Globally, violence is on the rise with trend analysis suggesting that urban violence will continue to push rates up if we do not take action to shift the status quo. Urgent situations merit urgent, yet strategic responses. In the fourth installment of our Kroc Insight series, we present important knowledge on how Impact:Peace and the Peace in Our Cities campaign can help drive change by putting evidence behind city efforts to support integrated approaches to violence reduction.

2. Organized Crime, Conflict, and Fragility: A New Approach

Abstract:
Transnational organized crime (TOC) is a global challenge posing serious threats to our collective peace and security. But in conflict-affected and fragile states the threats of transnational organized crime present particular and insidious challenges requiring new and innovative responses. Not only does TOC undermine the strength of the state, it further affects the critical and often contested relationship between the state and society. In fragile and conflict-affected states it is precisely the degraded nature of this relationship that often prevents progress toward greater peace and prosperity. While there is now an established correlation between conflict and state fragility, much less is understood about the relationship between transnational organized crime, conflict, and fragility. This report examines the dynamics between conflict, state fragility, and TOC, demonstrating how the three fit together in an uneasy triumvirate, and it presents ideas for a more effective response.

3. Busan and Beyond: Implementing the ''New Deal'' for Fragile States

Amid much fanfare, the “New Deal for Engagement in Fragile States” was endorsed by forty-one countries and multilateral organizations at the Fourth High-Level Forum on Aid Effectiveness in Busan, South Korea, on November 30, 2011. The culmination of two years of work by members of the International Dialogue on Peacebuilding and Statebuilding, the New Deal was hailed as a major breakthrough in efforts to seek a new approach to development assistance to fragile states. By agreeing to the New Deal, donors belonging to the Organisation for Economic Co-operation and Development (OECD) effectively joined with a coalition of seventeen conflict-affected and fragile states calling themselves the “g7+” to shine a spotlight on the need to apply a different development paradigm to these most challenging of contexts. However, the proof of any international agreement is in its implementation. This issue brief provides an overview of the history preceding Busan, the meaning of the agreement reached in South Korea, and prospects for implementation of the New Deal moving forward, with a particular focus on the role of the United Nations.
