Abstract:
This Thursday, the Organization of the Petroleum Exporting Countries (OPEC) -- the oil producers' cartel of which Iraq is a founding member -- meets in Vienna to discuss production cuts intended to maintain the current, relatively high price of oil. The United States is not expected to send a representative for Iraq, although one or more among the plethora of political groups in the liberated country may send a would-be representative, unlikely to be seated. While ignoring the meeting, Washington still needs to make clear how it will reconstruct the Iraqi oil industry and utilize the nation's huge oil reserves, second in size only to those of Saudi Arabia.

Abstract:
Last week the Bush administration decided to reject the recommendation of an independent federal agency to designate Saudi Arabia as a "country of particular concern" under the 1998 International Religious Freedom Act. The U.S. Commission on International Religious Freedom had heard evidence that the Saudi religious police raided the homes of foreign workers who practiced Christianity and held them in squalid, overcrowded prisons. Washington's dilemma lies in dealing with such evidence without upsetting Riyadh at a time when the United States is trying to secure optimal Saudi cooperation on military action against Iraq. The administration's reluctance is at odds with President George W. Bush's National Security Strategy announced in September 2002, which defined "a single, sustainable model for national success [in the world]: freedom, democracy, and free enterprise." It also obscures an opportunity to bolster emerging trends in Saudi Arabia that hint at potential political change.

Just short of four years since Crown Prince Abdullah, while on a trip to Washington, met leaders of U.S. energy companies to discuss cooperation efforts, negotiations to secure $25 billion of investment for Saudi gas projects have broken down. A policy that should have cemented the energy-supply facet of Washington's sixty-year friendship with Riyadh is in tatters, alongside the diplomatic and military relationships, themselves frayed by a purported lack of Saudi cooperation since the September 11 attacks.

Over the course of a few days at the end of May, Iran conducted a missile test; Pakistan conducted three such tests; and Israel launched a reconnaissance satellite. Each of these instances serve as proof, if any were needed, that missiles are becoming an important part of the military scene in the Middle East and Southwest Asia. The question for Washington is how the growing sophistication of Middle East/Southwest Asian missiles will affect the stability of this volatile region.

After declining at least two earlier invitations since January 2001, Crown Prince Abdullah of Saudi Arabia is due to meet President George W. Bush for the first time this Thursday. The de facto leader of America's leading oil supplier (his elder half-brother, King Fahd, is ailing) had previously snubbed Washington's efforts, ostensibly angry over the president's reluctance to become involved in Israeli-Palestinian peacemaking. In addition to the current crisis, the lunchtime talks at President Bush's ranch in Crawford, Texas, are expected to cover a complete range of issues including the involvement of Saudis in the events of September 11 and extension of the war against terrorism to Saddam Husayn.

But the main test for the new rules announced on December 3 will be in Saudi Arabia itself, where zakat (giving to Islamic charities) is a religious duty and where measures that please Washington are increasingly regarded as objectionable. As often happens in the kingdom, the theory behind the new rules may well differ from how they are actually implemented.

At a meeting over the weekend in the Saudi port city of Jeddah, foreign ministers of the conservative Arab states of the Persian Gulf pledged "total cooperation" for international efforts to bring those responsible for the terror attacks in New York and Washington to justice. But the nuances in attitudes of the group — the oil states of Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates (UAE), and Oman — suggest that the United States faces huge difficulties in achieving, publicly at least, anything more than partial cooperation.

As Secretary of State Colin Powell and former President George Bush celebrate the tenth anniversary of the liberation of Kuwait, for many Gulf Arabs the occasion marks a decade since Saddam Husayn's tanks put the lie to the promises of security that local leaders had made to their people. After popular trust in these Gulf leaders was tarnished by their need to rely on U.S. and allied forces to expel the Iraqis (despite the billions of dollars of oil wealth these rulers had spent on high-tech weaponry over the years), Gulf monarchs started to concede to their peoples a greater say in political life.

Abstract:
January 17 marks the tenth anniversary of the start of Operation Desert Storm in the Middle East, when U.S.-led forces began the liberation of Kuwait. In that operation, the militaries of the Gulf monarchies played a minor role. At their meeting in Bahrain at the end of December, the leaders of these monarchies agreed to a joint defense agreement by which an attack on one would be considered an attack on all. While this agreement could enhance the defense capabilities of these states, they will still be unable to fend off attack by either of their large neighbors, Iraq or Iran. The monarchies will continue to rely on the United States as their ultimate security guarantor.
