of violence are already visible in a country that has never experienced a non-violent transfer of power. These signs warrant immediate attention, not only from Côte d’Ivoire’s political leadership and the international community, but also from business leaders. While the Ivorian government holds the keys to stability and peace throughout the electoral process, members of the business community—both Ivorian companies and international companies with economic interests in Côte d’Ivoire—can be critical allies in preventing violence in 2020. Business leaders should signal to the political parties that sacrificing the economy and civilian lives for political gain will not be accepted.

6. Building Relationships, Building Peace: The Role of Civilians and Civil Society in Preventing Mass Atrocities in the Democratic Republic of the Congo

Abstract:
Cycles of conflict in the Democratic Republic of the Congo (DRC) have led to fluctuating levels of largescale, systematic violence against civilians. Two regions, the Grand Nord area of North Kivu province and the northeastern Ituri province, have featured both some of the worst violence and exceptional lulls in fighting. The roles of civil society actors in those two cases have varied—from encouraging armed-group mobilization to leading region-wide mediation efforts. Our analysis of civilian-led efforts in those two cases demonstrates that the boundaries of civil society in the DRC are fluid and context specific. In Grand Nord and Ituri, Congolese groups that typically fall outside modern liberal definitions of civil society that emphasize non-partisanship played important roles in mobilizing civilian communities, representing their interests to political leaders, and adopting strategies to prevent and mitigate mass atrocities. Those groups included members of the business community, customary elites, the Catholic Church, and nongovernmental organizations. We conclude that civil society actors had the most effect where they had close, personal relations with belligerents and where they had a deep-vested interest in stability. In Grand Nord, local Catholic Church leaders used their close relationships with armed groups to broker multiple peace agreements. Members of the business community in Grand Nord initially supported rebel groups such as the Congolese Rally for Democracy/Kisangani–Mouvement de libération (RCD/K-ML)—because the rebel groups provided tax relief and commercial financing to enhance their legitimacy. That relationship, however, meant that business leaders were also able to pressure rebel groups to participate in peace processes when conflict began to interfere with the business community’s financial interests. In Ituri, similar incentives led cattle ranchers and traders to play a similar role.

7. Breaking Cycles of Distrust: Preventing Mass Atrocities in Bangladesh

Abstract:
This report explores scenarios over the next 12–18 months in which Bangladesh could plausibly experience large-scale, systematic attacks on civilian populations. The authors selected Bangladesh for this study because it has consistently ranked in the top 10 percent of countries in the world on the Early Warning Project’s global statistical risk assessment for state-led mass killing; yet, there has been relatively little apparent policy attention to these risks. Staff of the Simon-Skjodt Center for the Prevention of Genocide interviewed a wide variety of stakeholders in Bangladesh and elsewhere to identify potential mass atrocity scenarios and the underlying risks and mitigating factors. The risk of mass violence in Bangladesh is rooted in the competition between Bangladesh’s two main political parties and is likely to be particularly acute in the lead-up to and aftermath of the general election scheduled for late 2018. Contested or unclear electoral results present the greatest risk of mass killing. If there is disagreement regarding the election results, allegations of fraud or rigging, or a situation where neither the Awami League (AL) nor the Bangladesh National Party (BNP) receives the required number of seats to form a government, the deeply polarized political environment has created incentives for each major party to react violently. Supporters of the competing party are likely to be the main targets in any mass atrocity scenario; religious minorities face distinct but related risks as well.
