This publication offers the Key Issues and Policy Recommendations based on the results of the Third International Conference “Governance and Reform of State Security Services: Best Practices”. Conference Three – the third in a series of eight – focused exclusively on the SSU reform process; aiming to unpack the issues raised during the first two events: the SSU’s military status, pre-trial investigation powers and its oversight and accountability. Building on the findings and recommenda- tions of the previous conferences, this Conference aimed to identify current reform priorities, discuss relevant European good practices and assess capacity development needs for intelligence governance in Ukraine.

This publication offers the proceedings of the Conference II “Security Sector Governance: The Role of Democratic Institutions & International Best Practices”. Following the Conference I findings, participants elaborated current challenges related to the role of democratic institutions in the Ukrainian Security Sector Governance and worked out solutions based on possible accommodation of best international practices in Ukrainian realities. This publication offers presentations of the key speakers and the summaries of the Working Group discussions. Abstract:
This preliminary study performed by the Institute of Gender Programs and the Center for Army, Conversion and Disarmament Studies (CACDS), with financial support from DCAF, presents an analysis of the basic legislation regulating military service of women in the Armed Forces of Ukraine, the National Guard and the State Border Service. Concluding that the majority of problems faced by servicewomen during their professional career are not currently addressed by legislation, the study supplies preliminary recommendations and suggests amendments to specific legal provisions to fill relevant gaps in national legislation.

The events of 2014 underlined key challenges facing the oversight of the security sector in Ukraine. As a result, a series of legal amendments were initiated on a preliminary basis in order to address democratic control and security sector reform issues. Although some of the legislative gaps revealed by the current crisis have been addressed, this publication outlines the need for further measures to repair the system of civilian control over the armed forces.

In October 2014, the Verkhovna Rada of Ukraine (the Ukrainian Parliament) adopted new legislation on an Anti-Corruption Strategy for 2014-2017, the National Anti-Corruption Bureau (NABU), and the National Agency for the Prevention of Corruption (NAPC), as well as anti-corruption amendments to a number of existing laws. Focusing on key legislation, this publication maps the general aspects of the recent legal reforms in Ukraine aimed at preventing and investigating corruption. Intended to improve public service integrity and prevent corruption, the success of the overall anti-corruption measures remains a focus of attention at national and international levels.

Abstract:
The theme of this book is 'Georgian Security Sector Governance after the 'Rose Revolution''. After the downfall of Shevardnadze's authoritarian regime, apostrophied by many Western observers as 'mild', and therefore worthy of support, there have been definite changes in how security is perceived. 'Good governance' means introducing fundamental political changes according to the principles and practices of democracy. Although the countries that we recognize as democratic do not have completely identical political mechanisms, methods and procedures for governance, it is not difficult to determine whether a political system is democratic or not. For Georgia, as for all transition countries, the first important matter on the reform agenda was setting up the structure of governance, that is, writing constitutions and laws, erecting political institutions, and making them work. External experts who assess how well security sector governance functions in those countries designated as 'new democracies' sometimes neglect to take into account the fact that they indeed are new; that they have not had the many years, even many centuries, that the Western countries have had to develop the ways and means, the habits and customs, of their Executives and Legislatures.
