- This publication offers the Key Issues and Policy Recommendations based on the results of the Ninth International Conference “Ukraine’s Security Sector Reform: Accomplishments and Plans”. Ukraine, in challenging circumstances, has made significant achievements in strengthening its national defence capabilities and developing its national security system. This has been possible due to the joint efforts of the Ukrainian government and society, and the unprecedented level of external support provided by Western entities: individual states, governmental and non-governmental organisations alike. The Ninth Conference was the last among a series of events held in the framework of the two-year project, which goals were to develop multi dimensional opportunities to support reform efforts and assist in the development of democratic governance in the Ukrainian security sector. The final event aimed not only to summarise the results of the project, but also to assess Ukraine’s SSR achievements, and also to examine how such achievements align with the strategic objectives of the project; namely, to identify the most problematic reform areas.

- This publication offers the proceedings of Conference 7 on Security Sector Governance in Ukraine. The conference addressed Ukraine’s Civilian Security Sector: Reforms’ Progress and Challenges. The objectives of this event were to identify current reform priorities and challenges; pinpoint weaknesses in oversight structures and relevant solutions; determine relevant lessons learned and best practices; and define capacity development needs. The Civilian Security Sector in Ukraine embraces a wide range of the national non-military structures including but not limited to law-enforcement and rule of law agencies. Key roles in civil security issues belong to Parliament, civil society and Media, which support and control activities of the Civilian Security Sector.

- This publication offers the proceedings of the Conference III “Governance and Reform of State Security Services: Best Practices”. Following the findings of the previous two conferences, participants elaborated current challenges related to reforms of the State Security Agencies and r ole of democratic institutions in Ukrainian Security Sector Governance. In addition to identifica- tion of the reform challenges and priorities, one of the main objectives was to propose solutions based on lessons learned and international best practices relevant to Ukrainian realities.
