It is natural for monumental events to drown out all other issues, and what has transpired in the Middle East these past months has been nothing short of stunning. The region's dramatic, wonderful, dangerous upheaval has fixed the attention of the world. As such, it is easy to have missed the recent developments both in Iran as well as between Iran and the international community. Although far less dramatic and far less hopeful they have the potential to be no less meaningful for the Middle East and the United States.

Abstract:
Economic sanctions have often been considered an important tool for disciplining adversaries and compelling them to offer important concessions. History, however, suggests otherwise. Economic penalties rarely cause states to abandon important national assets. After decades of struggling under punitive financial measures, Iran has persisted with its objectionable policies ranging from terrorism to proliferation of weapons of mass destruction. All this suggests that ideological regimes that put a premium on their political priorities and which are seemingly insensitive to the mounting costs of their belligerence may not be suitable candidates for the type of cost-benefit analysis that sanctions diplomacy invites.

Abstract:
Iran is facing its most acute crisis since the 1979 revolution. Over the past six years, political institutions have played a key role in opening the path to reform. Yet, the success of President Muhammad Khatami's efforts to involve the Iranian people in electoral processes and political institutions has led to a conservative backlash. A coalition of hardliners has been successfully implementing a strategy for retaining power, namely, fostering popular apathy by controlling public discourse, imprisoning reformers, and negating the deliberations of elected institutions. This strategy reached its apex during local and council elections in February in which only 30 percent of eligible voters went to the polls.

On February 28, 2003, elections were held across Iran for positions on city and village councils, local political bodies that were revived in 1999. Whereas the 1999 council elections resulted in impressive gains by reformers, last Friday's electoral results demonstrated the resurgence of the right wing. Capitalizing on low voter turnout and mass alienation from the political process, the conservatives swept elections in nearly all major Iranian cities. Indeed, the elections marked the lowest turnout in twenty-four years and the first time that the reform movement has been defeated at the polls since its emergence in the mid-1990s. Beyond the issue of largely symbolic local councils, the elections reflect the changing dynamics of Iran's political landscape.

Near the end of the Clinton administration, some analysts expressed a degree of hope that Iran's reform movement would inject some measure of pragmatism into Iranian foreign policy. That hope seems to have faded. The Bush administration has established terrorism and proliferation — two areas in which Iran has been particularly active — as top-priority issues, while the previous administration predicated its policy on certain developments within Iran. The parameters for evaluating Iranian foreign policy and U.S.-Iran relations have changed, particularly on the issue of weapons of mass destruction (WMD).

On January 29, President George W. Bush caused considerable consternation among foreign policy analysts by referring to an "axis of evil" in his State of the Union address. The analysts worried that the president's castigation of Iran would embolden hardliners who routinely exploit external threats as a means of deflecting attention from their sagging political fortunes. The concern was that, in addition to hurting Iran's reform movement, the president's speech would lead to a more aggressive Iranian foreign policy, ending the modest gains toward U.S.-Iranian rapprochement that were achieved in the last years of the Clinton administration.
